$78,000 penalties for individual staff for code of conduct breaches were criticised by most key provider and worker voices in their submissions on the draft of the new Aged Care Act. Critics include the main provider association, Aged & Community Care Providers Association, the Australian Nursing & Midwifery Federation, HSU National, large providers like Bolton Clarke, and faith-based networks like Catholic Health Australia. Yet this issue isn’t mentioned anywhere in the published consultation feedback summary. The specific concern with penalties for the code is that they apply to low-income individuals for even minor breaches of the fairly vague and subjective aged care code of conduct, with prosecutors only needing to prove the offense against a civil standard. It’s grossly unfair and unnecessary given other remedies like banning orders and standard criminal offences. However, this is just one example. There are plenty of other important points made in various submissions and meetings that the consultation summary ignores. The summary also tends to summarise sentiment rather than substantive arguments. This summary isn’t the only way that the Government synthesises feedback. But it’s still concerning that it misses so many major issues raised by key stakeholders. I'm not even surprised. Just disappointed. #agedcare

The Monthly Care Statements pilot - RESIDENTIAL AGED CARE Between October 2022 and November 2023, the Nous Group designed and implemented a pilot of the Monthly Care Statements. A representative mix of 37 residential aged care providers volunteering 40 homes participated in the pilot. The pilot tested whether the statements were useful and met the needs of residents. During the pilot, they surveyed residents and their representatives about their experience. They found most residents and representatives rated Monthly Care Statements as helpful or very helpful.  We have carefully considered the pilot's results. We are developing an approach for mandatory national implementation. What they include For all residents, the Monthly Care Statement will include information on: wellbeing activities, such as social activities, arts and craft or exercise. changes to medication appointments, hospital or doctor visits nutrition and weight When relevant, the statement may also include: summary information (diagnoses) wound management mobility and falls. Data collection will be critical as these statements are implemented nationally, Talius can help support effective data collection and co-design dashboards to support easy access in addition to care minutes. Have you read the draft National Nursing Workforce Strategy? ❌ No real discussion of nurse graduate numbers, or how to increase them ❌ Migration barely mentioned ❌ No concrete discussion of whether/why more nurses are leaving the profession. ❌ Most recommendations are motherhood statements (e.g. enable nurses to work to their optimum scope of practice in all settings). We have enough people who want to be nurses. Increasing the nursing supply is a production problem. Fundamentally, it is a solveable problem. At least in the medium-term. And it has real implications for the cost and quality of health services. There has been at least year to work on this. I think it is reasonable to expect some sort of practical roadmap. Maybe the issue is the national cabinet process? This doesn't seem like is a wicked problem. As far as I can see it isn't political. It will clearly save money, and probably lives. I'm not saying that there is a magic bullet. I think it'll probably be a lot of hard work. But nothing about it seems intractable. The changes within Residential Aged Care (RAC) continue. From 1st October 2024 the following changes are coming to the care minutes in RAC: 💠 10% of your service-level RN targets can now be achieved with care time provided by Enrolled Nurses (ENs) 💠 44 minutes of direct care will be provided by a Registered Nurse (RN) 💠 care minutes will increase to 215 minutes per resident sector wide Obviously the purpose behind these changes is to continue to enhance the quality of care for residents but perhaps now with softening the burden of work solely on RNs...... Aged Care Commissioner, Carolyn Cooper, joined RNZ on Nine to Noon today, highlighting the mounting pressure on aged care services, particularly in regional towns like Wairoa. With the closure of local facilities, many families are left caring for vulnerable elderly relatives at home, often in inadequate conditions.   The Commissioner pointed out critical gaps in our system, reflecting concerns the Aged Care Association have raised for years, noting “there’s no continuum of care that’s properly designed across the country". She goes on to emphasise the need for community-designed care services that reflect local needs.   Te Whatu Ora are developing a new funding model, and the Aged Care Association continues to urge for better consultation and transparency. The sector simply must be involved in shaping any future models to ensure sustainable, high-quality care for our elderly population. An independent review has assessed the Aged Care Quality and Safety Commission’s ability to effectively regulate the aged care sector. This review aims to ensure that: - Aged care services meet Quality Standards and are accountable. - People can access high-quality aged care. - Older individuals, their families, and carers have a way to raise complaints and concerns about aged care services. The report includes 32 recommendations to strengthen the Commission. The Australian Government has accepted all recommendations, which include: - A new organisational structure. - Increased data capability and digital infrastructure. - Improved complaint resolution processes. - Enhanced role and independence of the Aged Care Quality and Safety Advisory Council. Work has already begun on implementing these recommendations. Barriers to high intensity support payments, yet again no increase for support coordination & therapy prices, and flawed cost models threaten essential services.
