The UNEP-led Cool Coalition is a global multi-stakeholder network that connects a wide range of key actors from government, international organizations, businesses, financial institutions, academia, and civil society to facilitate knowledge exchange, advocacy, and joint action toward a rapid global transition to efficient and climate-friendly cooling. The Cool Coalition promotes a ‘reduce-shift-improve-protect-leverage,’ cross-sectoral approach to meet the cooling needs of both industrialized and developing countries through better building design, energy efficiency, renewables, and thermal storage, as well as phasing down HFCs. Cool Coalition partners are collaborating on policy, finance, technology, and science to meet growing demands for cooling in a comprehensive manner, all aimed at raising climate ambition in the context of the Sustainable Development Goals while complementing the goals of the Kigali Amendment to the Montreal Protocol and the Paris Agreement. The Cool Coalition advocates for a structured approach to efficient, climate-friendly cooling for all, which means: REDUCING the need for mechanical cooling through better urban planning and building, including nature-based solutions such as green spaces, roofs, and walls. SHIFTING cooling to renewables, thermal storage, and district cooling approaches. IMPROVING conventional cooling by increasing efficiency and reducing the GWP of air conditioning and refrigeration equipment and demand response measures. PROTECTING vulnerable people from the effects of extreme heat and the consequences of unreliable medical and agricultural cold chains. LEVERAGING cooperation between different actors to achieve a greater collective impact. A study on #UrbanHeatIsland hotspots and mitigation strategies for Tamil Nadu was conducted by the Center for Advanced Research in Building Science and Energy (CARBSE) in collaboration with the UNEP Cool Coalition and the Tamil Nadu State Land Use Research Board (TNSLURB). Utilising remote sensing and geospatial analysis, the study mapped and assessed UHI variability at the state and district level alongside smart cities. The findings led to high-level recommendations for UHI mitigation. On 15th October 2024, the Stakeholder Workshop on ‘Addressing Urban Heat with Nature-Based & Technological Solutions,’ organised by the TNSLURB in collaboration with UN Environment Programme, Cool Coalition, Swiss Agency for Development and Cooperation in Chennai, Prof. Rajan Rawal, CARBSE at CEPT University, presented this study. During the technical session, the key factors contributing to the #UrbanHeatIslandEffects were explained, emphasising the role of urban built environment indices such as complex #UrbanMorphology, reduced #bluegreeninfrastructure, and increase in #AnthropogenicHeat emissions for critical nighttime UHI intensity. The presentation also highlighted the significance of comprehending #heatwaves and their dynamics with relative humidity. The key findings were concluded from the day and night-time UHI assessment through the state-level and district-level heat maps across different seasons of the last 20 years. Also, a detailed assessment of #UHIE and decadal changes in #landuse dynamics across the #Smartcities of Madurai and Thoothukudi, was discussed as an evidence base for the proposed mitigation measures. Two critical tenets for the UHIE studies, Fit-for-Purpose (FFP) and Level-of-detail (LOD) were illustrated through the pilot study of #Chennai, aiming to help the Indian cities to adopt a standardised methodology for an informed decision-making approach. During the presentation, high-level recommendations were discussed, concluding the #naturebasedsolution (i.e., increase of green cover, restoration of natural heat sinks, #permeable surfaces, etc.) and #buildingenergyefficiency (i.e., envelope optimisation, cool roof, etc.). Moreover, a need for careful consideration of the health and negative impact of trees, the selection and placement of species, the distinction between #coolroof materials and #coolsurfaces. Providing thermal comfort in an energy-efficient and resilient manner is an emerging need in heat-stressed countries. To address this, Global Alliance for Buildings and Construction (GlobalABC) and Cool Coalition have jointly launched the Passive Cooling Working Group. The Working Group aims to be an international learning & networking community of best practice on passive cooling through knowledge-sharing, guideline/roadmap development, peer-review, online toolkit, etc. Through these activities, we aim to contribute to the implementation of the Declaration de Chaillot, Global Cooling Pledge, National Cooling Action Plan, NDC, etc. With our international co-chair: Rajan Rawal, Lorenzo Pagliano and Huub Keizers, we organised the 1st online launch meeting, where the insightful presentation "Providing thermal security through energy efficient methods is a matter of survival for many regions" was presented by our distinguished speakers Éva Vaskuti and Diana Urge-Vorsatz. Between 2021 and 2023, media coverage of cooling solutions skyrocketed, with a sevenfold increase in stories on extreme heat and sustainable cooling. This surge reflects the growing awareness of the vital role cooling plays in addressing climate change. Together with partners like the UN Environment Programme-led Cool Coalition, Sustainable Energy for All (SEforALL), and Atlantic Council's Climate Resilience Center, we’re transforming the conversation on extreme heat. Rather than focusing solely on rising temperatures, we’re emphasizing the importance of actionable solutions — like sustainable cooling — to tackle this global challenge.
