Further, the bidder while submitting the bid or during the period of evaluation of bids or any
time before the award of work, shall inform KBPLA regarding any admission of application
for corporate insolvency resolution process by the Adjudicating Authority under the IBC
2016 against bidder or partner of Consortium or manufacturer or Parent/Holding Company
and any suppression of such fact shall render the bidder liable for rejection of his bid an
banning of business dealing as per terms and conditions of the Bid Document.
3. QUALIFICATION REQUIREMENTS:

b) The substantially completed works for the above purpose means the works for which at
least 80 percent payments of the contract value have been received. For contracts under
which the applicant participated as a joint venture member or sub -contractor, only the
bapplicant’s share, by value, shall be considered to meet this requirement.
c) For arriving at cost of similar work, the value of work executed shall be brought to current
costing level by enhancing the actual value of work at simple rate of 7% per annum,
calculated from the date of completion of the work to the date of Bid opening.
d) For the purpose of the above general experience qualification (Technical and financial),
the work done outside of India by companies of Indian origin, either as Sole Contractor or
Lead Partner of the Joint Venture can be considered, provided that, the bidder furnishes a
certificate issued by the client, giving the physical and financial details of the work done.
Such certificate needs to be necessarily authenticated by Indian Embassy/Mission in the
country where such work has been claimed to be done. Acceptance of this certificate,
however, will be a sole discretion of KBLPA.
e) The cost of executed works carried out outside India shall be converted into INR
equivalent at the rate of exchange of the foreign currency to Indian Rupees. (SBI TT
Selling Rate applicable on the date of opening of Price Bid) will be applied.
3.1.2 SPECIFIC EXPERIENCE
In addition to meeting the criteria of General Experience (Para 3.1.1), the bidder (Sole Contractor
or the Joint Venture collectively) should have successful specific experience of having
successfully or substantially completed, during last 20 years, all of the following works:
A. CIVIL WORKS
(i) a) Concrete Dam with gated Spillway
At least one concrete dam of height not less than 40 m AND

(iii) Tunnelling
Completion of tunnel excavation and lining of at least one tunnel of minimum finished diameter
of 5.5 m and length not less than 1000 m. For this purpose, experience of tunnelling of Highway
tunnel/ Railway tunnel/Metro tunnel shall also be considered.
Provided that the start and completion date for the above specific construction experience
should fall within the preceding twenty (20) years reckoned from the last day of the month
previous to the one in which Tender is invited.
3.2 HYDRO MECHANICAL WORKS:
(i) General Experience
The bidder solely or through a Joint Venture Partner or through the sub -contractor shall be
required to have an experience as prime contractor or as partner in a JV or as a Sub-contractor
approved by the employer of executing a gross quantity of at least 5000 M T of Hydro-
mechanical components of work in water resources/hydro-power projects. For contracts
under which the applicant participated as a joint venture member or sub-contractor, only the
applicant’s share, by value, shall be considered to meet this requirement.
(ii) Specific Experience
The bidder solely or through a Joint Venture Partner or through the sub -contractor shall be
required to have a specific experience in designing, manufacturing, installation, testing &
commissioning of the following Hydro Mechanical items having ratings as below in
preceding 20 years.
(i) Radial Gate (Submerged/ Crest):
Designing, Manufacturing, installation, testing & commissioning of Radial Gate
operated by hydraulic hoist or rope drum hoist with AxH = 2664 m 3 or more
(ii) Vertical lift gate
Designing, Manufacturing, installation , testing and commissioning of Fixed Wheel
type Vertical Lift Gate operated by hydraulic hoist or rope drum hoist with AXH= 576
m 3 or more
(iii) Trash Rack Cleaning Machine (TRCM)
Experience of Designing, manufacturing, supply, installation, testing &
commissioning of Trash Rack Cleaning Machine (TRCM) with following technical
features:
(i) Trash handling capacity 1000 kg,
(ii) Rack bucket width 1.5 m
(iii) Integrated Hydraulic Grappler/Gripper with lifting capacity 500kg &
outreach /depth 6m
Provided that
a. The start and completion date for specific construction experience should fall within
the preceding twenty (20) years reckoned from the last day of the month previous to

the one in which Tender is invited. In case of ongoing projects, the value of
completed work done shall be considered.
b. For the purpose of this qualification, the work done outside of India by companies
of Indian origin, either as Sole Contractor or Lead Partner of the Joint Venture can
be considered, provided that, the bidder furnishes a certificate issued by the client,
giving the physical and financial details of the work done. Such certificate needs to
be necessarily authenticated by Indian Embassy/Mission in the country where such
work has been claimed to be done. Acceptance of this cer tificate, however, will be
a sole discretion of KBLPA.
3.3 ELECTRO MECHANICAL WORKS: Deleted without change in Sl No.
3.4 DESIGN AND ENGINEERING WORKS:
I. Design and Engineering works
The bidder solely, through a Joint Venture Partner or through the sub-contractor shall be
required to have an experience in:
i) Design and Engineering of at least one completed concrete dam of height not less than
40 m and an earth fill/ rockfill/composite dam of height not less than 35 m in preceding
20 years
ii) Design and Engineering of at least one tunnel of more than 5.50 m diameter.
Note
For the purpose of this qualification, the work done outside of India by companies of Indian
origin, either as Sole Contractor or Lead Partner of the Joint Venture can be considered,
provided that, the bidder furnishes a certificate issued by the client, giving the physical and
financial details of the work done. Such certificate needs to be necessarily authenticated by
Indian Embassy/Mission in the country where such work has been claimed to be done.
Acceptance of this certificate, however, will b e a sole discretion of KBLPA.
3.5 FINANCIAL CAPACITY
i) Turnover: Minimum average annual construction turnover of the sole bidder or the Joint
Venture as specified in Article 3.1 (C) in the preceding 3 years shall be INR 1,500 crore. For
arriving at the turnover of the years prior to 2021-22 , the same shall be brought to current
costing level by enhancing the actual value of work at simple rate of 7% per annum, calculated
as below:

While calculating the average turnover for the last three years , the bidder can exercise an
option of excluding the year 2020-21 as pandemic year and include either (a) the year 2018-
19 with the weightage of (1.28) or (b) the year 2022-2023 (with the weightage of 1.0, provided
Audited Balance sheet or CA Certificate based on Audited Balance Sh eet is available). This
option permits only the year 2020-2021 to be excluded and the continuous three years period
with the exclusion of 2020-21 will be considered.

Net worth: Net worth (paid up share capital + reserves & surplus) of the bidder (and each
partner of JV in case of JV) of last 3 financial years should be positive and Net Worth of the
bidder or JV of last Financial Year should not be less than 450 crore. While calculating the
Net Worth for the last three years , the bidder can exercise an option of excluding the year
2020-21 as pandemic year and include either the year 2018 -19 with the weightage of (1.28) or
the year 2022-2023 (with the weightage of 1.0, if Audited Balance sheet or CA Certificate
based on Audited Balance Sheet is available). This option permits only the year 2020 -2021 to
be excluded and the continuous three years period with the exclusion of 2020 -21 will be
considered.
ii) Working capital: The working capital of the bidder/JV (current assets minus current
liabilities) shall be at least INR 200 crore.
For this purpose current assets and current liabilities will be considered as classified in the
audited balance sheet for the year immediately preceding the last date of submission of Bids.
If the Working Capital calculated from the audited Balance Sheets is negative then such
working capital shall be treated as zero. In case there is a shortfall in the Working Capital as
per this, the unutilized Cash Credit Limits sanctioned to the Bidder by the Banks/Financial
Institutions of international repute shall be considered to meet the shortfall.
The statement displaying Cash Credit limits should not be more than three months old as on
the last date for submission of bids.
Note:
1. For this purpose, a certificate from a Chartered Accountant should be submitted. It is
clarified that the certificates shall be subject to verification at the discretion of the
department. Only Audited Balance Sheet or CA certificate based on Audited Balance
Sheet shall be considered. Provisional balance sheet will not be considered.
2. The above financial criteria during the current financial year may be considered subject to
the condition that Audited Balance Sheet or CA certificate based on Audited Balance
Sheet shall only be considered and number of financial years under consideration shall not
be more than 3 continuous financial years.
3. Other income shall not be considered for arriving at Annual Turnover.
4. The Bidder's financial evaluation vis-a-vis the requirement as stipulated above shall be
done on the basis of duly printed (offset) Annual Report for the immediately preceding
3(( three) years submitted by the Bidder along with the Bid. Further, standalone audited
Annual Financial Statement of Bidder shall be forming part of the Annual Report.
5. In case, if Bidder has not submitted the above Annual Report along with Bid, then a
certificate from CEO/CFO of the Bidder shall be submitted along with Bid mentioning
that the requirement of Annual Report as per governing law of country is not mandatory.
In such cases duly notarized copies of Audited Printed Annual Financial Statement
(Balance Sheet, Profit &Loss Statement, cash flow statement, Auditor 's Report thereon
including all relevant Schedules/ annexures etc.) for the immediately preceding 3( three)
years be submitted by the Bidder along with the Bid.
6. In case where Audited financial results for the immediately preceding year are not
available, then a statement of account as on the closing date of the immediately preceding

financial year depicting the Turnover, Working Capital & Net Worth (calculated as per
laid down criteria) duly certified by their Statutory Auditor/ Certified Public Accountant
carrying out the statutory audit shall be enclosed with the Bid along with copy of
appointment letter of the statutory auditor.
7. Wherever, the Annual Report/ duly notarized copies of Audited Printed Annual Financial
Statement are in language other than English, then copy duly translated & printed into
English language and certified by approved / recognized English translator shall be
submitted with the Bid.
8. The Turnover during the financial Year (2022-23) may be considered subject to the
condition that Audited Balance sheet or CA Certificate based on Audited Balance Sheet
shall only be considered and number of Financial years under consideration shall not be
more than 3 continuous financial year. Weightage will be adjusted accordingly.
3.6 BID CAPACITY:
The available Bid Capacity of the bidder (Sole bidder or JV as specified in Article 4.1 C (vi)
below) at the time of submission of Price Bid, calculated as under should not be less than the
5000 crores:
Available Bid Capacity = 2.0 x A x N - B,
Where;
A = Maximum value of works executed in any one year during last 3 years. (7%weight age
per year shall be given to bring the value of work executed to the price level of year under
consideration
N = Number of years prescribed for completion of the subject Contract Package i.e. N=6

B = Value of existing commitments (as on bid submission date) and ongoing works to be
completed in the next ‘6’ years.”
4. The value adopted for “A” and “B” above should be necessarily certified by the statutory
auditor.
For the purpose of this qualification, the work done outside of India by companies of Indian origin,
either as Sole Contractor or Lead Partner of the Joint Venture can be considered, provided that, the
bidder furnishes a certificate issued by the client, giving the physical and financial details of the work
done. Such certificate needs to be necessarily authenticated by Indian Embassy/Mission in the
country where such work has been claimed to be done. Acceptance of this certificate, however, will
be a sole discretion of KBLPA.
The cost of executed works carried out outside India in (B) above shall be converted into INR
equivalent. For this purpose, the cost of executed works carried out outside India shall be converted
into INR equivalent at the rate of exchange of the foreign currency to Indian Rupees. (SBI TT Selling
Rate applicable on the date of opening of Price Bid) will be applied.
4.0 NATURE OF BIDDER:
The bidders are allowed in the following categories:
A. Sole Bidders
B. Sole bidders with sub-contractors

C. Joint Venture
D. Joint Venture with sub-contractors
Qualification of the Bidders in each category shall be subject to meeting the following
requirements:
A. SOLE BIDDER
The Sole bidder to fully meet the following criteria all by itself:
• Criteria specified for Civil Works as in 3.1 above
• Criteria specified for Hydro-mechanical works as in 3.2 above
• Criteria specified for PDE works as 3.4 above
• Financial Capacity as specified in 3.5 above
• Bid Capacity as specified in 3.6 Above
B. SOLE BIDDER WITH SUB CONTRACTOR
The Sole bidder to necessarily fully meet the following criteria all by itself:
• Criteria specified in 3.1 above
• Financial Capacity as specified in 3.5 above
• Bid Capacity as specified in 3.6 Above
The bidder can associate one or more Sub-contractor(s), as and when required with the approval
of KBLPA, for specified activities like Hydro-mechanical works, TRCM and Planning, Design
and Engineering, in which he does not have the relevant experience. The criteria to be met by
such Bidders/subcontractors shall be as specified in Article 3.2 (i) and (ii) in case of
hydromechanical works , Article 3.2 (iii) for TRCM and Article 3.4 in case of PDE works.
Provided that
a) The Bidder and his sub-contractor(s) / manufacturer(s) should submit separate
undertakings that the Bidder /sub-contractors/ manufacturers shall be responsible for
execution of that item of work for which they claim to have specific c onstruction
experience.
b) The Bidder and his proposed sub-contractor(s)/ manufacturer(s) should collectively
satisfy as a whole all the specified experience requirements.
c) Sub-contractor/Manufacturer shall submit Performance Bank Guarantee equivalent to
1% of value of work sublet, in addition to the Performance Bank Guarantee for whole
contract submitted by the Bidder on award of Work.
d) The successful bidder shall not be allowed to sub contract works to any contractor from
a country which shares a land border with India (except to which the Government of India
has extended line of credit or in which the Government of India is engaged in
development projects as mentioned in Order Public Procurement No. 2 dt. 23.07.2020 or
its subsequent revisions/amendments) unless such contractor is registered with the
Competent Authority, i.e. Registration Committee constituted by DPIIT. (See Article 26
of this document)

during the currency of the contract. This should not be varied/modified subsequently
without prior approval of the employer;
(x) The joint venture agreement should be registered, so as to be legally valid and binding on
all partners; and
(xi) A copy of the Joint Venture Agreement entered into by the partners shall be submitted
with the bid.
D. JOINT VENTURE WITH SUB CONTRACTORS
Joint Venture / Consortium bidders in this category shall comply with the following
minimum qualifying requirements:
One of the Partners shall be designated as Lead Partner. There is no limitation on the number
of the partners in the Consortium/ Joint Venture, however each partner shall meet at least
one specific experience criteria and minimum share of lead partner should not be less than
51%. The authorization to the lead partner shall be evidenced by submitting a power of
attorney signed by legally authorized signatories of all the partners. The download and
submission shall be made in the name of JV/Lead Partner.
(i) The Lead Partner to fully and necessarily meet the following:
• Average annual turnover not less than 51% of the criteria specified under financial
capacity ,
• Working Capital criteria
• General construction experience criteria specified for the tender.
• Specific Experience Criteria for the Dam (3.1.2 (i)A) or (3.1.2 (i)B)
(ii) The other partner(s) to individually meet the following requirements:
• Average annual turnover not less than 20% of the criteria specified under financial
capacity ,
• Part of Specific Experience Criteria under 3.1.2 no t met by the Leader of the JV/
Consortium
The conditions stipulated in C(iv) to C(xi) above will apply to the Joint venture in this category.
The Joint Venture can associate one or more Sub-contractor(s), as and when required with the
approval of KBLPA, for specified activities like Hydro-mechanical works, TRCM and Planning,
Design and Engineering, in which he does not have the relevant experience. The criteria to be
met by such Bidders/subcontractors shall be as specified in Article 3.2 (i) and (ii) in case of
hydromechanical works , Article 3.2 (iii) for TRCM and Article 3.4 in case of PDE works.
Provided that
a) The Bidder and his sub-contractor(s) / manufacturer(s) should submit separate
undertakings that the Bidder /sub-contractors/ manufacturers shall be responsible for
execution of that item of work for which they claim to have specific construction
experience.
b) The Bidder and his proposed sub-contractor(s)/ manufacturer(s) should collectively
satisfy as a whole all the specified experience requirements.

Note:
(i) The evaluation of a Bidder's specific construction experience for a work executed on JV
basis shall be based on his role and scope of work in such joint ventures. To establish his
role and scope of work in such Joint Venture contracts, the Bidder shall provide
‘documentary evidence’ to the extent of experience claimed by him. In case the quantum
of work experience certificate does not match with the scope of work as defined in the
JV/consortium agreement, their experience credentials shall be considered as per the
experience certificate issued by the employer / client.
(ii) In case scope of work of individual partners is not clearly defined in the JV/consortium
agreement then credential of bidder being partner in a JV/consortium shall be decided in
the following manner: -
a) Where specific experience certificate in respect of in dividual JV partners is available, the
same shall be considered to the extent of work executed by such JV partner.
b) Where specific experience certificate is not available , or experience certificate is issued
in the name of JV / consortium , the evaluation shall be done in the following manner:-
i. In case the participation / profit sharing percentage of bidder as per JV agreement is
at least 35%, full credit of the work executed by the JV/consortium shall be given to
such bidder.
ii. In case the participation / profit sharing percentage of bidder in JV agreement is less
than 35%, no credit of work executed under such JV shall be given to such bidder.
iii. Notwithstanding (i) and (ii) above, in case of availability of specific experience
certificate, (a) above shall apply.
In case both participation share and profit sharing ratio ar e available in the JV Agreement,
participation share shall prevail.
(iii) For the portion of work executed through a sub -contractor, full experience for that
portion of work can be claimed by the Contractor as well as sub-contractor for fulfilling
criteria for evaluation of bidder’s specific experience provided the experience certificate
of sub contractor is certified by the KBLPA of the project
However, for fulfillment of financial Criteria, financial evaluation vis a vis the requirement as
stipulated under 3.5 shall be done on the basis of consolidated printed Annual Report for the
immediately preceding 3 (three) years of the Parent Company/Apex Parent Company submitted
by the Bidder along with the Bid.
5.0 TIME FOR COMPLETION
The successful bidder shall complete the entire work within the time specified at Sl no. vii) of the
above table containing brief details of the tender, to be reckoned from the date of issue of Order
to Commence.
6.0 BID SECURITY
Tenders must be accompanied by the Bid Security of the amount specified for the work in the
table containing brief details of the tender at Sl. No. (v).

iii) Bidders are advised to register their valid email address and mobile numbers as part of the
registration process. These would be used for any communication from the CPP Portal.
iv) Upon enrolment, the bidders will be required to register their valid Digital Signature
Certificate (Class II or Class III Certificates with signing key usage) issued by any
Certifying Authority recognized by CCA India (e.g. Sify / nCode / eMudhra etc.), with their
profile.
v) Only one valid DSC should be registered by a bidder. Please note that the bidders are
responsible to ensure that they do not lend their DSC’s to others which may lead to misuse.
vi) Bidder then logs in to the site through the secured log-in by entering their user ID / password
and the password of the DSC / e-Token.
13.2 Searching for Tender documents:
a) There are various search options built in the CPP Portal, to facilitate bidders to search active
tenders by several parameters. These parameters could include Tender ID, Organization
Name, Location, Date, Value, etc. There is also an option of advanced search for tenders,
wherein the bidders may combine a number of search parameters such as Organization
Name, Form of Contract, Location, Date, Other keywords etc. to search for a tender
published on the CPP Portal.
b) Once the bidders have selected the tenders they are interested in, they may download the
required documents / tender schedules. These tenders can be moved to the respective ‘My
Tenders’ folder. This would enable the CPP Portal to intimate the bidders through SMS / e -
mail in case there is any corrigendum issued to the tender document.
c) The bidder should make a note of the unique Tender ID assigned to each tender, in case they
want to obtain any clarification / help from the Helpdesk.
13.3 Preparation of Bids:
a) Bidder should take into account any corrigendum published on the tender document before
submitting their bids.
b) Please go through the tender advertisement and the tender document carefully to understand
the documents required to be submitted as part of the bid. Please note the number of covers
in which the bid documents have to be submitted, the number of documents - including the
names and content of each of the document that need to be submitted. Any deviations from
these may lead to rejection of the bid.
c) Bidder, in advance, should get ready the bid documents to be submitted as indicated in the
tender document / schedule and generally, they can be in PDF / XLS / RAR / DWF/JPG
formats. Bid documents may be scanned with 100 dpi with black and white option which
helps in reducing size of the scanned document.
d) To avoid the time and effort required in uploading the same set of standard documents which
are required to be submitted as a part of every bid, a provision of uploading such standard
documents (e.g. PAN card copy, annual reports, auditor certificates etc.) has been provided
to the bidders. Bidders can use "My Space” or "Other Important Documents’’ area available
to them to upload such documents. These documents may be directly submitted from the

"My Space” area while submitting a bid, and need not be uploaded again and again. This
will lead to a reduction in the time required for bid submissio n process.
13.4 Submission of Bids:
(i) Bidder should log into the site well in advance for bid submission so that they can upload
the bid in time i.e. on or before the bid submission time. Bidder will be responsible for any
delay due to other issues.
(ii) The bidder has to digitally sign and upload the required bid documents one by one as
indicated in the tender document.
(iii) Bidder has to select the payment option as "offline” to pay the tender fee / EMD as
applicable and enter details of the instrument.
(iv) Bidder should prepare the EMD as per the instructions specified in the tender document.
The original should be posted/couriered/given in person to the concerned official, latest by
the last date of bid submission or as specified in the tender documents. The details of the
DD/any other accepted instrument, physically sent, should tally with the details available
in the scanned copy and the data entered during bid submission time. Otherwise the
uploaded bid will be rejected.
(v) Bidders are requested to note that they should necessarily submit their Price bids in the
format provided and no other format is acceptable. If the price bid has been given as a
standard BOQ format with the tender document, then the same is to be downloaded and to
be filled by all the bidders. Bidders are required to download the BOQ file, open it and
complete the light blue coloured (unprotected) cells with their respective financial quotes
and other details (such as name of the bidder). No other cells should be changed. Once the
details have been completed, the bidder should save it and submit it online, without
changing the filename. If the BOQ file is found to be modified by the bidder, the bid will
be rejected.
(vi) The server time (which is displayed on the bidders’ dashboard) will be considered as the
standard time for referencing the deadlines for submission of the bids by the bidders,
opening of bids etc. The bidders should follow this time during bid submission.
(vii) All the documents being submitted by the bidders would be encrypted using PKI
encryption techniques to ensure the secrecy of the data. The data entered cannot be viewed
by unauthorized persons until the time of bid opening. The confidentiality of the bids is
maintained using the secured Socket Layer 128 bit encryption technology. Data storage
encryption of sensitive fields is done. Any bid document that is uploaded to the server is
subjected to symmetric encryption using a system generated symmetric key. Further this
key is subjected to asymmetric encryption using buyers/bid opener’s public keys. Overall,
the uploaded tender documents become readable only after the tender opening by the
authorized bid openers. viii) The uploaded tender documents become readable only after

(viii) Upon the successful and timely submission of bids (ie after Clicking "Freeze Bid
Submission” in the portal), the portal will give a successful bid submission message & a
bid summary will be displayed with the bid no. and the date & time of submission of the
bid with all other relevant details.
(ix) The bid summary has to be printed and kept as an acknowledgement of the submission of
the bid. This acknowledgement may be used as an entry pass for any bid opening meetings.
