1. PROJECT DESCRIPTION
The overall NFPS Project objective is to sustain the QatarGas North Field production
plateau via an integrated investment in surface facilities expansion (Drilling/Production
Platforms, Riser Platforms, Pipeline Looping, and associated Brownfield modifications).
Additional drill wells are anticipated to be required by the early 2020’s, followed shortly
thereafter by export pipeline (or “trunk line”) looping. Compression facilities additions are
expected further in the future and are not part of this project scope.
The integrated FEED for these project elements is intended to capture the efficiencies and
synergies of concurrently designing like and similar project elements that will be executed
in a coordinated EPC phase. The FEED end products must be of sufficient quality,
completeness and detail to support competitive lump sum tendering for EPC execution
with minimal contract change order risk.
Safe execution and high-quality work products are base expectations. Beyond that, the
FEED must support a schedule driven project that achieves the shareholders’ production
need dates. Secondarily, the project must be implemented in a manner that minimizes
project adverse impacts on existing production operations. Lastly, the project should be
executed in as capital efficient manner as possible while not compromising schedule.
The FACILITIES shall be designed with a view to ensure that they are fit for their intended
purpose as described in the CONTRACT documents, and shall be safe, reliable,
maintainable, accessible, operable and efficient throughout their required life.
The project scope is comprised of five broad elements as summarized below and
described in more detail in Clause 2.0 of Section 3.0 of CONTRACT.

2. PURPOSE OF DOCUMENT
This Specification covers the requirements for all marine transportation of the NFPS project. The term
“CONTRACTOR” shall mean the Marine Operations and/or Transportation Contractor, and the term
“COMPANY” shall mean QATARGAS.
This specification including referenced specifications and defined National and International Standards
comprise COMPANY’s requirements for CONTRACTOR.
CONTRACTOR’s documents and procedures shall base on the above and shall provide a well-defined
process to plan and execute a safe, efficient, timely, and cost-managed marine transportation
operation.
This Section lists Practices and Standards that are generically referenced and assumed to be a part of
this document. Unless otherwise specified herein, the latest edition shall be used and referenced.
Where references conflict as to requirements, the most stringent shall govern. CONTRACTOR shall,
where there are discrepancies or inadequacies in the practices or standards, immediately notify
COMPANY for resolution. COMPANY approval does not relieve CONTRACTOR of its responsibility to
execute the Scope of Work in accordance with this specification and the references stated herein.

4. MANAGEMENT ORGANIZATION
CONTRACTOR shall provide the COMPANY with a marine transportation/support vessels operations
organization chart at least two months prior to the mobilization of any vessels, with defined roles and
responsibilities for each person and the CVs of key personnel.
CONTRACTOR shall provide plans and schedule for coordination of all activities, development of
transportation plans and procedures, vessels inspections and process for communication of information
within CONTRACTOR’s organization to COMPANY for approval. CONTRACTOR shall ensure that the
estimated time for each task in the schedule should be based on reasonable conservative assessment
of experience with same or similar task within defined and recognised safety level.
CONTRACTOR shall provide COMPANY with engineering, analyses, plans, and procedures related to
marine transportation scope and other documentation defined in Sections 6 and 7 of this specification.
All of these items shall be listed in the CONTRACTOR’s Master Document Register.

Document review and approval process e.g. review cycles shall follow agreed durations defined in the
Contract.
Any documentation, which is required for Readiness Review of a voyage or a Risk Assessment Plan
meeting to be conducted, shall be issued by CONTRACTOR in advance for COMPANY review and
approval prior to the meeting being held.
Any delay in issuance of the relevant documentation by CONTRACTOR for the work would have
negative impacts on the readiness of the transportation.
Detailed list and schedule for acquisition of all regulatory and/or permit approvals required by the
operation or vessel Flag State and in any Port State where the operation takes place. This requirement
is defined in the Contract. Contractor to confirm experience with working with in-field permitting e.g.
Permit to work. CONTRACTOR to provide information on past safety and health performance over last
five (5) years. CONTRACTOR to provide CV of key crew personnel detailing years of experience and in
what capacity.
For general requirements of marine vessels and personnel certification requirements, CONTRACTOR
shall refer to Doc. No. 200-20-MO-SPC-0001—General Requirements for Marine Operations.
• Identify the specific vessels and equipment used in the transportation and a full list of
particulars with drawings.
• Define how the proposed vessels meet the transportation specific requirements including, but
not limited to the requirements in Sections 5.1 through 5.7 below.
5.1 HULL
All proposed barges and vessels shall meet the following requirements for COMPANY approval:
• Deck GA and loading capacity. Minimum deck loading capacity shall be greater than or equal to
10 mT/m2.
• Deck shall be clear of obstructions on the moving paths of loadout equipment i.e., SPMT.
• Navigation lights shall be functional, and battery is fully charged prior to starting of voyages.
Tow diamond shall be clearly spotted from a distance.

• Draft marks are clearly seen at bow, stern and mid ship. Load-line marks (Plimsoll line) are
present at designated area on both port and starboard sides.
• Tank numbers are clearly marked, and manhole covers are watertight.
All requirements above shall be documented in barge/vessel specifications and GA and mid-ship
drawings, and those shall be issued to COMPANY for approval. COMPANY representative(s) and
MWS will conduct the suitability survey for each barge and vessel. Any findings resulting from the
survey shall be rectified by CONTRACTOR before mobilization.

• Mooring equipment such as bollards and Panama chocks shall be in good condition and have
sufficient quantity and capacity on port, starboard, bow and stern sides for mooring to a jetty or
alongside other vessels for offloading of cargoes.
• Specific data on towing points, towing gear and emergency towing equipment with
type, location, strength, and method of use/deployment.
• Maintenance procedures, inspection plans, and results; use log and retirement criteria
for all towing equipment.
• Towing bridles (applicable for cargo barges) shall be in good condition and have valid
certificates.

type, location, and capacity and if IMO approved type is required.
• Maintenance procedures, inspection plans and log books to be kept onboard for towing
equipment.

• Towing shackle(s), soft ropes, line catchers, chaser hook, etc. onboard.

• Number, type, size, and strength of wire rope, synthetic towing equipment, and all
related towing gear.
The following test reports and certifications shall be provided to COMPANY by CONTRACTOR:
• Copies of test reports and certifications for vessels and equipment including but not limited to
primary and emergency towing equipment, safety equipment, backup systems, DP systems,
and all project-specific equipment.
• Class and Flag State documentation for compliance with classification, certification, Flag State,
Port State, and IMO requirements.
6.1.1 GENERAL
CONTRACTOR shall conduct analysis of the marine transportation operations in accordance with
project requirement and other relevant codes and standards listed in section 3 of this document. The
report of the analysis shall be submitted for COMPANY review and approval not less than 90 days prior
to the mobilization of any vessel, and then made part of the Transportation Plans and Procedures
described in Section 7 of this document. CONTRACTOR analysis shall include, at a minimum, the
following:
• Ports of Use and Ports/Places of Refuge: verify the water depth and minimum under keel
clearance for all vessels and assist vessels at the departure port, arrival port, area/route of
operations and in-transit ports including any ports/places of refuge. Identify all physical and/or
environmental limiting criteria for the entire route/area of operations, departure and arrival
ports, and ports/places of refuge to include bridges, water depth, underwater obstructions,
overhead power lines, locks, wind speed, visibility, anchorages, and safe berths.
• Assist/Emergency Response Vessels: identify the type, location, and use of any assist vessels
(tugs/passenger transfer). Identify and provide particulars for all ports/places of refuge for
emergency response and/or salvage and including specific local subcontractors and their
vessels capable of providing assistance or emergency response to the transport or support
vessel(s).
• Port Requirements: define the customs, immigration, security, port, and pilot requirements for
entering and clearing the departure port, arrival port, ports/places of refuge, and any canals.
• Canal Transit: define requirements and procedures for any canal transits if applicable.

• Vessel Mooring/Anchoring: provide vessel mooring analysis and plans for the departure and
arrival ports and the offshore project site (other vessels, platforms, facilities, or structures).
CONTRACTOR shall perform stability calculations and drawings showing the cargo barge layouts,
ballast condition, buoyancy arrangement and mass properties. All these documents shall be submitted
to COMPANY for approval.
All barges shall satisfy the intact and damaged stability requirements given in:
• IMO Regulations.
• Stability curves for the barge undamaged, damaged and with lateral wind.
• Charts that show the period of motion for rolling, heaving and pitching.
• The offloading of cargo barges and the launching of jackets needs to be detailed in separate
installation procedures.
• Further procedures and/or calculations can be requested by the COMPANY depending upon
the specified transportation requirement.
COMPANY shall return to CONTRACTOR an approved or marked-up copy of the drawings and the
procedures whereupon CONTRACTOR shall revise the drawings as applicable, and re-issue to
COMPANY the final copies, approved drawings procedures and calculations no later than three weeks
before the planned loadout.

6.2.1 DESIGN
CONTRACTOR shall develop and submit for COMPANY review and approval the grillage and
seafastening design based on cargo design basis, cargo acceleration limits, structural capacity of the
cargo vessel/barge, ballasting and motion analysis of the specific cargo vessels for the route, and time
of year using COMPANY provided metocean criteria.
Grillage and seafastening structural members shall be designed and evaluated as primary members.
Due consideration shall be taken regarding the eccentricities of the seafastening braces with respect to
the primary nodes, and to the actual chord wall thickness where the braces are incoming.
The MWS shall approve the loads used for transportation and seafastening design. For transportation
of 14 days or longer, the effects of fatigue on the seafastening and components liable to suffer fatigue
damages shall be considered.
Grillage and seafastening shall be located at "hard points" on the cargo and framed vessel/barge deck
areas (frames, bulkheads and side shells).
Code check for grillage and seafastening design shall be based on AISC ASD 9th Edition. 1/3 stress
increase is not permitted for any grillage and seafastening member. Structural strength check for
cargoes under transportation condition is excluded from this document.
Grillage and seafastening shall be subject to testing to include material and fabrication (mill test results,
non-destructive testing) as defined by the COMPANY and its MWS and this is required with
documentation for final approval and issuance of a Sail-away Certificate.
The fabrication and welding of seafastening and barge grillage shall be in accordance with the
specification. Unless noted otherwise on approved drawings, all welds shall be full penetration. Full
strength fillet welds shall be allowed when a full penetration weld would be impracticable. Furthermore,
all welds shall be continuous. Intermittent welds shall not be used.
Approval of grillage and seafastening shall be subject to COMPANY and its MWS inspection to verify
that the seafastening has been installed. Right after the loadout, initial seafastening e.g. 1/3
seafastening volume shall be installed and inspected prior to turning the vessel/barge from loadout
configuration to berthing position. Final seafastening shall only be done as long as the vessel/barge
draft is as close as practical to the transportation condition.
Seafastening design shall consider the method of cutting loose fastening to ensure that removal of lifted
objects from vessel/barge at installation site will not be subject to excessive delay caused by such

removal. Seafastening members shall be cut between 25mm to 50mm from permanent structural
members to ensure that no damage is done to the permanent structural members themselves and
residual stubs shall be ground smooth after the structure has been installed. Offshore cut-lines, grinding
and non-destructive inspection requirements shall be defined on the detailed seafastening drawings
and the locations of cuttings shall be marked. Safety shall be an integral part of the planned procedure
for seafastening removal.
CONTRACTOR shall, at COMPANY’s request, conduct real time simulations or model tests of
transportation operations necessary to adequately define necessary requirements for a safe control and
manoeuvre of vessels.
Furthermore, simulations or model tests shall be operational-based and specifically using the proposed
vessels, locations, and environmental criteria to reflect the actual conditions of vessel movement.
In case of transit through channels where the ratio of channel width to vessel beam, under keel
clearance, or route geometry is limiting with respect to the vessel length and maneuverability, care shall
be taken to assess related risks involved in order to define the maximum speed of transit, a number of
assist tugs required and maximum allowable transit duration to prevent vessel grounding when low tide
happens.
For extreme, emergency conditions, the simulation shall include extreme metocean conditions including
squalls and currents, including simulations with failures of tugs and/or towing equipment.
COMPANY may request CONTRACTOR to perform simulations or model test that include but are not
limited to the following:
1. Marine vessel transits of canals, ports, or rivers where the safety of operations with respect to
any of the following pose a risk to the vessels or operations:

2. Maneuvering out of basins or ports: the operations where the size, tonnage, unique features, or
capabilities of the vessels involved requires studies of this type to ensure control under the
defined limiting conditions and for the duration of the marine operations.
3. Offshore Delivery of Cargo: cargo ship or offshore supply vessel capabilities, including dynamic
positioning necessary for the offshore delivery of cargo.
1. Water and air drafts for all vessels and assist vessels at departure port, en-route, arrival port,
and in-transit ports including any ports of refuge.
2. Identify any physical or environmental limiting criteria for departure and arrival ports and ports
of refuge such as bridges, water depth, overhead power lines, locks, wind speed, visibility, etc.
3. Provide nautical charts with specific route, ports of refuge, and distances to each.
8. Towing Vessels: calculation of bollard pull capability. Nominated towing vessels shall meet the
bollard pull requirements as calculated using metocean criteria for the specific route, time of
year and with the specific barge and cargo.
1. Vessels shall have capability to perform under the extreme metocean conditions for the specific
route and time of year using COMPANY metocean data and other requirements in the scope of
work between COMPANY and CONTRACTOR.
2. As the vessels are selected with satisfactory conditions of vessel operational requirements
based on the agreed metocean conditions, the vessel motions, limiting conditions and/or
decreased performance, and other factors that affect the workability of the vessels, shall be
defined by CONTRACTOR for COMPANY and its MWS approval.
3. The metocean criteria shall be clearly defined for each category e.g. transit condition and
bollard pull calculation condition.

• CONTRACTOR shall develop Vessel Emergency Response Plan and use of bridging
documents of other vessels or parties involved in the operation.
• CONTRACTOR shall develop the HSE procedure indicating the Incident reporting and
near-miss process applicable for the operation. The procedure shall also include the
operational safety plan and management.
• Use of personal protective equipment requirements for the scope of work and area of operation.
• Job safety analysis plan including pre-departure and pre-arrival safety meetings, checklists,
and job safety analysis plan.
• Orientation and Training of Personnel on project and vessel specific operations, risks and
procedures.
CONTRACTOR shall nominate experienced and qualified weather forecasting specialists for to be used
for this project. The successful weather forecast specialist, upon approval of COMPANY, shall be
capable of supplying the following services:
CONTRACTOR shall develop a detailed plan for mobilization and demobilization of vessels. The plan
shall be submitted for COMPANY review and approval no later than 90 days prior to the mobilization of
the subject vessels and barges and include the location(s) and schedule(s) for each vessel and provide
for tracking the position and other key mobilization/demobilization data.
• Vessel daily fuel and lube oil consumption for working and standby mode.

• List vessels that will require refuelling/lube supply, estimated fuel/lube amounts, refuelling/lube
locations, and vessels involved.
• Define pollution prevention procedures/equipment and response plan for refuelling operations.
2. Personnel
Define requirements for and frequency of crew/personnel changes for all vessels including the total
number of personnel for each vessel.
Define locations for personnel changes, number, and particulars of vessels involved and ensure that
this information complies with the Personnel Transfer requirements of 200-20-MO-SPC-0001.
3. Vessel Supply
CONTRACTOR shall provide a detailed plan for resupply of all transportation and support vessels. This
plan shall be submitted to the COMPANY for review and approval no later than 90 days prior to the
mobilization of the subject vessels and define the types and frequency of resupply, items to be delivered
(catering, spares, critical spares, renewals, etc.), particulars of vessels involved, locations used, and
procedures necessary to move/handle supplies between shoreside locations and vessels and between
vessels offshore.
CONTRACTOR shall develop for COMPANY review and approval no later than 90 days prior to the
mobilization of the subject vessels contingency plans and procedures for a minimum of each of the
following (as applicable to the type of vessel and operations) and be inclusive of the IMO International
Convention on Maritime Search and Rescue.

CONTRACTOR shall provide COMPANY with the following test reports and certifications of proposed
vessels and barges for approval prior to any mobilization.
This can also facilitate the survey/inspection of any vessel or barge. Details of the test reports and
certifications requirements are as follows:
• Class Certification: provide the vessel Class and Statutory Certification and that the Class
Notation is inclusive of the vessel being used for towing operations. Provide the Class Bollard
Pull certificate conducted within the last five years, Class-approved Stability Booklet, and Class
certificate for tow vessels.
• Towing Gear: provide Class or other Third-Party certificates for all primary and secondary
towing gear (or pushing gear for river operations) to include shackles, tri-plates, and chains, tow
brackets, etc.
• Towing Equipment: provide Class certificates for stern rollers, tow pins, karm forks/shark jaws,
and gob lines.
• Towing Winch: provide Class or Third-Party tow winch test reports including brake test report
and certification of quick release.
• Towing Wires: provide tow, pennant and all other wire maintenance procedures, inspection
procedures, wire use log, and wire retirement criteria. Provide wire testing protocol and test
results from a Class, competent Third-Party inspector, or a Marine Warranty Surveyor.
• Class Certificates: provide Class certificates and Notation and endorsed Stability Booklet for
barges.
• Towing Equipment and Gear: provide Class or other Third-Party certificates for all primary and
emergency tow gear to include tow gear recovery winch, shackles, tri-plates, chains, tow
brackets, chocks, and floating lines.
• Towing Wires: provide Class or Third-Party certificates for all primary and emergency tow and
pennant wires. Provide wire maintenance procedures, inspection procedures, wire use log, and
wire retirement criteria. Provide wire testing protocol and test results from a Class, competent
Third-Party inspector, or a Marine Warranty Surveyor.

• Mooring Bollards and Chocks: provide Class certified safe working load (SWL) for all bollards
and chocks.
• Mooring Lines: provide the specifications, safe working load, and Class or Third-Party
certificates for all mooring lines.
• Class Certification: provide the vessel Class and Statutory certifications and the endorsed
Stability Booklet.
• Cargo Load Capacity: provide the certified deck and under deck load capacities.
• Cargo Cranes (Geared Cargo Ships): provide crane certification and Class test reports.
• Cargo Lashing/Sea Fastening Equipment: provide Class or Third-Party certificates for all
equipment used in cargo lashing or sea fastening.
• Class Certification: provide the vessel Class and Statutory certifications and the endorsed
Stability Booklet.
• Operating Limitations: provide Class and/or Flag State certificates of operating limits, e.g.
distance to offshore site, operating sea states, or distance to port of refuge.
• Main Engines and Propellers: all towing and towing assist vessels are required to have a
minimum of two separate main engines and two separate main propellers. Propellers can be
azimuthing, fixed, or cycloidal.
• Steering Systems: all towing and towing assist vessels are required to have redundant steering
systems.
• Stern Roller and Tow Pins: all towing and towing assist vessels fitted with a stern roller must
have Class certification for this unit. All towing and towing assist vessels must be fitted with tow
pins substantial enough to control the tow wire to prevent the angle of the tow wire from tripping
the tug.
• Winches and Tow Wires: all towing vessels are required to have a minimum of a double drum
towing winch and two equal capacity and condition certified main towing wires, except for
limited coastwise/near coastal or towing assist operations (as determined by the COMPANY)

where single drum winches and a spare tow wire can be used. All towing and towing assist
vessels are required to have a tow winch emergency release device that is controllable from the
vessel wheelhouse/ bridge and main deck. Towing and towing assist vessels are required to be
fitted with a device to display tow tension and tow wire used in the wheelhouse and the control
bridge. All towing and towing assist vessels shall have analysis to determine the tow wire
catenaries at various tow wire lengths, vessel speeds, and seastates. All towing and towing
assist vessels shall also have procedures for handing off and retrieving tow lines between
towing vessels during refuelling or resupplied operations.
• Bollard Pull: all towing and towing assist vessels are required to have a Class certified bollard
pull test that is not more than five years old from the date of COMPANY inspection. All towing
and towing assist vessels bollard pull requirements (towing force) for open sea towing shall be
sufficient to maintain zero speed under the weather condition provided in COMPANY’s
metocean report for the specific route and time of year with the specific barge and cargo or
towed object. DNV Requirements for sustained wind, head current, and significant wave height
are not to be used for this calculation.
• Towing Arrangement: provide drawings and equipment specifications showing the towing
arrangement and locations of the tug (and any assist tugs) and the object/barge to be towed
and all equipment to be used.
• Towed Object Boarding: procedures and equipment for boarding and inspection of the towed
vessel while en-route.
• Towing Speed: analysis to define the estimated towing speed of the tug and barge/towed object
combination using the specific tug and barge (with and without cargo at the loaded and light
drafts) and towed object based on weather criteria in COMPANY metocean report.
• Number of Tugs: the number and location of tugs (including any assist tugs) required is
primarily and initially determined by calculation of the required bollard for the specific towed
vessel/object, location, time of year, and applicable weather conditions. If more than one tug is
required, then each tug is required to have nearly the same certified bollard pull as other tug.
Final determination of the number of tugs required is the sole right and at the sole discretion of
the COMPANY. Risk factors that COMPANY may consider to determine the number of tugs
required can include length of the voyage, location of the tow, accuracy and certainty of the
weather forecasts for the route, proximity to ports/places of refuge, manoeuvring/control
requirements, availability of rescue/assist tugs on the tow route, risk of tug or towing equipment
failure, etc. If the COMPANY determines that more than one tug is required to manage the
towing risk, then generally the other tug or tugs shall be connected to the towed vessel/object
and not operate in a disconnected/un- tethered escort mode.
• Primary and Emergency Towing Equipment: all towed barges and objects are required to be
fitted with a full set of Class certified and COMPANY approved primary towing equipment for
each towing vessel. All towed barges and objects shall be fitted with at least one Class certified

and COMPANY approved emergency towing chain, wire, pickup line, and buoy for each
primary towing vessel. All barges and towed objects are required to have specific data and
certifications for towing points with type, location, strength, and method of use/ deployment. All
towed barges are required to have a towing equipment retrieval winch and related equipment.
• Navigation Lights and Diamond Shapes: all barges and towed objects shall be fitted as required
by COLREGS.
• Anchor: all barges are required to have Class certified emergency anchor and
deployment/retrieval equipment on board.
• Ballast: all barges/towed objects that require the use of ballast shall have defined procedures
and trained personnel for the specific operation and be equipped by internal systems or
temporary pumps to conduct this operation.
• Manned Tows: all manned tows are required to have Class and Flag State certification
(including SOLAS and MARPOL) together with detailed equipment, personnel, and procedures
for housing, catering, and sanitation and safety/vessel management. In addition, food storage
shall be available on board with suitable preservation that can last for the entire duration of the
tow.
CONTRACTOR shall provide COMPANY with daily operations report, which is transmitted
electronically, and contains a minimum of the following.
• Distance for voyage accumulating to date, last 24 hours and the remaining travel to go.
• ETA for arrival port and any intermediate ports (refuelling if required, etc.).
