Unfortunately, the Vera Institute of Justice has presented a fallacy of facts in workforce operationalization and reconditioning. As a nation, the judiciary, elected officials, and advocacy groups must recognize the crucial aspects of workforce management and the methodological approaches required to examine each system. Whether actions are due in part to litigation or as a part of a broad spectrum of analysis by committees, a comprehensive approach is essential to provide ethical cures to criminal justice reforms. The scope of the examination must include, but not be limited to, compliance with the rule of law within policies & procedures by leadership in decision-making processes, on standards of measure provided by the government, by direct supervision, and by oversight bodies constituted to monitor the quality of service within a workforce, in its operationalization. When efficaciously administered, the quality of service in workforce orchestration can redress conditions from their current state to levels that can comprehensively transcend to address challenges within current and future budgetary outlays as systems are built in furtherance of truths to sustain constitutionally. Upon examination, prerequisites must provide for the necessary tasks & standards that are absolute in measure, comprehensive in detail, and absent of prejudice to resolutely transition away from conditions ill-suited in governance as adequate forms of rehabilitation and detention. Conditions that abridge the rights of the incarcerated and, through political conjecture, as being applied by the Vera Institute of Justice in this study, can apply divisive theorems with the shadings of truth as inefficacious budgetary assumptions unduly divest and fail to adequately sustain governance to ensure each civil servant workforce is well-constituted and administered absent measures to manage critical service gaps. Rights deprived under the color of law as institutions fail to perform the tasks and standards required to recover from chronic symptoms of a constitutional decline. This study is given a failing grade based on the absence of subject matter experts.

Background National research shows that individuals with experience in foster care graduate from college at a lower rate than the general population. Youth in foster care may be unaware of all the resources available to them that can assist with paying for higher education and unsure how to access those resources they have heard about. LDSSs (local departments of social services) and VAs (voluntary agencies) have the responsibility to inform the youth they serve of all available financial aid resources. (My Side Note: But often don't, hence the need for the Information Memorandum. Attorneys for Children (AFCs) have the same responsibility, and also often fail to share this information with the youth they are assigned to represent.) Any student considering applying for post-secondary education or training should be encouraged to complete the Free Application for Federal Student Aid (FAFSA) and receive appropriate assistance to do so. The completed and submitted FAFSA is often the first requirement for any financial aid for postsecondary education and training programs. The FAFSA may provide students with financial support, and the information from the FAFSA is often used by education and training programs to determine eligibility for both grants and scholarships. Individuals who were in foster care at the age of 13 or older should answer “yes” when asked on the FAFSA form if they have foster care experience, as this may also provide the student with additional supports and resources. The three financial resources that will be highlighted in this INF are the Tuition Assistance Program, the Foster Youth College Success Initiative, and the Education Training Voucher.

This week, I *finally* received the remaining documents responsive to a FOIA request to the CT Department of Corrections featured in this story: https://lnkd.in/eRsJMMU9 While it's great to receive documents 14 months later, this highlights how broken FOIA is in Connecticut. I received the remaining documents after I threatened to lodge a complaint with the Freedom of Information Commission, which adjudicates FOIA violations, if the request was not completed by today. An earlier request for an update on the request status was not answered. The message accompanying the documents was full of apologies for the delay but also explanations as to why it had taken so long: it was a large request, redactions take time, etc. But despite this, DOC was able to turn over documents within a week once threatened. This is also one of several long outstanding FOIA requests Inside Investigator reporters have received recently after threatening various public agencies to go to the FOIC if records were not turned over. Not all public agencies in CT have this problem. I've dealt with a number of municipalities/agencies that are incredibly responsive and helpful in dealing with requests, even providing documents beyond what's asked for. But that the response to FOIA requests can be so varied, and can hinge upon the attitudes of public agency employees, is a tremendous problem. If I can't obtain records without the threat of a legal process, FOIA doesn't work. If the length of time it takes to receive records is dependent on individual agencies and their employees, FOIA doesn't work. The law needs to be reformed. Do better Connecticut.

I concur. The expansion of the State Commission of Correction is vital to reverse the capitulation of balance within the rule of law within carceral systems, to protect the rights of the incarcerated, and to intercede on behalf of each public safety workforce that suffers from degraded operational comportment. These constituent elements within carceral systems become entangled by political divides that can apply indifference, such as insufficient budgetary action to effectively enable necessary tasks and standards and failures to develop reasonable milestones to comply with legally binding consent decrees. Critical decision-making challenges require robust expertise to address the complexities of governance measures and workforce assumptions necessary to establish sound transitions. If well established, this undertaking can transform oversight of the comportment and operationalization of a workforce towards truly functional models by the rule of law in size, scope, and scale. Action is needed to address the challenges within the complex nature of carceral system management in service of the people.

Monroe County Sheriff's Office Sheriff Todd Baxter and a wide variety of #community leaders are "consensus-building" across #NewYork state to prompt lawmakers to tweak #criminaljustice reforms instituted since 2018. The Consortium for Safe Communities (CSC) ourconsortiumny.com is a unique collective started in #RochesterNY, drawing from business, government, law enforcement, education, community activists, religion, private citizens, and others. CSC's current effort is focused on bail reform with three primary objectives: establishing a dangerousness standard, adding a repeat offender option, and writing a "clean law" that is easily understood. Currently, New York state is the only jurisdiction in the country that doesn't allow judges to hold lawbreakers if they pose a threat to the community. Advocating for crime victims, the CSC also opposes proposed "elder parole" legislation that would allow convicted prisoners, regardless of the crime, to be eligible for parole with 15 years of their sentence served by age 55 or older and potentially provide them with a pension if released. The CSC maintains such a program re-victimizes those affected by crime. Sheriff Baxter is quick to point out that discussions within the founding Monroe County chapter of the CSC are spirited, with members often in disagreement but arriving at goals that promote #publicsafety. Statement from NYSCAA (New York State Community Action Association. A big thanks to the NYSCAA staff for the invaluable guidance they provide year round that make all community actions better! Today, we commemorate the 60th anniversary of the signing of the Economic Opportunity Act of 1964, a key piece of legislation that laid the foundation for alleviating poverty and uplifting low-income individuals and families across the country. On August 20, 1964, President Lyndon B. Johnson declared an “unconditional war on poverty” by signing this landmark act, and from that moment forward, Community Action Agencies (CAAs) have been at the forefront of the fight for economic justice and equity.   At the time, approximately 19% of Americans lived in poverty, a stark reminder of the challenges many faced in accessing basic needs like food, housing, and education. In New York, the poverty rate was even higher, with an estimated 21% of residents living below the poverty line. Today, while the national poverty rate has fallen to around 11.5%, and New York's rate has decreased to approximately 14%, poverty remains a persistent challenge. Many communities, particularly in rural areas and among marginalized populations, continue to face disproportionate economic hardships.   Through education, employment opportunities, housing assistance, and so much more, Community Action serves as a catalyst for positive change in New York and beyond, but there is still much work to be done. To fully realize the promise of the Economic Opportunity Act, we must continue addressing the root causes of poverty and expanding access to opportunities for all. The spirit of the Act endures in today’s work—whether through expanding affordable housing, healthcare, or education—ensuring that every individual, regardless of their circumstances, has a fair chance to achieve economic stability and success.   As we reflect on six decades of service, let this anniversary renew our commitment to ensuring that every person in our state and nation has the opportunity to thrive. Our mission is far from complete, but with continued passion and determination, we will move closer to a future where poverty is no longer a barrier for anyone in our communities.

Congratulations to John Hall on publishing one of the smartest pieces in a long time on the intersection between policy and politics in public safety. John advocates for long term, evidence-based, sustainable strategy, the antithesis of blitz volume enforcement to generate numbers worthy of a press conference. This is the future of policing. The New Jersey State Planning Commission has recently released a draft of their new State Development and Redevelopment Plan, the first in nearly 23 years. The new document would guide state policy on infrastructure and land use statewide, while recognizing the needs to adapt to climate change and to ensure equitable treatment for underserved communities.
