How can we get the best out of active transport?
This is a terrific report in its scope and content.
Well done to Austroads, Dr. Elliot Fishman and coauthors, and everyone involved.
I’m particularly pleased to see behaviour programs thoroughly described and justified.
Infrastructure alone can only ever be a partial solution.
It’s great to see a holistic and comprehensive approach. While it doesn’t actually refer to “systems thinking” it definitely demonstrates many of its attributes.
The best outcomes will be achieved by a combination of integrated high value programs.
I’d make three comments:
1. The note for the hatched area on Figure 7.4 is unnecessary and distracting. Even if a “Combination of high volumes and low speeds are very rare”, such locations still need to be managed. After spending 6 weeks in inner Melbourne, I’ve found many such locations.
This figure also raises the issue about what is meant by speed - speed limit, travel speed, 85%, maximum, or something else?
2. The report touches on processes but only barely. A fundamental flaw in providing for, promoting and maximising active transport is the substandard transport planning processes and project planning.
For instance, the Metronet projects in Perth had behaviour change programs to maximise active transport and patronage in the cost-benefit justification. But the programs were deleted because they were ‘operational’ not projects costs.
Active transport projects and programs need to be normalised in transport planning.
3. People are important. Professionals and others involved need to be capable (skilled, knowledgeable, experienced), be motivated and have good attitudes.
This report provides a very good basis for the ‘knowledge’ part.
Unfortunately, I’ve had far too many conversations with people involved in transport decisions who are ignorant, skeptical and blatantly antagonistic on the basis of personal opinion. So professional development is essential, in transport and beyond.

How do we increase active transport mode share in Australia and NZ? We recently completed an 18-month project for Austroads focused entirely on this question. We looked at a wide range of measures and identified their impact, cost, and complexity. The Guidance document is intended to help transport and planning agencies boost the proportion of trips by foot and bicycle. We look at everything from car parking, modal filters, and protected bike lanes, through to land use planning measures to boost density.

I'm impressed with the redesign of the Walenburgerweg in Rotterdam.
What used to be a busy 50km/h road with narrow painted bike lanes is now a cycle-friendly 30km/h street. At the approach of the intersection cyclists merge with traffic. Thousands of cyclists use the street daily. From my observations vehicles seem to drive slow and do not attempt to overtake cyclists.
The project had been delayed for a while as traffic volumes were found too high and emergency services were too concerned to support lowerering the speed limit. However, locals and users successfully continued pushing for change as many found the road too busy and dangerous.
The City of Rotterdam continues to transform inner-city roads from 50km/h to 30km/h. Stats show that 80% of all traffic accidents within the city happen on 50km/h roads.

This is what can happen when you take a systematic approach to a long distance bus route upgrade.
It’s about more than replacing an old diesel bus with a new electric bus and giving yourself a pat on the back- it’s about using the opportunity for:
- a carefully planned and thought through approach to fares and the timetable
- high spec interiors for the vehicles
- targeted promotions
I’ve been on it and it is a prime example of how the more can be greater than the sum of the parts.
It’s also an indicator of what can be achieved through public control of buses in Wales.
“As I cycled on New York’s Upper West Side in recent days, I spotted more commercial cargo bikes than usual on the city bike paths. It’s an occurrence that’s likely to get more common.”
Zag Contributor Tanya Mohn examines New York City Department of Transportation's recent decision to authorise commercial e-cargo bikes on city streets for the first time, what the new safety standards mean & how this is leading to the creation of new micro delivery hubs.
Estimates indicate that up to 51% of all freight journeys in cities could be replaced by cargo bikes.
“For too long, large trucks have been the only option, bringing congestion and pollution with them,” said the New York City Mayor ERIC ADAMS. “Low- and no-emission cargo bikes are one of the ways that we’re changing that paradigm, so we can get what we want, when we want it, without poisoning our air or clogging our streets.”

The Department for Transport Guidance on Bus User Priority has been published.
While this guidance focuses on improving bus services, it is important to recognise the possible impacts on other road users. The Plan for Drivers, published in October 2023, includes a range of measures to ensure smoother journeys. This guidance delivers the commitment to strengthen guidance to make sure bus lanes help rather than hinder traffic.
The role of bus travel is central to delivering on the Government’s wider strategic and policy ambition to create a public transport system that is inclusive and able to meet the needs of all people. Buses play an important role as part of an overall journey experience which will also typically include walking, wheeling or cycling to and from a bus stop or interchange.
The National Bus Strategy, published in March 2021, included a commitment to update technical guidance on providing bus priority. This guidance delivers that commitment by superseding LTN 1/97 Keeping Buses Moving: A guide to traffic management to assist buses in urban areas, which is now withdrawn.
This updated guidance applies to schemes across England.
