Yesterday, Los Angeles Metro released a solicitation to purchase up to 1,160 zero emission buses (solicitation link in comments). The base order includes 260 battery electric buses (BEBs), 20 fuel cell electric buses, and opportunity chargers for future bus rapid transit lines. The order is an important next step in achieving Metro's ambitious zero emission fleet goals. Metro's procurement meets many of the Federal Transit Administration's administrative priorities meant to strengthen the U.S. transit bus manufacturing industry -- there are only two Buy America compliant full size transit bus OEMs left!! We've reduced customization, introduced progress payments, and implemented a regional procurement approach that will allow other LA County transit operators to buy buses through the contract options. While it will be a few years before these buses hit the streets, Metro's existing BEB fleet has logged more than 5 million miles, to my knowledge, more than any other transit agency in the U.S. And we have 95 more BEBs coming this year that will serve the J Line and local service around the County. BEB technology still has a long way to go before it reaches cost and performance parity with Metro's renewable gas-powered CNG fleet, but we anticipate considerable improvements with each new generation of buses. We hope that by aligning our procurements with FTA's administrative priorities it will bring more certainty to a challenged industry, draw more competition into the transit bus space, and drive technology advancement. Well done Daniel Surmenian, Metro's Vendor / Contract management team, and the many other staff and consultant team members who got this procurement together. Your efforts not only help to push the industry forward but also put Metro's recent application to the FTA LoNo / Bus & Bus Facilities grant programs in a strong position to receive funding. Electrification of US Medium- and Heavy-Duty Commercial Fleets Requires Nearly $1 Trillion in Infrastructure Investment Full electrification of the US commercial truck fleet would require nearly $1 trillion in infrastructure investment alone, according to Forecasting a Realistic Electricity Infrastructure Buildout for Medium- & Heavy-Duty Battery Electric Vehicles, a new report from Roland Berger released today by the Clean Freight Coalition. The study forecasts a realistic infrastructure buildout for the electrification of medium- and heavy-duty commercial vehicles, exposing what the CFC calls a massive investment gap as state and federal policymakers mandate increased adoption rates of battery-electric commercial vehicles The CFC, which consists of several transportation stakeholders across the trucking and motorcoach industries, such as the American Bus Association (ABA), the American Trucking Association (ATA), and others, says that policymakers must address these cost concerns and infrastructure hurdles to ensure that an electrified supply chain functions smoothly for the American economy. According to the report, preparing the current commercial vehicle fleet for electrification would cost the trucking industry over $620 billion solely in utility and infrastructure expenses. This includes the installation of specialized chargers, electric service upgrades, and facility enhancements. Additionally, utility companies would need to invest $370 billion to upgrade grid networks to meet the demands of just commercial vehicles. Peter Pantuso, President and CEO of the American Bus Association (ABA), commented, "Forcing the transportation sector to transition to electric vehicles, without considering the totality of what’s involved, makes no sense. This study is a wakeup call and should change the conversation. The U.S. bus industry has a strong environmental record, taking cars off the road and reducing congestion. We’ll continue to support climate initiatives, but they need to be grounded in reality, and the reality is: charging infrastructure has a long way to go before EV transition can succeed." Regulation holding back EV future Businesses are installing on-site electric vehicle (EV) charge points for commercial fleets and offering such facilities to the public, but are battling complex regulations and planning laws, Believ research has shown. At present, only 1% of vans, 8% of company cars, and less than 1% of HGVs are electric, but in a major piece of research, charge point operator Believ has found almost all (88%) businesses are already installing EV charging infrastructure. Many (57%) plan to double charging capacity by 2028 and understand the advantage of having their own charging facilities to attract new customers (69%) or use charging revenues to offset any upfront installation costs (72%). But despite this seven out of ten respondents (70%) say projects are delayed by the slow pace, high cost and complexity of working with electricity companies to upgrade the local power supply, and 11% find it a significant barrier. AA$36.5 million has been set aside to provide 10,000 rebates worth A$3,500 to customers who buy a new electric or hydrogen fuel cell vehicle up to a value of A$70,000, and A$23 million for the WA EV Network to build fast-charging stations along major travel routes. The same grant system will also provide $10 million for not-for-profit and SMEs to install charging infrastructure. Another $4 million will be used to install charging infrastructure at train stations. Interestingly, the subsidy covers fuel cell cars (the Toyota Mirai costs about A$60,000, and the FCEV Toyota Hia-Ace may cost even more). Overall, The Western Australia State Government will invest over A$200 million into electric vehicle adoption and charging infrastructure for the state.
