Europe’s 5G spectrum award era ending with a whimper The Netherlands’ long delayed 5G award of 3500MHz spectrum concluded yesterday. Although the spectrum will play a key role in enhancing capacity for mobile broadband, the auction itself was a non-event. Only the three incumbent MNOs competed and each won 100 MHz, the ideal carrier size for 5G. The spectrum sold at close to reserve price with minimal competition. Total proceeds were only €174.4M (US$187M), which translates to a price/MHz/pop of little more than 3 Euro cents. The licence term is only 16 years and 5 months to align with a 2040 end date, so the international benchmark value (usually done on a 20 year licence) will come out a bit higher. Nevertheless, this is well below European and global averages for this critical band, and represents a great deal for the MNOs. For comparison, the three-year moving average of prices paid for upper mid-band spectrum (2300 MHz through 4000 MHz) in leading economies, as calculated by NERA, was around 17 Euro cents in 2023. As described in our new book – Round-by-Round: Learnings from the Frist 35 Years of Spectrum Auctions – spectrum prices have been trending downwards throughout the 5G era (see chart). However, the most pronounced falls have been in the prices of low band (sub-1 GHz) and lower mid-band (1700-2100 MHz) spectrum. Upper mid-band spectrum has generally held its value, although the Netherlands outcome is consistent with a recent downward price turn for these bands too. Falling prices may be linked to the huge expansion in spectrum supply (which has sated demand in three player markets), technology change and the low profitability of the mobile industry, which has weakened willingness to pay. Price convergence across spectrum bands can also be linked to densification of urban networks and new antenna technology which has greatly improved the effectiveness of higher frequencies up to 4000 MHz. These changes have big implications for regulators who often rely on historic spectrum price benchmarks to set reserve prices and renewal fees. Even though recent years have seen significant inflation in prices for most goods, benchmarks for spectrum from the 4G and early 5G era generally need to be adjusted down not up. The Dutch Ministry of Economic Affairs, in setting a low reserve price and embracing a shared, low price outcome, appears content with this new reality. We have a market of around 450 million consumers in the EU, but investment per capita is half of that in the US, and we are lagging in 5G and fibre deployment. One reason for this gap is that we have 34 mobile network groups in Europe – and that is a conservative estimate, we have in fact many more – often operating at national scale, versus three in the US and four in China. To produce more investment, we need to streamline and further harmonise telecoms regulations across Member States and support, not hamper, consolidation.” Change is hard, but when the price is EU Competitiveness, thereby our future prosperity and jobs, surely it is worth it?

United we stand to ask #European #Telecoms Minsiters to protect the #OpenInternet and the European success story that is our online ecosystem. While the official agenda might not feature the dangerous proposals to prop up a few specific #telcos at the expense of the rest of #Europe, this joint letter shows that opposition to the old (repeatedly dismissed)!ideas remains as strong, no matter how they are repackaged. Europe's leading telcos just vowed to go greener. 🌿 What always strikes me about these announcements is the lack of aggression. Trials of sustainable towers on the outskirts (where data traffic is low to begin with); retiring old 2G and 3G networks (where data traffic is low to begin with); turning cell towers off when we are not using them anyway (where data...you get the idea); and vague pledges to be somehow better ten years from now. Another reason #euro2024 should be a fun watch – 5G will be involved! Broadcaster RTL Deutschland and Deutsche Telekom are working together to use 5G services via a private 5G network to deliver “data-intensive applications” with the network running in the 3.7GHz to 3.8GHz range and offering up to 100MHz of bandwidth to the broadcaster.
