PART THREE . READING (ITEMS 31-45)

Choose the best answer.

Passage 1 (Items 31-35)

Indonesia can now add a smoking orangutan to its roster of nicotine

I .
addicts. A video taken on Sunday (Mar 4) shows the beast picking up a

cigarette butt that was flicked into its ZOO enclosure by a visitor and then
puffing away on it like pro.

This is not the first time that a zoo orangutan has been
caught sneaking a
smoke in Indonesia, which has an abysmal record of animal protection and
one of the world's
highest smoking rates. In 2012 a great ape at another zoo

became a nicotine addict after picking up butts, and had to be forced to quit

1 10 9 8
cold turkey. A Bandung zoo spokesman on Wednesday said that while the

incident was regrettable, it has staff to guard the animal enclosures. But the
officer responsible may have been in the bathroom at the time, he added.

"There's actually a sign at the location which says visitors are not allowed to

give food and cigarettes to the animals," said spokesman Sulhan.

INTENSIVE GAT n116onqu 124

Animal activists condemned the visitor's actions but said it under-

I
lined the poor state of Indonesia's zoos. "But the root of the problem is that

we do not have animal welfare standards at zoos. Almost all zoos are in poor

condition from the cages and feeding needs to 1

the animals' health." Last year,

activists demanded the closure of Bandung zoo after skeletal sun bears

were pictured begging for food from visitors and eating their own dung.

Passage 2 (Items 36-40)

Children in Japan will be considered adults when they are 18 as

0 90 9
opposed to 20, under a new proposal that is supported by the government.
If the change approved, 18-year-olds will be able
is to get married, sign

I
contracts and take out loans without the consent of their parents. But teenagers

will still be banned from smoking, drinking alcohol and gambling until they
are 20. If parliament votes in favour of the bill it will take effect in 2022. It

would be the first change to the law that defines adulthood since it was set

in 1876.

Under the existing law, people under 20 can only get married with

l
the consent of their parents. Men can do so at 18 and women at 16. But this

amendment will raise the age that women can get married so that all 18-year-

olds will be able to do so without parental consent. The

government decided

to make the age of marriage the same for both sexes because there was

no justifiable reason for the difference, according to Japan's Kyodo news

service. Separately, the bill will allow 18 and 19-year-olds to sign contracts
for mobile phones and credit cards.

This has led to fears that some businesses may use sales tactics

that target and exploit vulnerable young people. The bill includes clauses

that are designed to protect against this problem. For example, young people

will be able to cancel a contract if they believe salespeople have manipulated

or pressured them into signing it. The Education and Justice Ministries have
gutan also said they will educate teenagers about the responsibilities that would

come with the change.

Passage 3 (Items 41-45)

All secondary schools should have mental health counsellors who

can give immediate help to distressed pupils, it has been claimed. The Local

Government Association (LGA) says the national roll-out is vital because

youngsters are being forced to wait up to 18 months for support. It has

warned that at least one in ten children have a diagnosed mental health

problem, with almost 19,000 being admitted to hospital after harming

themselves in 2015. This is a 14 percent increase over three years.

127 INTENSIVE GAT mun5onqu

The government has pledged £1.7billion to improving children and
young people's mental health and wellbeing. The LGA is calling for five percent

01 0129
of this funding - £90 million - to be used to make it mandatory for every pupil

in secondary and alternative education provision, to have access to on-site

counselling services. The call is part of the LGA's Bright Futures campaign
for children
and young people's mental health, which is launched today.
The LGA, which represents 370 councils in England and Wales,
says the funding would help ensure children have access to early support

without having to go on a waiting list. The average waiting time for children
and young people to access mental health services range from 14 to 200

days, it points out. And 70-75 percent of young people experiencing mental

health problems are not able to access any treatment, due to a lack of early

intervention services and stigmas around

asking for help.
Councillor Richard Watts, chair of the LGA's children and young
consent people board, said: 'No child or young adult should have to wait 18 months

for vital support and guidance. 'Many young people might not have needed
formal social care support if they had received the
early help they needed.'
Providing just a small proportion of the funding it is spending on mental

health support nationally

to ensure every school provides on-site counselling,
is one way the government can ensure every child and young person enjoys
the bright future they deserve.
