"Dark Legacy: Human Rights Under the Marcos

1
Regime" (Dark Legacy: Human Rights Under the
Marcos Regime)

Looking back on the military dictatorships in the 1970s and 1980s,

the Marcos government appears exceptional for its violence's
quantity and quality. The torture left lasting psychological damage
out of proportion to the physical harm suffered by its victims. The
Philippine state's primary defense against coups has been the
socialization of its officers into subordination at the PMA. In
retrospect, the Reform of the Armed Forces Movement, or RAM,
seems the most visible manifestation of Marcos's impact upon the
military. Led by middle-ranking regulars primarily from PMA's Class
of 1971, RAM plotted a coup d'tat against the Marcos dictatorship in
1986. Impunity has left what University of the Philippines historian
Maris Diokno has called the entrenched legacy of martial law—a
lingering collective malaise that, subtlety but directly, shapes and
distorts the nation's political process.

Martial Law and the Dekada '70

2
In 1972, the Philippines suffered from grinding
poverty, widespread corruption, a stalled political
and judicial system, and internal violence. Three
alternative explanations for Marcos' martial law
decision are offered. One view sees martial law as
Marcos' way of circumventing congressional and
bureaucratic obstruction to achieve reforms and
eliminate corruption. Some think his goal is to
maintain his position of authority and refrain from
calling the US to pay rent on its bases in the
Philippines. The plot of Dekada '70 is about
escaping oppression under the Marcos
dictatorship.

On September 22, 1972, President Marcos issued Proclamation 1081. Under Martial Law, the
Philippine Military was the fist of Ferdinand Marcos’ Authoritarian rule thus, military murder
was the pinnacle of a pyramid of terror under the Marcos Regime, which resulted in 3,257
deaths, 35,000 torture victims, 70,000 prisoners, and 737 disappearances of Filipinos between
1975 and 1985. The original chairman, Lieutenant Colonel Hernani Figueroa (PMA'66), is one
instance in which the empowerment of torture is evident. While functioning as the
constabulary commander on Samar Island, colonel Figueroa orchestrates anti-subversive
operations that included systematic torture. He undertook Fr. Ruperto Kangleon's torture,
which resulted in a terrifying night, as the priest recalled in a statement just before his death
in January 1984.

TITLEARTICLE REVIEW

This article demonstrates how martial law can cause bloodshed when the
military ruler of a region or state has unrestricted power to enact and
enforce laws. I would assert that the Philippines cannot afford to ignore
the issue of human rights as it strives for rapid economic growth. This
article also discusses the need for the Philippines to adopt some
mechanisms for remembering, documenting, and, ultimately,
reconciliation if it is to fully recover its stock of social capital following the
trauma of the dictatorship. Knowing what has happened in the past helps
us understand it better so that we can determine which leaders we can put
our faith in. This is also a great way to get ready to be a good citizen.
Students gain a solid understanding of the value of political engagement
through studying historical events, which also equips them to participate
in local and national politics.
