NOTICE INVITING e-TENDER

On behalf of the President of India, tenders are invited through e-Tendering by
Superintending Engineer – MP & ORs, Electricity Department, Puducherry, from original
manufacturers for supply of ACSR Raccoon Conductor under DDUGJY/ IPDS in U.T. of
Puducherry.
To participate in the tender through the e-tendering mode, parties have to obtain Digital
Signature certificates (DSC) through which they can register in the website
www.pudutenders.gov.in and upload their offer. For further details and assistance in e bidding,
the Tenderers may contact the e-Procurement Cell, 3rd Floor, Chief Secretariat, Puducherry.
The Help Desk number is (0413 – 2220225). For their own benefit, it is suggested that the
Tenderers may contact the above telephone number for training.
The Bidder who had downloaded the Tender Schedule from the website shall submit the
Tender Schedule on-line before the scheduled time of submission. The tender forms will be
electronically issued to Bidders only on receipt of Tender fee of ` 590/- (Rupees five hundred
and ninety only) (inclusive of GST @ 18 %) and shall submit the E.M.D for ` 1,18,825/-
(Rupees one lakh eighteen thousand eight hundred and twenty five only ) should be paid in
the form of Demand Draft / Banker’s Cheque only drawn in favour of the Drawing and
Disbursing Officer, Division - II, Electricity Department, Puducherry,on State Bank of
India (Branch Code: 0900) Puducherry. Demand Draft should not have been drawn before the
date of the notification. CASH / CHEQUE / POSTAL ORDERS / TELEGRAPHIC MONEY
ORDERWILL NOT BE ACCEPTED.
The Tender shall be in Two Parts namely “Technical bid” and “Financial bid” with
three separate covers marked as detailed below and shall be uploaded in the e-tendering portal
separatelyas detailed below:.
Cover -A: i) Bid Qualifying documents.

ii) EMD & Tender Fee.
Cover -B: Technical requirements & GTP
Cover -C: Financial Bid.

COVER – A: The scanned documents for Bid Qualifying requirements as per Clause 3.0 in
Section- I of the tender document, should be uploaded in the website and the copy of the same
should be submitted in a sealed envelope superscribed as “ Bid qualifying documents”. The
Bid Security (EMD) & Tender Fee should be submitted in a separate sealed envelope
superscribed as “Bid Security for supply of ACSR RACCOON Conductor under
DDUGJY/IPDS.” The overall envelope called “Cover – A” should be addressed to the
below address well in advance before the date of opening the tender.
COVER –B: The scanned copies of GTP and other documents and Annexure as specified under
this tender specification should be uploaded in the e-portal and the copy of the same should be
submitted in a sealed envelope mentioning the description of the item tendered and
Specification No. and addressed to the below address well in advance before the date of opening
the tender.
COVER - C: Rate to be quoted online only in BOQ as indicated in the e-tender format as given
in the website. BOQ should not be modified or replaced by the Bidder and the same should
be uploaded after filling the relevant columns, else the bidder is liable to be rejected for
this tender. Bidders are allowed to enter the Bidder Name and the Values only.
Price quoted should be F.O.R site, EDP, Puducherry, and Inclusive of all taxes and other
charges as admissible. The supply shall completely cover the import duties, if any, customs
duties and taxes, excise duties and taxes, transport and freight, insurance including Octroi
expenses if any and transit insurance, etc.

In the left bottom of the outside envelope the name of the Bidder and his address shall be
indicated clearly.
1. The interested bidder can download the bidding document from the website
http://pudutenders.gov.in.
2. Bidders are advised to download bid submission manual for the help of Bid Submission
process from the “Downloads” option as well as from “Bidders Manual Kit” on website
http://pudutenders.gov.in.
3. To participate in bidding process, bidders have to get ‘Digital Signature Certificate, to
participate in online bidding. The bidders have to submit their bids online in electronic
format with digital Signature. This certificate will be required for digital signing the bid.
Bidders can get above mentioned digital certificate from any approved vendors. The bids
proposed without digital signature will not be accepted. No proposal will be accepted in
physical form.

4. Bids will be opened online as per time schedule mentioned in table below.
5. All the required information for the bid must be filled and submitted online.
6. The cost of the bid is not refundable.
7. Parties who are interested to participate in the tender are to upload their offer in the website
www.pudutenders.gov in directly.
8. In case you need any training for registering &uploading of offer in the website/clarification
in the tender, you are requested to contact us (0413-2225552) in the working hours from
09.00 AM to5.45 PM on all working days.
9. Bids submitted through post, fax, e-mail, Telegraph or Telex will not be accepted.
10. Bids not accompanied by the requisite bid security of adequate value in a separate sealed
cover shall not be entertained.
11. EDP reserves the right to reject any or all bids without assigning any reasons thereof.

Bidders are requested to stick on to the date and time limit specified above strictly. The
Superintending Engineer - MP & ORs reserves the right to change the opening time and date of
the Tender for administrative reason by notifying the same in the website. The Department will
not liable for any delay in submission of tender and system errors.
