A couple of thoughts that I would like to suggest to discuss for plumbing. First the ratio needs to be changed to 1-3. You can throw all the money you want at Pre-App, OYAP etc. With 1-1 ratios all that happens is the whole pipeline is backlogged, and people leave because no one can hire them. Second, for whatever reason the Red Seal failure rate is still too high, meaning 5th year apprentices are not becoming certified, further backlogging the system because of the 1-1 ratio, no new hiring occurs. Go back to a Provincial C of Q alongside the Red Seal. Give apprentices the option which one to write. Majority of plumbers never leave their city, let alone the Province.
