【Mobility︱交通運輸】The Hong Kong SAR Government published the Green Transformation Roadmap of Public Buses and Taxis (“the roadmap”) on 10 December 2024. Civic Exchange welcomes this roadmap as a crucial step to reassure the introduction of approximately 700 electric buses and about 3,000 electric taxis by the end of 2027. These efforts are essential for shaping a vision that not only mitigates climate change but also enhances competitiveness of Hong Kong’s public transport system. 思匯歡迎香港政府於2024年12月10日發表的《公共巴士和的士綠色轉型路線圖》,並認為此舉能幫助政府實現早前於《施政報告》提出在2027年年底前投入約700輛電動巴士和約3,000輛電動的士的目標,既有助減緩氣候變化,又能提升香港公共交通系統競爭力。 Civic Exchange appreciates the government’s provision of short-term subsidies in procuring new energy buses, so as to raise the upfront investments required to replace conventional fuel buses with hydrogen-powered and battery electric vehicles. This measure aligns with one of the recommendations suggested in the white paper “A Pathway for the Deployment of Hydrogen in Hong Kong’s Public Buses” released in early December. Mr. Lawrence Iu, Executive Director of Civic Exchange, stated, “The subsidy reinforces market confidence by sending a positive signal to bus manufacturers that Hong Kong’s electric vehicle market has significant potential. 【Mobility︱交通運輸】On 5 December 2024, Civic Exchange released a white paper calling for the development of an innovation-supportive business model specifically for public bus services to adopt zero-emission bus fleets in Hong Kong. 思匯於2024年12月5日發表《香港公共巴士使用氫能藍圖》白皮書,呼籲為巴士車隊全面低碳轉型發展一個支持創新科技的商業模式。 The current farebox-dependent franchise model stands in the way of Hong Kong’s transition towards new energy bus fleets, which is crucial for achieving the city’s broader goals for carbon neutrality before 2050. 專營巴士現時依賴票務收入的營運模式不足以籌集車隊轉型新能源巴士所需的前期資金,妨礙香港在2050年前實現碳中和的目標。 The urgency of this transition is heightened by a lack of funds, alongside the legal mandates that limit the lifespan of diesel buses, as well as the challenges in adapting new energy vehicles to operate effectively in Hong Kong's diverse terrains. 由於缺乏資金、法律規定專營柴油巴士車齡屆滿十八年之前便須退役,以及新能源車巴士須面對於地形複雜的香港中有效運作的難題,故須盡快為車隊低碳轉型制定詳盡計劃。 White paper recommends that both the government and bus companies engage to refine the current franchise model. 【Mobility︱交通運輸】On the morning of 29 November 2024, Civic Exchange and think tank Shenzhen Xieli Innovation Center of New Energy and Intelligent Connected Vehicle (NEICV) co-curated ‘Driving the Future of Zero Emission Freight Corridors: Opportunities for Collaboration between Hong Kong and Shenzhen’ was held. 思匯政策研究所與深圳協力新能源與智能網聯汽車創新中心於 2024 年 11 月 29 日共同舉辦「推動零排放貨運走廊的未來:香港與深圳的協作機遇」活動。 Mr. Xie Haiming from NEICV was invited to share his views on the ‘Shenzhen-Dongguan-Huizhou New Energy Heavy Duty Truck Pilot Project’. The project has achieved a number of important results in the past year, including: 📌Collaborated with 10 different logistics companies to integrate 38 electric heavy-duty trucks into their fleet. The year-long project collected logistics data on operation and energy consumption within a year. 📌Successfully attracted 40 companies to participate in the pilot project, covering different transport scenarios from port and warehouse transport to short-haul freight. 📌It further identified the key drivers for promoting zero-emission freight corridors in the Greater Bay Area. 活動邀請創新中心執行主任謝海明先生分享「深莞惠新能源重卡試點」項目及其於過去一年多項重要成果,包括: 📌與 10 家不同承運商合作,把 38 輛電動重型貨車整合到其車隊中,並在一年內收集營運和能源耗用的物流數據; 📌成功吸引 40 家公司參與此試點項目,涵蓋從港口、倉庫運輸到短程貨運的不同運輸場景; 📌進一步確認在粵港澳大灣區推動零排放貨運走廊的主要推動因素。 In addition, Zion Lee, Consultant of H2 Solution Limited, shared the development of hydrogen energy in the Mainland, giving a brief overview of the cross-border hydrogen infrastructure and its impact on the regional economy. 【COP29】COP29 concluded was historic as the first “Finance COP,” where developed nations committed to providing US$300 billion annually in climate finance by 2035. While this commitment falls short of the trillion-dollar figure sought by developing countries, it represents an important step forward in addressing global climate finance needs. Moreover, while no progress was made on fossil fuel phaseout, the conference marked a key milestone for operationalising carbon markets. 【Nature-based Solutions︱基於自然的解決方案】Our Operation Manager, Ivy Yeung participated in ReThink HK x Kadoorie Farm and Botanic Garden habitat restoration programme in November. It was a fantastic opportunity to learn about learnt about KFBG’s conservation efforts and the history of deforestation and reforestation in the area. During the event, participants from different organisations worked together to plant local species to enhance biodiversity and restore ecosystems. 思匯營運經理楊敬雯於十一月參加由Rethink HK和 嘉道理農場暨植物園合辦的森林復育計劃,並藉此了解嘉道理農場的保育工作,以及本地森林砍伐和重新造林的歷史。當日來自不同企業及組織的參加者共同種植本地樹苗,幫助發展中的樹林提高生物多樣性並恢復生態系統。 Ivy also explored bio-charcoal technology in KFBG. Biochar serves as a soil amendment while helping to sequester carbon—an innovative approach to improving soil health and combating climate change. 【Community Engagement︱社區參與】On 19 November, our Programme Lead, Kitty Tam, was invited to speak at the opening ceremony of The Housing Society Exhibition Centre Thematic Programme on Climate Change and Resilience, organised by Hong Kong Housing Society. 思匯項目主管譚芷菁於11 月 19 日獲邀出席由香港房屋協會舉辦的「天氣暖咗,雨水多咗,有乜啟示」社區參與計劃啟動禮並擔任主講嘉賓,就「氣候變化仍可逆轉?」一題演講。 Kitty delivered a talk titled, “Can Climate Change Still Be Reversed?”. To address this critical question, she highlighted that, compared to pre-industrial levels, our planet has already warmed by 1.64°C between September 2023 and August 2024, with carbon emissions continuing to rise despite the 2015 Paris Agreement. She also referred to the alarming prediction in the United Nations Emissions Gap Report, which projects a temperature rise of up to 3.1°C by 2100 if urgent action is not taken. 她指出,與工業革命前水平相比,地球的氣溫已在2023年9月至2024年8月期間上升至1.64°C。儘管各國在 2015 年簽署《巴黎協定》,但全球碳排放量仍持續增加。聯合國近日發布《2024年排放差距報告》,警告人類如果不再盡快採取氣候行動,預計在2100年前,全球氣溫將升高達3.1°C。 Kitty emphasised that while the situation is dire, there is still an opportunity to bend the curve. 【 #COP29 】The Central Bank of the Republic of Azerbaijan (CBAR) unveiled its “Roadmap for Advancing Interoperability and Comparability of Sustainable Finance Taxonomies” during COP29, aiming to increase alignment of taxonomies worldwide and attract financial capital for the transition in line with the Paris Agreement.
