Site Erection/Installation & commissioning


1.5 Unloading, storagr, loading, lifting, shifting, general handling of materials at fabrication yard
under wabag scope
1.6 Security of all materials – Wabag scope – fencing, safety custody, watch &ward
1.7 Weather protection for all materials – covered sheds under wabag scope
1.9 Work permit is under the scope of Owner i.e. IOCL and wherein LTHE will facilitate but
Wabag needs to provide all required documentation with method statement and risk
assessment. PTW training to be provided all frontline engineers of IOCL format
1.10 Staff transportation. – the vehicle temporary or permantely hired must follow state motor
rules. The mandate documents to be collected before hiring ie.e drivers license, vehicle
insurance, registration paper, pollution certificate, road tax and condition of the vehicle with like
provision and working of seatbelts, not limit to this.
1.12 Workman compensation policy, ESIS etc to personnel, tools & tackles, construction
equipment, machinery, vehicles, construction material is under the scope of execution team,
Hr&Admin – Safety personnel not be involved in such activites.
1.14 – Labour license under the scope of WABAG Execution team, Safety personnel not be
involved
1.16 – Safety PPE requirements – Required the intial mobilization plan and HSE materials status
1.18 v) Safety Supervisor/ Engineer – if selected and approved from LTHE/Owner, required the
CV for the candidates joining/joined.
1.19 Resource Mobilization plan / Work completions Schedule required from your side
1.24 Health, Safety & Environmental Protection Procedures (HSE)
Required the HSE & Quality policy of LNT and Owner i.e. IOCL for incorporating in the plan and
training purpose
1.27 Underground utility route map & power lines near to the vicinity to be shared, also specify
whether the method of identifying – procurement of cable identification detector, overhead line
height measurement using ultrasonic – route map under our scope
1.28 General Guidelines during and before Erection

1.30 Erection of Equipment
1.30.1 Crane is only permitted for lifting activites, Who will inspect the fitness of the
equipment to be hired. Other than the mandate docuemnts, crane required to have
ASLI, overhead limit switch, swing lock, - Category of PTW for lifting from LTHE and
Owner to be taken. Routine and non routine lift and lifting activities under 5 t
required PTW
1.31 Special Requirements for Erection Works

1.31.2 Night Shift – Safety officer requirement and planning of adequate lighting

1.31.6 Wire rope specification and test certificate under wabag

1.31.8 100% PPE to be used by all workmen and personnel engaged or penalty to be imposed by
LTHE
1.31.1 All night wokers to be provided by reflecting jackets

2.4.2.1 HSE trainings –


Pre employement medical checkup and FTW certificate mandatory – What is the current
mobilization plan and tie up details with hospital or doctors. Parameters required for medical
checkup clarification required from LNTE
2.4.3.4 COC
Alcohol testing to be conducted, Alcohol Breath Analyzer to be procured before mobilization of
workers. Scope under LNTE or WABAG or Security of Owner
2.4.5.2 Site Layout and Facilities
Rest Sheds with drinking water / toilets and urinals – How is this categorized and the ratio?
2.4.5.11 Personal Protective Equipment (PPE)
Fire Resistant Coverall for all hot works – Procured or yet?
2.4.5.18 Health management
Tieup with local hospital
2.4.5.19 – Permit to Work
Clarification require from LTHE – PTW issuer and custodian is the Owner i.e. TOYO/IOCL , PTW
raiser is WABAG, format used is interal of wabag or cleints format if so will training be provide
from LTHE and Owner side

2.4.5.23 Scaffolding Safety


Specifiy the materials specification for scaffols pipes, planks, clamps, coupler, swivel, base
plates etc. IS 3696 is followed
2.4.5.25 Crane Safety
Crane and Hydras are under the scope of LNTE / operation under WABAG as per the Contract
Documents – Clarification required
2.4.7 First Aid and Lifesaving apparatus on site
Emergency Vehilce to be stationed apart from LNTE Ambulance vehicle at site as per the
contractural scope – required clarification
2.5.1 Perfoamce Measurement & Monitoring
HSE performance monthly format will be provided by LNTE or WABAG internal format is enough
– clarification required
