The European Telecommunications Satellite Organization (EUTELSAT IGO) is an intergovernmental organisation consisting of 49 member states. Its mission is to maintain the rights to use radio frequencies and orbital locations which were assigned collectively to the Member States by the International Telecommunication Union and to oversee the operations of Eutelsat S.A. so as to ensure that the company complies with the EUTELSAT Amended Convention. Other key activities of EUTELSAT IGO include ongoing monitoring of the regulatory environment in European countries and continued collaboration with other international organisations. EUTELSAT IGO has the status of an International Organization Operating Satellite Systems (IOOSS) in all three sectors of the ITU. Since June 2008, EUTELSAT IGO has also held permanent Observer status with the United Nations Committee on the Peaceful Uses of Outer Space (COPUOS). The organisation also cooperates with other satellite organisations such as International Telecommunications Satellite Organisation (ITSO), International Mobile Satellite Organisation (IMSO) and INTERSPUTNIK. EUTELSAT IGO consists of the Assembly of Parties to the EUTELSAT Convention and the Secretariat which is the permanent body of the Organisation. The Secretariat is headed by the Executive Secretary who is legal representative of EUTELSAT IGO and an observer (censeur) on the Board of Directors of Eutelsat S.A.

    This week the Heads of International Telecommunications Satellite Organization ,International Mobile Satellite Organization and EUTELSAT IGO met in #Washington for our 15th #Tripartite Meeting This is an important annual event which gives us a chance to review the developments in the #satcom market in the context of public service obligations. Patrick Masambu, Laurent Parenté and myself were joined by Renata Brazil David , ITSO Director General-Elect, who will assume office next July. We reviewed challenges and successes related to our organizations since the last Tripartite meeting, which took place in #London in October 2023. The discussions also focused on the rapid changes in the telecommunications sector with the rise of LEOs and the increasing importance of satellite connectivity which not only brings challenges but also many opportunities to the three IGOs. We will work together to ensure the continued growth, sustainability and stability of the global telecommunications sector. Our activities are aimed at ensuring coverage and connectivity as well as securing public interest. The next Tripartite Meeting will take place in #Paris in the Fall of 2025.

    Our Executive Secretary Mr Piotr Dmochowski-Lipski is a guest this week at the 41st Assembly of Parties of International Telecommunications Satellite Organization taking place in Washington, D.C. Both intergovernmental satellite organisations have been supporting each other for decades in a shared mission to safeguard public interest in relations with commercial satellite operators using orbital positions and radio spectrum collectively assigned by International Telecommunication Union to our Member States 🛰️📡🌍 In his opening day speech, Mr Piotr Dmochowski-Lipski stressed that against the backdrop of changing business environment of satcom industry, undergoing massive changes in technology brought about by the advent of LEO solutions as well as a wave of horizontal and vertical consolidation, it is more important than ever to underline the role of our organisations as guardians of the public origins and universal obligations of the satellite operators we oversee. In this context, the Executive Secretary praised EUTELSAT IGO’s good cooperation with Eutelsat Group and its top management led by Eva Berneke. We all strive to contribute towards bridging the digital divide worldwide in the quest to fulfil the United Nations SDGs 🌐🛰️

    As the United Nations Committee on the Peaceful Uses of Outer Space #COPUOS24 plenary meeting continues in #vienna, I delivered a report on EUTELSAT IGO activities over the past year. It was a very eventful year for us. The Eutelsat Group, with which our intergovernmental organization is bonded through the provisions of the EUTELSAT Amended Convention, acquired Eutelsat OneWeb to become the only operator in the World wholly owning both GEO and LEO fleets, offering truly multi-orbit solution to clients both commercial and governmental. This is a very positive development in a quest to achieve a goal of diminishing or, even better, eliminating the connectivity gap affecting too many humans worldwide. One important issue of concern to EUTELSAT IGO is a recent increase of deliberate interferences in satellite transmissions, in other words cases of jamming. Jamming is illegal. International Telecommunication Union Radio Regulation 15.1 unequivocally prohibits it, and so do national regulations worldwide. Jamming infringes on a basic human right of freedom of expression, as stipulated by Article 19 of the Universal Declaration of Human Rights. I called for action aimed at stopping this harmful practice, which also goes against the objective of reaching fully sustainable and beneficial to mankind use of radio spectrum in Space and on Earth.     The Advisory Committee of EUTELSAT IGO met yesterday in Paris under the chairmanship of Ms Diana Daczi, LLM. We thank our delegates representing permanent members of the Committee 🇫🇷 🇭🇺 🇮🇹 🇱🇮 🇷🇴 🇨🇭 🇹🇷 as well as the delegate representing 🇬🇧 attending as observer for their valuable inputs that contributed to the success of the meeting. It was with great pleasure that we welcomed at the meeting the president of the Assembly of Parties Ms Ivana Stankovic. The Executive Secretary Piotr Dmochowski-Lipski informed the Committee of the activities of the EUTELSAT IGO Secretariat and presented a report on Eutelsat S.A.'s compliance with the Basic Principles in accordance with the EUTELSAT Amended Convention.   • EUTELSAT IGO is attending #satellite2024 which is showcasing the unprecedented phase of growth and innovations in the satellite industry here in Washington DC. The demand for satellite and space connectivity is still growing and it is an obvious truth that the digital divide can only be bridged with satellites! Multi-orbit constellation, such as Eutelsat Group, is the game changer paving the way for a new era in communications and satellite direct to the phone is already filing the connectivity gap of terrestrial telecommunications. New sets of standards are to be developed to ensure satellites interoperability as are new business models required to better serve customers’ needs. Demand is creating huge opportunities for operators and manufacturers, but keeping up with the goal of broadband connectivity for all anywhere and at anytime also requires massive investments. #AI will play a central enabler role and so will public-private partnerships to ensure meaningful connectivity worldwide. Partnerships between the Satellite and Terrestrial networks will act as enablers for seamless service continuity as will collaborations between key strategic satellite operators and space agencies to handle #cybersecurity issues and space sustainability. With the extensive demand for connectivity and the need for increased capacity in access to space, the +60 years old satellite industry is now shaping its future in the making. #SATshow #satelliteconnectivity #digitaldivide

  • Bridging Mobile and Sat worlds at #mwc2024 : A winning combo for customers! During the first "Satellite and Non Terrestrial Networks Summit" organised by GSMA Intelligence this afternoon, EUTELSAT IGO witnessed the reality of convergence in action between satellite and mobile networks.   • MWC2024 : Elevating connectivity! 📡 #mwc2024 kicked started yesterday with an impressive line up of speakers, of which 45% are women. Featured on more than 15 stages across 9 exhibition halls #mwc2024 is gathering around 95,000 attendees under the banner “Future First”.  But already on this second day, #AI is on every lip and clearly the buzz word of this year’s event! 🛰 EUTELSAT IGO’s first participation in the MWC series, is aligned with the recent changes in the mobile sector given its adoption of #satellite connectivity and new role in space. When satellite and space actors are calling for more regulations to improve space traffic management, in order to have a sustainable business for the future, it is quite the opposite for the traditional European Telco operators. In a keynote session yesterday featuring four European CEOs from Deutsche Telekom, Orange, Telefonica and Vodafone (a world first according to the CNBC moderator) all speakers recognised the importance of partnerships (see Open Gateway initiative) to better serve their customers and be best equipped to embrace new Dx challenges, but all also begged for a revolution in EU and national regulations allowing for more interoperability, flexibility and fairness given the ever increasing data trafficking !     EUTELSAT IGO participated in the 61st session of the Scientific and Technical subcommittee of #COPUOS, which concluded its work yesterday with the adoption of its report. The session was focused inter alia on matters pertaining to Space debris, Near-Earth objects, the use of nuclear power sources in outer space, GSO and Space weather. The inclusion of a new topic for future sessions of the STSC was extensively discussed by the COPUOS Member States and a consensus was finally reached. The matter on “Dark and quiet skies, astronomy and large satellite constellations: addressing emerging issues and challenges” will be become a recurring agenda item of the STSC for at least three years. The working group on the Long-term Sustainability of Outer Space Activities (LTS) held a fascinating Workshop on 6th February 2024 featuring the views from both the public and private space sectors. National Space agencies, Ministries and Observatories from all around the world and private entities with #SlingshotAerospace, #NorthStarEarth&Space, #Astroscale and #HPSGmbH, recognised that the use of space has changed who we are. To cope with the ongoing proliferation of space objects in all Earth-orbits and in order to mitigate the risk of collisions which could generate thousands of space debris, it was agreed that no one can do it alone and that capacity building activities and enhanced international cooperation were highly needed between States and the current and new private actors of the space economy! To safeguard a sustainable use of outer space for now and the future, international standards for information format and communication protocols should be developed and shared globally. The LTS Guidelines published in 2021 by UNOOSA serve as formidable ground and reference to ensure the long-term sustainability of outer space activities.
