In this reaction paper we were given a certain question on how will we respond to the
COVID 19 pandemic if given the opportunity to become a ordinance/law maker
in barangay level as Kagawad;
Coronaviruses are a virus which may cause illness in humans. several coronaviruses
are known to cause respiratory infections ranging from the common cold to more severe
diseases such as Middle East Respiratory Syndrome. People can catch COVID-19 from
others who have the virus. The disease spreads primarily from person to person. Given
that local transmission is obviously happening already, it makes sense to make people
stay at home in the meantime. With less people moving around, the likelihood of the
virus spreading uncontrollably and exponentially beyond the capacity of the health
system is minimized. barangay officials managing COVID-19 cases at the local level
during this period is essential. As part of the Sangguniang Barangay, Barangay
Kagawads. If given the opportunity to become a ordinance/lawmaker I will adopt the law
to the RA No. 11469 adopting and implementing measures, which are based on World
Health Organization guidelines and best practices, to prevent or suppress further
transmission and spread of COVID-19 through education, detection, protection and
treatment; start in making an ordinance where enforcing the resolution on COVID-19
precautions such as staying in their home is greatly imposed, organizing community
brigades, barangay tanod, or community service units as may be necessary assign
tanod in designation area especially in area with dense population, to round, watch and
catch up whoever will disobey their instructions give punishments to those who break
the rules by giving them task that will help the barangay. Lockdowns, are not enough to
defeat the coronavirus. Finding those who are sick and isolating them, finding their
contacts and isolating them, too, should be the focus. The barangay should composed
of an executive officer, a barangay tanod and two barangay health workers, are tasked
to monitor the community for possible COVID-cases through home visitation, especially
if residents came from a country with known coronavirus cases.

Q2: As an ordinary citizen, how may you suggest what the people may
want the government to prioritize.
Mention only top three (3) strongest suggestions you may desire with
somehow justifications.
As the rate of death cause by the virus still rising. The government should
prioritize public health they should prioritize keeping the people. specially
the "most vulnerable" when it comes to possible coronavirus disease 2019
(COVID-19) infection. the government in should prioritize fulfilling the
citizens' right to health amid the health crisis. the vulnerable sectors are the
elderly, the infirmed, Persons with Disabilities, Persons Deprived of
Liberties, the informal sector, the daily wage earners, families living in
poverty, and the homeless, among others. It noted that the enhanced
community quarantine being implemented in different places is valid given
the situation as it would "enable our health system to cope with the rising
number of COVID-19 cases and allow the country much-needed time to
help reach a solution to this health crisis.” However, the obligation of the
government in undertaking measures to protect the population from this
highly transmissible disease must be lawful, necessary, and proportionate,
The government must ensure that kits are available, preferably free of
charge for all, especially for the most vulnerable. In times when supplies
are scarce, the most vulnerable should be prioritized for testing. They also
must give Attention to those who are unable or have difficulties to cope with
directives, because of their specific situations must be given due
consideration to enable them to comply with restrictions imposed under the
enhanced community quarantine. the government should also address the
shortage of Personal Protective Equipment for health workers and front
liners such as face masks, hazard suits, disinfectant solutions, thermal
scanners, among others for the front liners to efficiently respond to the
COVID-19 pandemic. As capacities of health care mechanisms become
overburdened with multiple challenges compounded by the COVID-19
crisis, it is urged and recommended that emergency and critical care triage
capacities be temporarily augmented as a special measure.
The government must also address the support for the production of
essential goods and personal protective equipment during the country’s
fight against the coronavirus disease (COVID-19) the Enhanced
Community Quarantine has weighed heavily on the domestic demand on
manufacturing products. Strategies to help the manufacturing
establishments affected by the outbreak have to be put in place, expect
that the manufactured goods that will likely increase in production in the
coming months are food, beverages, chemical products, and health-related
manufactures. We need a regular review of rules or limitations imposed
due to the health crisis. It is crucial to avoid delimiting production and
distribution capacity. This is to ensure that there is enough supply of food
and other essentials since these are vital for the communities affected by
COVID-19, identifying sources of supply of raw materials, and ensuring that
the supply and distribution chain remain unhampered are key elements to
ensure sustained production and distribution of essential goods and
services.
