Regulation holding back EV future Businesses are installing on-site electric vehicle (EV) charge points for commercial fleets and offering such facilities to the public, but are battling complex regulations and planning laws, Believ research has shown. At present, only 1% of vans, 8% of company cars, and less than 1% of HGVs are electric, but in a major piece of research, charge point operator Believ has found almost all (88%) businesses are already installing EV charging infrastructure. Many (57%) plan to double charging capacity by 2028 and understand the advantage of having their own charging facilities to attract new customers (69%) or use charging revenues to offset any upfront installation costs (72%). But despite this seven out of ten respondents (70%) say projects are delayed by the slow pace, high cost and complexity of working with electricity companies to upgrade the local power supply, and 11% find it a significant barrier. As we work on finalising the Sophus3 EV Index for the latest quarter, this insightful piece from Transport & Environment (T&E) has caught our attention. The analysis fits exactly with our own observations that it is not a lack of public charging infrastructure that is the primary deal breaker for electric vehicle acquisition that many claim it to be. T&E’s study shows that charger roll out has kept pace with the expansion of the European EV fleet, and last year, even outstripped it. The most pressing challenge as we see it, is the differential in pricing between EVs and their fossil-fueled equivalents. Until that is tackled by the appearance of genuinely affordable EVs—or generous incentives—then the urgently needed transition to electric will remain stuck in low gear. California installed 24,202 electric-vehicle chargers in the first half of 2024, bringing the total to more than 150,000. California has surpassed 150,000 public and shared private chargers installed statewide, including 137,648 “Level 2” chargers and 14,708 fast chargers. In addition to the public network, the state estimates that more than 500,000 private home chargers are installed across the state. Of the 48,000 chargers added to the data set since the end of 2023, 24,202 new chargers were installed in the first half of 2024. The remaining 23,142 chargers were installed before 2024 and identified through new data sources, according to the California Energy Commission (CEC). This announcement by Governor Gavin Newsom comes weeks after California posted its second- highest ever market share in zero-emission vehicle (ZEV) sales. “When it comes to zero-emission vehicle infrastructure, California has no peers,” said Newsom. “The state is all-in on clean transportation, dedicating unprecedented investments to supercharge our transition. We’re building a bigger, better charging network – faster.” The CEC approved more than $1 billion in funding this year for EV charging and hydrogen refueling projects for cars, trucks, and buses, including $390 million for electric school bus charging. The state is also expected to receive more than $380 million from the Infrastructure Investment and Jobs Act for building out chargers.

ElectricDrives reports on big EV charging funding news out of the UK, today, as more government finance is made available for local authorities: part of the Local Electric Vehicle Infrastructure (LEVI) fund. This £185 million tranche of funding, from the Department for Transport (DfT), United Kingdom, should add a few thousand charging points to the UK’s network of around 56,983 public chargepoints, a figure which has increased by 47% since this time last year. Hopefully, the new cash will convince even more UK drivers to switch to EVs. We'll have a special side event, on the deployment of LEVI funding, at this year's UK EV SUMMIT, 15 / 16 July. The UK Government will continue to deliver its £381m Local Electric Vehicle fund to councils, which can choose the location of EV chargepoints. Following the approval of the first five local authority applications in February, the government is funding 44 additional councils worth over £185m to support the delivery of thousands of EV chargepoints across England. The local authorities that have already been allocated to the second round of LEVI funding will be able to apply to the fund from 2 April 2024.
