Update to parrot version 3.9.0.

Pkgsrc changes:
 * Add a patch to fix usleep(1000000) problem causing test failures,

  + The whiteknight/kill_threads branch was merged, which removes
    the old and broken thread/concurrency implementation. Better
    and more flexible concurrency primitives are currently being

  + random_lib.pir was removed, since better alternatives already exist
  + The freeze and thaw vtables were removed from Default PMC,

patch-aa (with dragonfly config) got merged upstream. Applying the
patch with a more tolerant version of patch (like netbsd's) gives two

Get rid of USE_PERL5.  The new way to express needing the Perl executable
around at either build-time or at run-time is:

	USE_TOOLS+=	perl		# build-time
	USE_TOOLS+=	perl:run	# run-time

Also remove some places where perl5/buildlink3.mk was being included
by a package Makefile, but all that the package wanted was the Perl
executable.

Initial import of parrot-0.0.1, a pre-pubescent byte code interpreter
which may form part of Perl or Python's future, into the NetBSD packages
collection.

up somewhat by me.

PARROT: A bytecode language possible to be used in the future by 
Perl 6 and a Python.

The idea was originally an April fool's joke...

"What we're releasing today is a very, very early alpha of the Parrot
interpreter.  At the moment, we have support for some simple
operations on integer, floating point and string registers, and the
ability to read in and execute bytecode.  We also have an assembler
which can generate bytecode output from Parrot assembly."
