SEA Naval Chairman and FINCANTIERI EU Head of Office and Senior VP, Davide Cucino, today intervenes at the Italian Defence Industry Day organized by ITA - Italian Trade Agency and Ministero della Difesa. Davide Cucino highlighted to Guillaume de La Brosse, Head of Unit at #DGDEFIS, the need for an ambitious White Paper for the Future of European Defence, currently being prepared by Commissioner Andrius Kubilius, Commissioner for Defence and Space at European Commission. SEA Naval Position Paper will be sent this very week to the Commissioner's Cabinet, detailing European shipbuilders' priorities. He also stressed the importance of Research and Development and the absolute need for continuation, support and fulfilment to transform ongoing collaborative initiates into future capabilities. Finally, Chairman concluded his intervention on the necessity to make the most of the advantages of cross-fertilization - most especially in the #shipbuilding domain, SEA Europe (Shipyards' & Maritime Equipment Association of Europe).

As the EU is - again - facing a direct attack to its underwater strategic communication infrastructure, it is critical for Member States to collectively ramp up their capabilities under and on the surface. SEA Naval and its members recall the recent publication of the White Paper on Underwater and Seabed Warfare (https://lnkd.in/eFAwyG4C) which identifies four critical priorities for the EU, following the lines of the #CDP. These must be developed urgently to be able to cope with the pace of the increasing threats to our collective security. Industries and shipbuilders stand ready to deliver the means to affirm our sovereignty on EU's seas and seabed. What is urgent now is the political will correlated with the financial means to be able to collectively meet the challenges ahead.
Here is what we know on the underwater cable cut today: According to the Press Conference, C-LION-1 showed initial issues at UTC 02:04:22 and completely failed at 02:04:33. The chinese bulk carrier "YI Peng 3" passed over the C-LION-1 cable around UTC 02:02 until UTC 02:04. This matches its behavior according to Windward - it was drifting in close proximity to the cable for one hour, which might be related to the damage caused to the cable (image below). As open sources suggest that the damage was caused by a deliberate sabotage, it is possible that the vessel arrived at the place and lowered its speed in order to cause damage to the cable. The vessel Yi Peng 3 is commercially managed by a small Chinese company, quite unknown called Ningbo Yipeng Shipping. Beneficial owner is Carras from Greece, but they won’t have control over the ship. There is no apparent connection (except being related to China ) to the NewNewPolarBear which hit the cable last year. It is now being trailed by a Danish Navy vessel.

That's a wrap! EURONAVAL 2024 is over, and it's time to take a look back to an intense week for SEA Naval. From European Defence Agency RTI Director, Nathalie Guichard, and Juan Jesús Díaz Hernández delegation visit, to European Commission #DGDEFIS meeting with Head of Unit Milosz Momot, Francisco Casalduero, Inge Ceuppens for a presentation of the state-of-play the EDINAF, dTHOR and SWAT-SHOAL #EDF projects followed by a panel discussion on #SmartShips. How not to mention a wonderful panel regarding the state of European Naval Cooperation with SEA Naval Chairman Davide Cucino, GICAN Deputy Director Jean-Marie Dumon, as well as European Commission Milosz Momot and Ifri - Institut français des relations internationales Élie Tenenbaum as well the official presentation of the SEA Naval White Paper on Underwater and Seabed Warfare (https://lnkd.in/eFHWX_Fn) supported by a panel discussion on the importance of the domain with EDA's Jürgen Scraback, IT Navy RADM Vito Lacerenza and Navantia, S.A., S.M.E Javier López San Román. Moving forward trhough the event, amongst pitch sessions and workhops, SEA Naval held a high-level exchange regarding the diversity in the naval domain with NATO's Irene Fellin, Navantia's Cristina Muñoz García, and HENSOLDT's Cédric LORILLEC. It has been a wonderful week put together by GICAN and SOGENA. Supported by its members Damen Naval, FINCANTIERI, DCNS, NVL B.V. & Co. Press Release - SEA Naval publishes the first edition of its White Paper on Underwater and Seabed Warfare Today at EURONAVAL, SEA Naval is proud to introduce its first White Paper on Underwater and Seabed Warfare. This Paper focuses on the underwater and seabed warfare trends, which have gained attention over the past years. From many aspects, the undersea operational domain is considered critical, and its importance is expected to grow exponentially in the next years. This paper attempts to map the state-of-the-art of the Underwater and Seabed Warfare from a strategic, geopolitical, and political point of views, explores the threat assessment, the technical challenges and the capabilities required to counter those threats, and, eventually, offers a R&D roadmap able to meet tomorrow’s challenges.
