Last week, we announced the latest round of awards from the Affordable Housing Leverage Fund (AHLF). $11.2MM to 12 projects delivering 357 units of affordable housing to Cincinnati residents. We’re proud of the results and – because it matters to those results – the process we used to get there. A little on both, then. This is all possible because the City of Cincinnati and Hamilton County, in their genuine wisdom, committed to investing in CDF together. This allowed us to consider a much larger pool of projects and advance multiple strategic priorities at once: -           Leveraging state funding: aligning our timing with multiple state funding cycles allowed CDF to boost the chances of Cincinnati-area projects for highly competitive state funds; -           Targeting affordability in “hot” neighborhoods: specifically encouraging affordability in areas seeing lots of investment delivered projects in OTR, Walnut Hills, Northside, and Evanston; -           Building developer capacity: continuing to support the growth of smaller developers to expand the region’s capacity to build, and affordably. This round of awards brings the total AHLF investment since late 2022 to $51 million in grants and loans to 44 projects delivering 1448 units (1357 income-restricted, 85% at 60% AMI or less). Work that responded to a loud community demand for affordability. And with an active pipeline of 19 projects (1055 units) seeking AHLF funding, that work continues.

Affordable Housing #Illinois update! On Tuesday, July 23rd, the Illinois Housing Development Authority (IHDA) announced awards for 9% Low Income Housing Tax Credits (LIHTC) – these are competitive tax credits, which developers across the State of Illinois apply for, with their affordable housing visions ranging from new construction, rehabilitation, and adaptive reuse (or a mashup of all!). In total, there were 16 developments chosen with $23.8M allocated for 792 units in 10 counties. Since I’m an engineer (and an affordable housing advocate), here are some more data points, (which may be a plug for my employer and what we do to support community development): •        Project-wise, the Chicago suburbs came home with 44% of the awards (7 of 16) •        “Other Metro” received 25% with most sites outside of St. Louis and one Decatur project •        Rural Illinois got 13% (2 of 16) •        Chicago got 3 projects (19%) – Humboldt Park, Chicago Lawn, North Center (equally split between West, South, and North sides) •        We worked on 69% of these projects this year (11 of 16) with our third-party construction risk management and due diligence services. •        Of those, 8 are new construction, 2 are rehabilitation, and 1 is an adaptive reuse. •        Of all the projects (incl. DOH***), we have evaluated since December, my data (JUST ME mind you), shows that Partner reviewed 41 projects encompassing nearly 3,000 units in over 3.2MSF in 211 buildings with construction budgets totaling $725M. (Holler if you want the non-DOH numbers, I'm out of data-crunching/Excel steam.) RE: the IHDA Newsroom, I’d be curious about future press releases including more project and “general” application data publicly (e.g., volume of applications; locations; rehab vs. new construction; total quantity of projects, units, proposed construction costs, etc.). Either way, a table format similar to the awards table would be awesome! It wouldn’t need to list the developers per se, but maybe just showcasing the demand. Either way, the LIHTC continues to be the strongest ally in financing these projects and will only increase with time! My personal favorites are 1) Humboldt Park (close to home) which preserves an historic terra cotta exterior wall along Pulaski and builds out the vacant lot for 61 units total and 2) Decatur, IL – Garfield School Apartments – conversion of a former 1925 elementary school into 63 units of housing. CLEVELAND BROWNS STADUIM There is no reason for the city to pay for any leasehold improvements in the stadium, unless they are amortized in the lease payments. The Mayor’s near half-billion dollar offer doesn’t explain why the subsidy is necessary, but if it were, this would not be a top ten use for public money. The Brook Park deal is fake, but if the Browns want to go to Brook Park on their own dime, almost no one is driving to the airport to watch eight home games a year. As far as the threat to moving the team out of Cleveland, Ohio law doesn’t allow it, and there is no way on Earth the NFL is going to allow it. The Haslams have no bargaining position, and the City and County should just say no. The Browns are net takers from the economy. If anything, if we want economic development based on athletics, hockey, rowing, soccer, a velodrome, etc., are way better investments, and they could all be tied into the MetroParks to benefit the entire community. Everybody should ask themselves, if they owned the stadium with private money, what deal would they make to lose money every single year? If it wouldn’t make private sense, why would it make public sense?

Math is fun. Especially when it comes to parking. Here's an equation on the conservative side: 374 parking spaces MINUS 295 luxury apartments (assuming fully occupied, but only 1 vehicle/unit) 8 owner-occupied condominiums (again, assuming only 1 vehicle/condo) 15 restaurant 8,500sf (staff with a manager, host, some servers and kitchen) 2 shoe store 3,300sf (staff) 5 med spa 3,300sf (staff) 2 taproom 1,000sf (staff) 47 parking spaces remain for residents that have more than one vehicle, staff for the apartment management and guests of the residents. Oh -and customers. Very conservative math...

A common trend: landlords buying up affordable housing only to turn around and raise rents, pricing out long-term residents. We must not only develop affordable housing, but preserve what we already have.

Seattle’s Atrium Court affordable and workforce housing project, a high-impact investment of the AIC CEI-Boulos Opportunity Fund, is featured on the cover of Amazon Housing Equity Fund’s 2024 annual report! AIC CEI-Boulos Opportunity Fund, a partnership between CEI-Boulos Capital Management and Allivate Impact Capital, invested $15 million for a majority ownership interest in the project, while Amazon Housing Equity Fund provided a $16 million low-interest loan to ensure that 74% of the project’s 271 apartments will be restricted to affordable between 50% to 80% of area median income for a staggering 99 years! Atrium Court, located in the diverse South Seattle neighborhood of Othello started construction in January. The project has a strong focus on environmental sustainability, including reducing energy consumption and conserving water. The project will employ modern green building design features, construction methods, and operating systems including stormwater management, a 33-kilowatt roof mounted solar array, passive solar design, compost collection, and no fossil fuel-dependent systems for building heat. In addition, the transportation-oriented project is less than 200 feet from the Othello Light Rail Station – reducing future tenants’ need for cars, resulting in a smaller financial burden and carbon footprint. The project supports Seattle’s “Urban Village” concept within the city’s “Seattle 2035 Comprehensive Plan,” which aims to increase housing density and affordability in neighborhoods near light rail stations, prioritizing walkability and public transit over driving. To address the increasing scarcity of affordable housing for residents earning low and moderate incomes in the Othello neighborhood, 59% of the development’s 271 units will be income-restricted to those earning no more than 80% Area Median Income (AMI), while 10% of units will be income-restricted at 60% AMI, and 5% of units will be income-restricted at 50% AMI. All affordability requirements will have a term of 99 years. The developer of the project is OZ Navigator, a joint venture between Housing Diversity Corporation and Nitze-Stagen & Company, Inc.. OZ Navigator conducted extensive multilingual outreach to determine community needs which informed the project’s planning and design. One feature created in response to community feedback will be a lighted rotating sculpture at the building’s entrance created by local artist Fumi Amano that displays various phrases in languages spoken within the Othello community. We are pleased to be partnering with Amazon Housing Equity Fund on this impactful project and are excited that Amazon Housing Equity Fund decided to so prominently highlight it! Alice Shobe. Cincinnati’s industrial real estate is starting to bounce back. Vacancy rates have dropped to around 5.8%, and there’s an uptick in leasing activity, especially for smaller adaptable warehouses.
