Job Purpose
The post holder will be expected to provide detailed specialist smoking cessation advice and knowledge to
patients. They will act as a source of specialist advice in the nursing management of patients in their
specialist area who require a high level of judgment, discretion and decision-making whilst as an
inpatient/outpatient or in a setting external to the Trust. The post holder will provide education and training
to patients, carers and healthcare professionals.

DUTIES AND RESPONSIBILITIES


 Undertake in-patient smoking cessation assessments, individually tailoring care as appropriate.
Provide specialist behavioural support and pharmacotherapy.

 Deliver Nurse-led Smoking Cessation clinics for inpatients/outpatients, MFT staff and within the
Lung Health Check Service.

 Supply Nicotine Replacement Therapy (NRT), in accordance with the Trust NRT Patient Group
Direction (PGD) or directly prescribe products to inpatients and outpatients of the Trust

 Discuss evidence-based treatments to manage tobacco dependency and support patient quit
attempts.

 Discuss and educate patients, carers and healthcare professionals about the use of vaping as an
effective aid to stopping smoking and supply vaping kits to patients using the CURE vaping wavier.

 Work towards achieving Department of Health targets, local targets, relevant CQUINNs and deliver
care in accordance with National Institute of Clinical Excellence (NICE) guidelines and the
National/local Tobacco Control Plan.

 Act as a resource for knowledge and advice for the multidisciplinary team within the Hospital and
community, ensuring ongoing development of effective evidence-based practice through training
and education
 Educate patients and their families about the risks of smoking in order to improve quality of life and
assist in self-management of problems, with improved health outcomes

 Undertake all administrative duties for the Tobacco Dependency Team, maintaining accurate and
professional records, populating referrals, activity and clinics on HIVE, patient appointments and
multidisciplinary correspondence

 Assist the Lead Nurse in representing the Tobacco Dependency Team on the Trust Smokefree
policy and matters pertaining to this

 Provide telephone support for patients referred to the service, to maintain communication, enhance
service provision and increase support available to patients and improve likelihood of successful
cessation

 To effectively and safely manage the patient caseload when the Lead nurse is not present

 Contribute and work with other agencies and multidisciplinary teams who aim to promote patient
behaviour change and improve health outcomes

 Support local and national stop smoking campaigns and work alongside the Greater Manchester
Making Smoking History Team.

 Assist the planning and delivery of specialist training and support staff practicing under the Nicotine
Replacement Therapy Patient Group Direction, assessing competency and providing supervision
as required

 Deliver adhoc training to multidisciplinary staff across the Trust site to increase and standardise
staff knowledge and awareness

 Deliver patient education sessions, increasing public knowledge and awareness, for example pre-
operative patients, patients undergoing stroke or cardiac rehabilitation

 Assist in identifying areas where education of Smoking Cessation Interventions would be beneficial
and deliver as necessary

It is a standard element of the role, and responsibility of all staff of the Trust, that they fulfil a proactive role
towards the management of risk in all of their actions. This entails the risk assessment of all situations, the
taking of appropriate actions and reporting of all incidents, near misses and hazards.

Records Management/ Data Protection


As an employee of the Trust, you have a legal responsibility for all records (including patient health,
financial, personal and administrative) that you gather or use as part of your work with the Trust. The
records may be paper, electronic, microfiche, audio or videotapes, or x-ray images. You must consult your
manager if you have any doubt as to the correct management of the records with which you work.

Confidentiality and Information Security
As a Trust employee you are required to uphold the confidentiality of all records held by the Trust, whether
patient records or trust information. This duty lasts indefinitely and will continue after you leave the trust
employment. All employees must maintain confidentiality and abide by the Data Protection Act.

Professional
 Adhere to Nursing & Midwifery Council (NMC) Code of Conduct and associated guidelines.
 Maintain confidentiality in all aspects of care and employment issues.
 Be actively involved in clinical supervision of nursing and midwifery staff.
 Act as a role model at all times.
 Maintain relevant professional registration.
 Maintain appropriate records adhering to Trust and Nursing & Midwifery Council (NMC) guidelines on
record keeping.

Data Quality

All staff are personally responsible for the quality of data entered by themselves, or on their behalf, on the
Trust’s computerised systems or manual records (paper records) and must ensure that such data is
entered accurately to NHS data standards, in a timely manner to ensure high standards of data quality in
accordance with the Trust Data Quality and Clinical Record Keeping Policies.

To ensure data is handled in a secure manner protecting the confidentiality of any personal data held in
meeting the requirements of the Data Protection Act 1998 , Caldicott recommendations and other relevant
legislation and guidance are applicable and should be adhered to.

Health and Safety


All employees of the Trust have a statutory duty of care for their own personal safety and that of others who
may be affected by their acts or omissions. Employees are required to co-operate with management to
enable the Trust to meet its own legal duties and to report any circumstances that may compromise the
health, safety and welfare of those affected by the Trust’s undertakings.

 Not interfere with any equipment provided to ensure Health and Safety.
 Not attempt to carry out asks or repairs beyond their competence.
 Ensure a safe environment for patients and staff by adhering to the Health and Safety at Work Act
1974.
 Report clinical and non-clinical incidents through the Hospital Reporting System.
 Adhere to Trust and Departmental Health and Safety policies and use any equipment and personal
protective equipment provided to ensure safety.

Working Conditions

Infection Prevention
As member of a clinical team your personal contribution to reducing healthcare associated infections
(HCAIs) require you to be familiar with the Trust’s Infection Control Manual including the Hand
Decontamination Policy, Personal Protective Equipment Policy, safe procedures for using aseptic
techniques and safe disposal of sharps. You must be aware of your role in the decontamination of patient
shared equipment and are required to attend mandatory training in Infection Prevention & Control and
support the Trust in achieving compliance with the Health Act 2006(all measures known to be effective in
reducing Health Care Acquired Infections).

The Trust operates a range of policies, e.g. Human Resources, Clinical Practice (available on the Trust’s
intranet). All Trust employees must observe and adhere to the provisions outlined in these policies.

Mental Effort
 Assessing patients on a daily basis.
 Frequent interruptions, e.g. pagers, within clinics, other professionals requiring advice.

 There is frequent need to deal with people with physical, social and psychological problems.
 Occasionally required to impart unwelcome, sensitive and distressing news to patients, relatives and/or
staff.
 Frequently dealing with a patient group who have a chronic disease.

Speciality Specific Competencies


 Demonstrate specialist knowledge, experience and skills in the holistic assessment of patients who
smoke, managing physical, social and psychological barriers to quitting. Including a good
understanding of smoking related illness. Initiating smoking cessation treatment plans in accordance
with local and national guidelines and protocols.

 Up to date knowledge of Carbon Monoxide monitoring process and awareness of lung cancer research
diagnostic tests and treatments.

 Ability to communicate complex information to a range of audiences and using a range of methods
including the utilisation of motivational interviewing and behaviour change skills.

 Ability to solve problems of a complex nature and deliver pragmatic solutions under high pressure.

 Expert Knowledge of NICE guidance, NCSCT and national standards relating to the treatment of
tobacco dependency.

 Competent in managing nurse led smoking cessation assessment and treatment clinics, vetting
referrals, providing appropriate individualised behavioural support and pharmaceutical therapies via
Trust PGD.

 Facilitate, train and support staff to gain competence in treatment provision via Trust PGD and to
ensure continuous maintenance of Trust standards.

 Highly developed specialist knowledge of Tobacco Dependence underpinned by evidence and theory
acquired through experience and providing credibility in relation to the CURE smoking cessation project
and Lung Health screening service.

 Demonstratable knowledge and experience of managing and delivering successful programmes and/or
projects and of leading and Managing change including beyond organisations and systems.

 Take a supporting / senior role and support the development of local and Trust-wide initiatives when
developing the service.

 Take a supporting role with:


Management of workforce issues, including sickness absence management, appraisal, mandatory
training and annual leave management
Representation of smoking cessation and thoracic nursing at appropriate
management/directorate/Foundation Trust forum.

 Identify service development opportunities and assist in good working relationships with various
external staff groups to ensure transfer of knowledge and best practice. Foster cross-boundary working
to achieve best outcomes for patients attending for screening.

 Flexible working as may be required to cover different MFT sites
