3moI completely agree, although many factors depend on one's family situation. For ex, one of my friends, who is 23 years old, has immense potential to thrive in Bengaluru. But, he cannot relocate from a tier 2 city because his father passed away two years ago, and now he needs to take care of his mother. There are many similar stories where individuals aged 23, 25, or 27 find themselves taking care of their grandparents. In many cases, the amount of time spent on family responsibilities surpasses the time they would otherwise dedicate to personal or career growth.
