1.0 SCOPE
The purpose of generating this method statement is to define the procedure step by step
to implement the correct practices for safe work METHOD OF STATEMENT FOR INSTALLATION OF
SWITCH GEAR & ISOLATOR FOR LOW VOLTAGE POWER DISTRIBUTION SYSTEM. The
guidelines contained herein so as to ensure that the job execution complies with the requirements
and serves the intended function to a satisfactory level.

2.0 REFERENCES
1. Switches shall be of the quick start make; slow break grid switch type specially designed for AC
circuits to BS 3676. The operation of the switch shall not depend wholly on the action of the
spring. The switches shall generally be of the rocker operated type.
2. The local switches shall be 15/20 amp. Circuit switches shall be one-way, two-way, intermediate
or double pole as indicated on the drawings. Where more than one switch is indicated at any
position multiple gang grid units shall be used.
3. Generally, switch units shall be of the adjustable grid pattern and to be secured to the adjustable
grid by means of screws. For flush mounting switches the switch-plate shall overlap all edges of
the box by not less than 7mm. For surface mounting switches the switch plate shall finish flush
with the edges of the switch boxes. Switches for water heaters and fan coil units shall be
complete with neon indicator lights.
4. Local switches shall be arranged in convenient positions for switching the various circuits and
generally as indicated on the drawings.
5. In Plant rooms the switch units shall be surface or flush as required.
6. The switches shall be of the same manufacture for a particular type of switch throughout the
installation. All accessories in wet and damp areas shall be of the splash-proof type to IP56
protection standard.

Project Manager:
1. To ensure that all the preparation and application works are carried out according to the
Contract Specification and with the approved drawings.
MEP Manager:
1. To ensure that the progressing of work is carried out according to the planned program and as
per the approved method of statement.
2. To ensure that all the equipment and materials required to execute the work are available
according to the planned construction program.
3. To co –ordinate with the Main contractor, MEP Coordinator and Safety Officer, for a safe and
proper execution of the works.

Site Engineer:
1. To ensure that the works are carried out according to the Contract Specifications, approved
method statement and the shop drawings.
2. To provide all necessary information and distribute responsibilities to his construction team.
3. To monitor the progress of work in relation with the work program and to report to the Project
Manager.
4. To co-ordinate with the safety officer and to ensure that the works are carried out in safe
practicing methods.
Foreman:
1. Foreman will carry out his duties by maintaining continuous coordination with the site engineer
on daily basis and ensure proper distribution of the workforce in the required and planned
locations.
2. To ensure that his assistant foreman/ charge hand is aware of the job requirements and they
have enough information to carry out their duties properly.
3. To ensure in consultation with the site engineer that the manpower involved in the works are
moving as agreed and planned for the work.
4. To ensure that the daily work is progressing as planned and advice the site engineer of any
requirement for additional resources.
5. To control disposal of waste materials according to the instructions received from the site
engineer.
6. To ensure full coordination with the safety officer to maintain safe working and proper
housekeeping of the site, following the approved safety measures and further ensure that all
his working team are aware of the same to prevent accident and losses.
7. To inform the site engineer and of the areas ready for inspection.
8. Distribution and the control of material shall be monitored by foreman and store keeper.
HSE Engineer:
1. Interface with site supervisors on a daily basis to provide proactive technical advice for field
activities.
2. Delegate responsibilities to Junior Safety Officers and Safety Assistants to provide an effective
safety monitoring and supervisor support program.
3. Verify safety precautions stipulated on permits to work, risk assessments and job safety analysis
are being implemented.
4. Verify all scaffolding is tagged and a safe condition.
5. Identify site hazards, non-conformances, corrective and preventive actions and bring them to
the immediate attention of site supervision (and record).
6. Closely monitor high risk activities; confined space entry gas testing and air monitoring, lifting
activities, work at height, movement of abnormal loads etc.
7. Produce pertinent toolbox talks with the assistance of responsible construction supervision
including the identification of proactive and reactive site issues for communication to the
workforce and collection of constructive feedback.
8. Identify additional safety training requirements to be delivered to the workforce.
9. Investigate unsafe acts and conditions and provide solutions to prevent recurrences.
10. Lead Junior Safety Officers and Safety Assistants in an immediate response to incidents and
emergency situations that occur on site, act as emergency marshals and provide first aid.
11. Place safety posters, hazard flashes, site safety campaign promotional material and the results
of safety incentive schemes prominently on site

12. Provide, or where necessary source, training for staff in relation to Health and Safety policies,
practice and procedures
13. Ensure all personnel have the necessary training for the project and new hire safety training
orientation.
14. Generate Accident/Incident Reports and Corrective Actions

5.0 MATERIAL HANDLING AND STORAGE


On receipt of the Enclosure and accessories at site necessary precautions shall be taken for
unloading, shifting & storage, as follows: -
1. DB, SMDB, ISOLATOR and Accessories shall be unloaded with care to avoid any damages. If they
are shipped in packs or pallets, each pack of pallet shall be lifted individually with suitable lifting
equipment.
2. Every precaution shall be taken to preserve their cleanliness before installation.
3. Store in accordance with manufacturer’s instructions, properly protected from construction
activities and weather conditions.

6.0 METHOD OF SEQUENCE AND INSTALLATION OF SMDB, DB & ISOLATOR


1. To make sure that the entire installation is in conformance and in accordance with the design
intent of the project for the Electrical and Low Voltage System in addition to the specification
and as per approved shop drawings and comply with local and International Standards.
2. All the switchboards shall be fabricated at the manufacturer’s works.
3. Before beginning installation in any area, examine all parts of the adjoining works into which
applicable work is to be placed. Should any condition be found which will prevent the proper
execution of the work, installation shall not proceed in that area until such conditions are
corrected by the contractor.
4. Fix all equipment independently of wiring system. Use cadmium of zinc electroplated bolts,
nuts, washers and screw.
5. Mount single DB at 1800mm from finish floor level to top of equipment, unless shown otherwise
on drawing / schedules.
6. Ensures that clearance in front of switchgear is not less than 1m, or as indicated.
7. Number terminals, cables and component parts to correspond with manufacturer have certified
drawings.
8. Terminate PVC, SWA PVC cables inside enclosure by securing cables to switchboards with gland
bracket; and enclosure with glanding plates or fabricated steel extension boxes.
9. For flush installation, DB’s all conductors shall terminate behind the board in an adaptable box.
For surface mounting, trunking shall be fixed between the board and ceiling or floor level, or
conduit run directly into trunking which prevent correct installation of the Trunking lid.
Adequate earth continuity shall be made between the various components.

Isolators / Disconnect Installation:


1. To make sure that the entire installation is in conformance and in accordance with the design
intent of the project for the Electrical and Low Voltage System in addition to the specification
and as per approved shop drawings and comply with local and International Standards.
2. All materials and documentation relevant to this particular section of works will be checked and
verified ensuring that these are correct and approved type.
3. Prior to the commencement of works, ensure that the areas for permanent installation are
ready, accessible and in suitable condition.
4. Make sure that the wall finishes were completed.
5. Check all wiring works were completed and the wires were tested for insulation resistance and
continuity test and ensure that the test are verified and signed-off by the Consultant.
6. It has been presumed that all associated wiring works and testing has been completed and
accepted by the Consultant.
7. Mark the location of isolator on the walls or ceiling. The mounting height of isolator/disconnect
switch in the walls are as follows:
8. 25A to 125A isolators mounting height shall be 1400mm A.F.F.L. from the top. 200A and above,
mounting height shall be 1800mm A.F.F.L. from the top.
9. Fix uni-strut channel support on the wall. Ensure that it is fixed properly and rigid.
10. Fix the isolator/disconnect switch on the uni-strut channel support. Ensure that it has been fixed
vertically and horizontally aligned.
11. Terminate the incoming and outgoing feeder cable using appropriate wiring accessories.
12. Raise Request for Inspection for isolator/disconnect switches installation.

14. Clear all boxes from cement stains and foreign materials.
15. Fix wiring accessories ensuring that they are fixed properly and squarely aligned. Ensure that
the type of wiring devices shall be as approved type as to the areas where they are going to
fixed.
16. Ensure that all connections are correct and the wiring devices and boxes shall be earthed.
17. Cover all device plates with plastic sheet to protect the wiring accessories.
18. Request for Inspection shall be raised for wiring devices installation.

All Cables Laying and Wiring installation will be inspected as per the standards and Specification
and accordance with the sizes mentioned in the drawing.

Monitoring of work Activity Plan

The work activity shall be monitored during operation for any deviation to this work
activity plan and records of these checks noted in the table below.

9.0 EMERGENCY PROCEDURE

All site personnel are briefed on emergency procedures and arrangements within their safety
induction. Site staff will be instructed that they will be required to clock in or sign in when they
arrive on site and to clock out or sign out when they leave site. This is to ensure that an
accurate picture of who is present on site is maintained at all times and in case of emergency
all site based personal can be quickly accounted for.

10.0 EMERGENCY PREPAREDNESS & RESPONSE PLAN

• Ensure that supervisors clearly understand their responsibility and role in the site emergency
procedures.
• Designate first aid and provide medical supplies and other material and equipment that may
be required for emergency use.
• Determine emergency evacuation routes for work areas and construction site and designate
safe assembly areas.
• Ensure that all site personnel & visitors clearly understand emergency warning siren signals
used at site and the safe assembly areas.
• Designate a supervisor to conduct a head count and give instructions to evacuees as
necessary.
• Post emergency information for each work area on the site.
• Conduct emergency procedure drill periodically.

11.0 EMERGENCY REPONSE PLAN:


Well organized sketch plan as per approved site layout plan of offices, working site areas, including
as necessary.

12.0 WELFARE FACILITIES

• Toilet and washing facilities shall be provided before the commencement of work and shall
maintain as per OSHMS AD standard & Tawazun HSE and security rules & Regulations.
• Food shall only be consumed in designated properly shaded areas agreed with the prior
approval. No food shall be consumed within the work areas
• All food wastes shall remove immediately, in a hygienic manner, and shall not be allowed to
accumulate.
• Drinking water (cool water in summer) will be made available at site all time. All workmen
will be provided with Laban water, lime juice, electrolytes etc. during summer season and
cleaning the drinking water storage tank routine and as per inspection schedule.
• Resting shed (shaded) should be provided near the work area with adequate seating
arrangements and ventilation facility.

13.0 SANITATION AND HYGIENE MEASURES

In order to provide adequate sanitary conditions for all personnel at site, the following provisions as
part of the temporary facilities to be provided.

• Provision for an adequate supply of potable water.


• Provision for toilets and hand wash basins with soap or liquid
• Garbage disposal and regular collection.
• Proper drainage and sewer disposal.
• Smoking hut
• Rest rooms with necessary ventilation
• Lunch rooms with necessary ventilation
