INTRODUCTION
The primary aim of SHES training is to improve and enhance a person’s skills, knowledge and/or
attitude to enable that person to carry out his/her work safely. This will help to ensure that an
individual is competent to perform the work required of them. Provision of adequate training is
an essential part of effective SHES management and, for training to be successful, a considered
planned approach is necessary.

1.1. Scope
This SHES Training plan applies to all personnel working in, or accessing any of the Project
work locations. The Project personnel includes COMPANY, CONTRACTOR,
SUBCONTRACTORS, Vendors, and Visitors.
For activities in the Qatargas OPCO asset areas (hereafter termed as Brownfield areas)
Qatargas OPCO Training requirements will be followed in addition to the Project trainings.

1.2. Purpose
The purpose of this SHES training plan is to stipulate requirements to evaluate the specific
SHES training needs, develop training profiles and administer the training including
development of training modules, delivery, evaluating its effectiveness and maintaining an
auditable record.
The ultimate goal is to train all personnel in recognizing job hazards and risk associated with
their work scope and to ensure that necessary mitigations/precautions are implemented before
carrying out the work to prevent work-related injury, and damage to property and the
environment.

ROLES & RESPONSIBILITIES


The following section details the roles and responsibilities related to SHES Training
requirements.

4.1. Project Manager


The Project Manager holds the ultimate responsibility for ensuring that this plan is
communicated to all Project personnel, vendors and visitors, and for providing required
resources to effectively implement this plan throughout the duration of the Project.

4.2. Site Manager


The Site Manager will be responsible for ensuring the SHES Training Plan is effectively
implemented and maintained throughout the duration of the Project.
The specific responsibilities of the Site Manager includes:
 Provide all necessary resources for the implementation of the SHES Training Plan.
 Ensure that all Project personnel are made aware of the SHES Training Plan and its
requirements
 Ensure that all Project personnel are adequately trained to safely perform the job task
assigned.

4.3. Construction Manager


The Construction Manager will be responsible for ensuring the SHES Training Plan is effectively
implemented and maintained throughout the duration of the Project.
The specific responsibilities of the Construction Manager includes:
 Ensure that all Construction team members are made aware of the SHES Training Plan and
its requirements
 Ensure that all Construction team members are adequately trained to safely perform the job
task assigned.
 Continuously identify the SHES training needs to improve the overall project SHES
performance.

4.4. Site SHES Manager


The Site SHES Manager, assisted by the SHES Technical Coordinator will oversee the
development, implementation, regular monitoring, and maintenance of the SHES Training Plan.
The specific responsibilities of the Site SHES Manager will include but not limited to:
 Support the SHES Training Plan, training modules/packages to cater to the scope of work

 Support and keep up to date a schedule of training including SHES and Craft training
 Ensure that trainee’s understanding is properly assessed.
 Monitor effectiveness of SHES Training Plan and make recommendations for improvement
when necessary
 Ensure that the lessons learned from incidents are incorporated in training materials

4.5. SHES Technical Coordinator


 Oversee the functioning of training team
 Ensure requirements of this plan are implemented
 Update the SHES Training Plan as per the need
 Ensure training needs are identified in consultation with relevant discipline managers
 Ensure training material is current and updated as required (.e. incorporating lesson learned
from incidents)
 Monitors training performance and report it as part of KPI

4.6. SHES Training Coordinator


The SHES Training Coordinator is responsible for coordinating, developing, evaluating and
maintaining SHES training curricula, schedules and materials to ensure personnel possess the
knowledge and skills to perform tasks safely. The coordinator will further support vocational/craft
training as required.

The specific responsibilities of the SHES Training Coordinator will include but not limited to:

 Develop and implement SHES Training material based on the scope of work.
 Identify, develop and implement SHES training solutions by analysing incident trends and
assessing employee learning needs in consultation with recognized subject matter experts
and project teams.
 Develop and maintain timely, well-organized curricula, lesson plans, training materials and
resources.
 Ensure training curricula meet regulatory and Project requirements.
 Proactively identify and implement improvements in training curriculum and modules.
 Coordinate SHES training schedules with department supervision and SHES Trainers.
 Oversee new and transferred personnel SHES and Craft training.
 Establish and implement methodologies to evaluate training effectiveness.
 Audit internal SHES Trainers and modules to ensure learning quality.
 Ensure that training documentation and records are maintained.
 Liaise and coordinate with external training sources such as First Aid Training, Rigging,
Authorized Gas Tester, Fire Warden training, Rope Rescue training etc.
 Ensure that a database of training is maintained and share with COMPANY as required,
including the training matrix (Appendix 8)
 Report training compliance through the use of the training matrix and training register.

 Coordinate with all Qatargas OPCO trainings.

4.7. SHES Trainer


The SHES Trainer position is responsible for conducting SHES Training. The specific
responsibilities of the SHES Trainer will include but not limited to:
 Support in analysing and assessing the SHES training needs and perform such analysis
periodically and updating the Training Matrix periodically.
 Support in preparing and developing SHES training and testing modules/packages relevant
to the Project and translating English into the language being taught.
 Reviewing all SHES training modules/packages and verify adequacy and standards
 Keeping records of trainees attendance and ensuring that training assessment is done on
completion of the training
 Ensure that the training database is kept up to date for persons who complete training
 Support craft training as required
 Maintain relevant certifications, memberships and engage in self development
 Engaging manufactures’ and experts to ensure training material is accurate and current

4.8. SHES Training Admin Officer


The SHES Training Admin Officer position is responsible for assisting the SHES Training
Coordinator in the administrative works.
The specific responsibilities of the SHES Training Admin Officer will include but not limited to:
 Ensuring that all personnel who complete training receive a training passport (Appendix 5)
and identification stickers
 Maintain accurate records of training attendance (Refer Appendix 7) for all personnel
including updating of training database and weekly report
 Support the SHES trainers for administration related functions.

4.9. Construction Superintendent


The specific responsibilities of the relevant Construction Superintendent will include:
 Provide professional advice and assist Site SHES Manager and SHES Training Coordinator
in craft training
 Prepare craft training material, courses and evaluation criteria with a high level of focus on
practical hands on training and translating English into the language being taught.
 Engage professional trade and/or manufacturer to develop/conduct craft training when
required and to ensure accurate and current information

4.10. Supervisors and Workers (CONTRACTOR and SUBCONTRACTORs)


The specific responsibilities of Supervisors and Workers will include:
 Will commence working in construction site only after attending the necessary trainings.
 Will commence working on specific/special job task after attending specific/special job task
trainings.

 Will carry with them the SHES Training Passport at all time when working in the construction
site.
 Will not commence work in any job task assigned without having first attended or show proof
of attendance on the relevant training course

SHES TRAINING PLAN

5.1. SHES Training Overview


The SHES Training Plan is based on the principle that every person entering the site has the
right to be trained in the hazards they may be exposed to and the relevant control measures
that should be implemented. As such training profiles will be established based on the scope of
work of every individual whereby training compliance will be measured against such profiles, in
a training matrix.
In general the following types of training is considered as minimum requirements:

Trade/ Craft Competency Banksman /Flagman, Rigging, Scaffolding, Crane Operations
involving practical competency assessment modules
Functional Competency PTW, Confined Space Entry, Hazardous Materials, LOTO
involving practical competency assessment modules
Familiarization/ Induction Overview of project SHES requirements including IIF
principles
Competent Persons Identify the Competent Persons assigned within
CONTRACTOR SHES Management System and establish a
competency training program for each role

5.2. SHES Training Needs Analysis and Training Profile


Need analysis is a risk-based comprehensive analysis of the specific training needs of all
employees based on their work activities undertaken.
SHES Training needs analysis for each position or role will be conducted to determine training
requirements for the project.
The analysis is integral to the development of the project for the following reasons:
 To fulfil the needs of the project
 To identify the gap between current and required levels of knowledge, skills, and
attitude
 To ensure that appropriate and relevant training is delivered
 To ensure the continuing motivation, interest, and satisfaction levels of personnel
 To include lessons learned from incidents both locally and world-wide (when
available)

 To adapt to new technologies, worker competency guidelines and industry best


practices
Based on training needs analysis, Training Profiles (Appendix 1) are developed for each of the
following groups:
 Management
 Engineers
 Supervisor
 Craft worker
 General worker
 SHES personnel
 QA/QC personnel
 Administration

5.3. Core Leadership Training


Good leadership skills are a critical part of the overall SHES Management Program and SHES
objectives. Site leadership (Foreman, Chargehand, Supervisor,Superintendents) will be
encouraged to attend and complete all Leadership Training modules. On completion of the
identified modules an award and appreciation ceremony will be arranged where Leadership
members will receive a certificate and full brim hard hat (Appendix 2) . This award ceremony
will be arranged on a monthly basis and will include COMPANY, CONTRACTOR and
SUBCONTRACTOR representatives.
On completion of the Core Leadership Training, CONTRACTOR will consider for such
supervision to attend the third party ILM training (refer to section 5.8). On completion the
participant should receive a certificate of completion from a recognized external training body.

5.4. SHES Training Modules


SHES Training and Vocational/Craft Training modules topics to be covered, delivery type,
attendees, frequency of training, core leadership module identification, pre-requisite
requirements and any special notes are outlined in the Appendix 3 & 4 respectively. Training
modules for any additional training, which gets added to the list, will be developed in the same
format.

 Authorized Gas Tester


 Incident Investigation / Root Cause Analysis
 Major incident and crisis management training (for PIMT)
All training modules will be submitted to COMPANY as packages for approval ensuring it meets
all the relevant SHES requirements. The training module packages will include, as a minimum:
 Training presentation
 Practical elements of training
 Estimated duration of training
 Knowledge assessment
Approved training packages will be controlled and tracked for revisions to ensure only current
versions are used for training. The above list is only minimum requirements and further training
may required as per the scope of work, risk assessments, incident trends etc will be devopled
and implatement durirng the course of the Project.
CONTRACTOR will make provision for all SHES related and Vocational /Craft related training,
including theoretical and practical On the Job (OJT) training modules. CONTRACTOR will
develop the training with the objective of optimal retention and understanding, with a clear focus
on practical, hands-on and interactive training. CONTRACTOR will determine the most effective
means to deliver training, including discovery learning, virtual reality, hands-on training etc.
CONTRACTOR will also plan and develop the field based training to reinforce specific
requirements, implement corrective actions or support awareness campaigns.
Training module will be based on the audience competency. As such each training module/
package will have three (3) variants. The variants will consider the level of detail, type of
information, delivery method and split between theoretical and practical information. The variant
will include:
 Management
 Front line supervision
 Worker
All COMPANY personnel will fall within the Management category of training. CONTRACTOR
will introduce a knowledge transfer process, whereby COMPANY related systems and
processes are summarized and explained to workers at site through OJT or similar training
means.
SHES Orientation training will be implemented for short term visitors requiring a quick access
to the site. Such short term visitors will have a unique identification as well as a full time escort.

5.5. Training Passport and Data


SHES Training Matrix (Appendix 8) based on training profile of all personnel will be developed
which will indicate the variant of training they should attend. Training administered as per
Training Matrix will be tracked through an electronic database.
A SHES Training Passport as in Appendix 5 will be implemented which will indicate completed
training for all Project personnel.
Two types of SHES Training Passport will be issued:
 SHES Training Passport (Green colour)
 Craft Training Passport (Blue colour)

SHES Training Plan

The Training Passport will be issued to all attendees attending the SHES Induction Training for
the first time. This training passport will record all SHES training courses an employee has
attended, date and duration of the training, the name of the SHES Trainer and the date of expiry.
Upon successful completion of a training course, the SHES Trainer will endorse on the training
Passport to indicate that a trainee has successfully completed it. All Project personnel will carry
the SHES training passport with them at all times while remaining and working in the
construction site for verification and audit purpose.
CONTRACTOR will provide essential SHES information to Project employees and visitors in
the form of a pocket size card. The card will include a map to aid orientation, emergency heath
and fire evacuation arrangements, important contact telephone numbers and a list of Projects
‘Do’s and Don’ts’. The card will be produced in multiple languages and issued to all Project
personnel and visitors.
Any loss of the training passport will be immediately reported to CONTRACTOR Training
Department.
Records of all SHES training, identifying the names of attendees, trainer, date and time the
training was completed will be maintained for the duration of the Project.
CONTRACTOR will maintain records of all SHES training, identifying the names of personnel
and the date the mandatory vocational/ craft and SHES training was completed.
CONTRACTOR will also provide a visible means (e.g. hard hat sticker) to quickly identify all
personnel on site who have satisfactorily completed their training requirements, apart from the
SHES training passport.
The craft training passport will be used to record craft training as well as Competent Person
appointments.
Copy of certificate will be maintained for training conducted through external third party.

5.6. Training Resources and Facilities


5.6.1 Trainer
Selection of a suitable trainer and provision of suitable training facility is essential in ensuring
that the training provided is effective. Below key consideration will be given while selecting a
trainer:
 Sufficient knowledge of the subject area
 Adequate training and presentation skills
Competent SHES Trainers approved by COMPANY will be provided to oversee and implement
the SHES Training Plan. Appointed SHES Trainers will be supported by CONTRACTOR SHES
Technical Coordinator, CONTRACTOR Mechanical/Electrical Engineers (for Mechanical &
Electrical Lock Out/Tag Out) and Subcontractor’s SHES Trainers in conducting SHES training.

SHES Trainers will complete a recognized training certificate or diploma program of at least 10
days duration and will have a minimum of five (5) years prior experience as an adult educator
or industrial instructor.

Language capabilities (for any language group of over 20 persons) in the workforce, a Trainer
fluent in that language will be provided.
5.6.1 Training Facilities
Training facilities will be at the site TSF area. Training facilities will include the following welfare
and training aids at a minimum:

 Computer and projection equipment
 A White Board with writing and cleaning stationary

Below minimum training facilities will be provided:
 Eight (8) full equipped classrooms
 Practical training areas in support of classrooms
 Dedicated area for equipment, cranes, vehicles, bus training
 Craft training area
 Three (3) level tower scaffold (see details below)
 ‘A’ Frame, Chain Block, Turfer, Slings and Rigging equipment for lifting and rigging training
 Lifting and rigging sheltered area
 Signs, Barricades and Barriers
 Any other tools/equipment required for the craft, including maintenance/calibration needs
The three (3) level tower scaffold will have the minimum design requirements:
 Three (3) levels
 Different access points including stairs and ladders
 Ladder beams for trainees to be suspended in harness
 Area dedicated to grating installation / removal with grating & grating hooks
 Green netting for placement over grating to demonstrate dropped object prevention
 Boxes for dropped object prevention
Prior to establishing a fully functional Training Center, CONTRACTOR plans to utilize NFE
Onshore ESW CONTRACTOR (CCCT) training facility. CONTRACTOR will only use the ESW
facility, however the Trainings will be administrated by CONTRCATOR SHES Trainers. The
use of ESW Training facilities and the smooth and safe transfer to the CONTRCATOR facilities
will be detailed in the ESW to EPC Transition Plan (NFXP2-SSG-SH-PLN-00005)

Additionally, CONTARCTOR will consider the utilization of the proposed EPC CONTRACTORs
SHES Synergy facilities to manage the Project SHES Training.

The training participation will be limited to thirty-two (32) participants for technical trainings
(e.g.: LOTO, PTW) and fifty six (56) for non-technical training (e.g.: Induction, Spill Prevention).

5.7. Qatargas OPCO Training


To mobilize personnel in Brownfield areas, CONTRACTOR will establish a Service Level
Agreement (SLA) with Qatargas OPCO (through coordination with COMPANY) for training

services. The SLA will detail the requirement for provision of trainers and admin staff to
administer Qatargas OPCO trainings for the work. The agreement will include all relevant
resources to facilitate such training including the personnel, facilities, computers, printers, card
printers and cards.
CONTRACTOR will duplicate the existing Qatargas South Training facilities for Qatargas Plant
Safety Induction (PSI) located at BXK-05. The training facility will include two (2) classrooms
with relevant training equipment (i.e. chairs, projector, computer) and space to seat at least
twenty (20) persons, as well as a walk through area (in U-shape) running around the outside of
the two classrooms. The walkthrough station will include all the relevant elements of the PSI
training, and have interactive stations covering the PSI topics such as; PPE, Alarms, Work at
Height, Confined Space Entry, Electrical Safety, H2S awareness, Escape Breathing Apparatus,
Fire Prevention etc.
A minimum of two (2) trainers and one (1) admin staff will be mobilized as part of the SLA.
CONTRACTOR will ensure that such facilities, resources and manpower is available at site,
three (3) months prior to the need for Qatargas training, e.g. prior to working in Brownfield
Workareas. CONTRACTOR will estimate the required resources, in addition to the minimum
amount to ensure that there is no impact on the schedule due to training delays. It will be
ensured that all Qatargas required training will be done only through the SLA and facilities at
site.

5.8. External Third Party Training


CONTRACTOR will plan external specialist training, to be carried out on site , by approved third
party training companies. CONTRACTOR will arrange for the following minimum courses on a
regular basis:
 5-day TapRoot® Advanced Root Cause Analysis Team Leader Training (for Investigation
Lead/Coordinator)
 2-day TapRoot® Root Cause Analysis Training (for Investigation Technical Assistant;
SHES Lead, SHES Coordinator, SHES Head)
 ISO 14001 Lead Auditor Course (for Auditors; Environmental Staff)
 ISO 45001 Lead Auditor Course (for Auditors: SHES Lead, SHES Coordinator, SHES
Head/Manager)
 NEBOSH IGC course (as required)
 NEBOSH Specialist courses (as required)
 ILM Level 2 Leadership and Team Skills (for all Supervision who have completed the on -
site Core Leadership Skills training modules)
CONTRACTOR will provide such training to COMPANY at CONTRACTOR(s) cost, and provide
such training to Subcontractor(s)as well.

5.9. Subcontractor Delivered Training


CONTRACTOR may allow SUBCONTRACTOR(s) to deliver training with COMPANY approval,
if all the needs of the SHES Training Plan are met. This will include a review of the SHES
trainers and training facilities. Any training module which is delivered by a trainer not working
for CONTRACTOR will first undergo a train-the trainer program in that specific module to ensure
that the same standard and quality of training is maintained. Regular audits will be conducted
for such training facilities (at least monthly), including attendance to training sessions.

5.10. Training Assessment


All Training willl be subject to knowledge verification and competency demonstration (as
applicable) which will be outlined in Training Modules.
All Training will be supported by a written knowledge verification test, of a minimum of twenty
(20) questions, of which the pass rate will be 90%.
All persons receiving a competency assessment will be assessed by completing a Training
Competency Assessment Form. CONTRCATOR will retain the Competency Assessment Forms for
audit purpose.

5.11. Training Schedule


A Training schedule (Apppendix - 6) will be established, implemented and maintained based on
the Project Training needs and planned manpower.
SHES Training Cooridnator will identify the training needs of each party, namely
CONTRACTOR and its SUBCONTRACTORs, at least 7 days prior to their mobilization to the
construction site, their requirements for SHES Trainings and the available training schedule.
Upon notification by SHES Training Cooridnator, the relevant parties will provide the attendees
in accordance to the schedule given.

5.12. Refresher Training


Refresher training will be conducted to ensure adequate competency is maintained. It will be
necessary for skills and knowledge acquired through training which are rarely used, e.g.
Emergency Procedures.
The frequency of SHES refresher training will be outlined in Training Module and Training matrix.
However, the need of refresher training may arise due to non-compliance, competency issues
or incident lessons, which will be done on ad-hoc basis.

5.13. SHES Training Updates


SHES Technical Cooridnator and SHES Training Coordinator will be responsible to ensure this
SHES Training Plan is current, up-to-date and effective to cope with the construction activities
and manpower mobilization throughout the different phases of the Project.
The plan may also be updated as part of lessons learnt, audits and inspection and form part of
the continual improvement process.

PERFORMANCE MONITORING (KPI)


The expected target is that training hours should be 4% (or higher) of the total hours worked
per month. All SHES trainings (internal and external) attended by the employees from
CONTRACTOR and its Subcontractors will be tabulated and reported to the Project on a
monthly basis.
CONTRACTOR SHES Manager will report to in the monthly Site Management SHES
Committee meeting on the status of the SHES Training. This will include the following, but not
limited to:
 Planned completion Vs Actual (%)
 Number of SHES Training modules conducted
 Number of personnel attended per SHES Training module
