1 INTRODUCTION
1.1 Scope
The scope covers the general guidelines on how to minimize the spread of infection
from the coronavirus.
• To ensure compliance with the Ministry of Public Health and World Health Organization
(WHO) on controlling transmission of viruses.
• To enable Contractor and Sub-Contractor Management and workers understand the
importance of the guidelines to protect themselves, co-workers, public and their family.
• To ensure appropriate protection is used by all employees while performing work activity
on the North Field Expansion Project.
• To identify COVID-19 signs and symptoms and the appropriate steps to inform medical
personnel, quarantine/isolate, test/exam, treat/release and allow return to work for a
suspected case.
• To provide minimum guidelines to contractor and sub-contractors providing services to
the North Field Expansion Project
• Provide clarity on Return To Work Policy for personnel classified as Confirmed and
Suspected Cases and their known Close Contacts.
• To ensure that vaccination for 1st and 2nd dose has been conducted to all employees as
per the MoPH required qualifications.
1.2 Purpose
The aim of the Plan is to provide awareness to the Management and workforce
providing services for North Field Expansion Project. It provides means and ways to
control the spread of Coronavirus.

3.2 Terms and Definitions
People who have experienced any one of the following exposures:
Face-to-face contact with a suspected or confirmed case within 1
meter and for more than 15 minutes; or
Close Contacts
Direct physical contact with a suspected or confirmed case; or,
Direct care for a patient with suspected or confirmed COVID-19
disease without using proper personal protective equipment.

A confirmed Case is defined as an individual who has been
Confirmed Case diagnosed with the Novel Corona Virus through laboratory test
confirmation and/ or medical examination.
Contact Tracing It is the process identification of the persons who may have met
an infected person (“contacts”) and subsequent collection of
further information about these contacts is required. Usually this is
also accomplished through contact tracing apps on a smart
phones and/or questionnaires (travel, gatherings etc.). Information
will be collected using the QP Covid-19 Management Protocol
Register and the QP Confirmed Case. Suspected Case and Close
Contact forms (Appendix D)
Ehteraz A mandated mobile phone app in Qatar to identify the owner’s
Covid-19 status.
The app displays 4 colours described below:

* Red – is confirmed positive of Covid-19


* Yellow – for individuals in quarantine
* Grey – suspected cases, individuals who exhibit symptoms, or
who have been in contact with Covid-19 positive cases but not
been tested
* Green – healthy individuals who do not exhibit any symptoms, or
who have tested negative

You must have a green status to leave your room and it must be
shown upon request to security/authorities before entering
facilities.

A “gold frame” around the colored status confirms the individual


has received the vaccine. The vaccine tab in the app will also list
details when completed.

• Travelers returning to the state of Qatar must download and


activate the Ehteraz app on their mobiles upon arrival at Hamad
International Airport. To achieve that:

o A Qatari SIM card from a local telecom operator (Ooredoo


and Vodafone).
o Internet access
o A smartphone that supports either Android 6 and up or IOS
13.5 and up.
o Download the application on your mobile phone either via
Google Play or Apple App Store or from any search
engines on the internet.
• Diplomats holders of MOFA issued administrative cards and
VVIP visitors are exempted.
• Health status on Ehteraz will remain YELLOW until completion of
the full quarantine course and a negative COVID-19 results is
obtained as per the quarantine policy stated above.
Isolation The separation of symptomatic/confirmed case person from other
people, to prevent the spread of infection or contamination.
Project North Field Expansion Project EPC-2
Quarantine is the restriction of activities or separation of persons
who do not display signs and/or symptoms but may have been
exposed to an infectious agent or disease. The time frame usually

lasts from 7-14 days (authority/government decision) the objective
of monitoring signs and/or symptoms and early detection of cases
through medical exams and or laboratory testing.
A Suspected Case is defined as an individual who has:
• A body temperature of >37.8 degrees Celsius; AND/OR other
Suspected Case signs/symptoms of flu (e.g. cough); AND/OR
• Has been in Close Contact with a person diagnosed with COVID-
19 within the past 14 days (regardless of precautions taken i.e.
mask, distancing etc.
SUBCONTRACTOR A company performing project activities under a contract with
CONTRACTOR
Note:
The “Close Contacts” are determined by the SHES Department through Contact Tracing
Method. Persons classified as Close Contacts are requested by the SHES Department to
be on a 14-Day homme quarantine.

4 BACKGROUND
Coronaviruses (CoV) are a large family of viruses that cause illness ranging from the
common cold to more severe diseases such as Middle East Respiratory Syndrome
(MERS-CoV) and Severe Acute Respiratory Syndrome (SARS-CoV). A novel coronavirus
(nCoV) is a new strain that has not been previously identified in humans.

Common signs and symptoms of infection are similar to a cold and can include but not
limited to:
• Respiratory symptoms
• Fever or chills
• Fatigue
• Muscle or body aches
• Headache
• Congestion or runny nose
• Nausea or vomiting
• Diarrhea
• Sore throat
• Shortness of breath and
• Other breathing difficulties
In more severe cases, infection can cause pneumonia, severe acute respiratory syndrome,
kidney failure and even death. Persons with existing medical conditions or ill heath are more
risk in these cases.
Standard recommendations to prevent infection spread include regular hand washing,
wearing masks, covering mouth and nose when coughing and sneezing, social distancing,
and avoiding close contact with anyone showing signs and symptoms of respiratory illness

illness such as coughing and sneezing. Recent measures to prevent infection include
obtaining an approved COVID-19 vaccination from the local heath authority.
It should be noted that the mutations of viruses are common and occur naturally and
constantly, therefore new strains of Covid-19 are being identified daily around the globe. This
mandate constant monitoring by health care professionals and sharing of news/information to
internal/external agencies to ensure the health and safety of all personnel. The need to remain
vigilant with all precautionary measures including vaccinations should be a priority of all
personnel.
5 BASIC PROTECTIVE MEASURES
It is required to check local authority internet links daily to be informed of other mandatory
requirements/changes.
5.1 Wash your hands frequently and thoroughly
Wash your hands frequently with soap and water or use an alcohol-based hand rub if soap
and water are not available. Best practice involves washing/rubbing hands for at least 30
seconds to ensure all areas are thoroughly cleaned.
Washing your hands with soap and water or using alcohol-based gel/solution eliminates the
virus on your hands. Utilize disposable paper towels to dry hands and turn off taps after hand
washing.

5.2 Practice respiratory hygiene


Wearing of face masks that cover the mouth and nose are mandatory in public in Qatar
(except while drinking/eating). It is required to change your face mask once it becomes soiled,
dirty, wet and/or damaged and after each use
When coughing and sneezing, cover mouth and nose with flexed elbow or tissue – discard
tissue immediately into a closed bin and clean your hands with alcohol- based hand rub or
soap and water.
Covering your mouth and nose when coughing and sneezing prevent the spread of germs
and viruses from becoming airborne at long distances. If you sneeze or cough into your hands,
you may contaminate objects (phone, door handles etc.) or people that you touch.
5.3 Maintain social distancing
Maintain at least 1.5 meter distance between other people all the times. Move away from that
displays any sins and/or symptoms.
When someone who is infected with a respiratory disease, like 2019-nCoV, coughs or
sneezes they will project small droplets containing the virus into the area. If you are too close,
you can breathe in the virus or your body/clothing may become contaminated.
Register from MoPH vaccination online registration program as soon as possible. And ensure
that 1st and 2nd dose is completed.
6 GOVERNANCE
6.1 Objectives
CONTRACTOR and COMPANY will constitute a dedicated joint Committee (the ‘COVID-19
COMMITTEE’) with the purpose to monitor and discuss on a monthly basis any impacts to the
performance of the project caused by COVID-19. The composition of the committee is detailed
within this plan and will include all relevant disciplines from CONTRACTOR and COMPANY.

6.5 Response to handle the suspected COVID-19 case in SCT premises


A suspected COVID-19 case should be notified to SCT medical team to manage the
case. A response protocol is set to handle such cases in order to identity close contact tracing
and reporting procedure as per QG/QP criteria.
Refer to the APPENDIX 9.7 & 9.8.
7 REPORTING
A COVID-19 status report will be submitted weekly to COMPANY in accordance with
COMPANY’s requirement. The preliminary form of weekly COVID-19 status report is below;

9.1 Appendix 1 : Contractors Guidelines For Covid-19


It is important for Contractor that their sub-contractors remain healthy and safe. The
guidelines and pictogram below are highly suggested for immediate implementation,
adaptation while working on the North Field Expansion Project.
This could also be an extended practice or additional reference for Contractor and the
Sub-Contractors in their accommodation and means of transportation. Our clear objective
is to avoid the spread of emerging infectious diseases.

Health Awareness

Raising the awareness of the workers through various


means on measures adopted at the company and
government levels, including the 16000 hotline to report
suspected cases.
Have dedicated health personnel to monitor global/ local
news/health authorities for updates including mandatory
requirements.

Conducts toolbox talk with the workers on the latest


health measure updates provided by the Government.

Sanitation and Hygiene

Putting hand sanitizer in key places and providing


workers with protective equipment that includes
gloves, protective masks, and hand sanitizer.

Ensuring that Liquid Hand Soap and Tissues are available


in the Washrooms at all times.

Constantly checking the temperature of workers by a


number of trained employees at the entrance of the
residence/work site.
This could be exercised prior leaving/entering
the accommodation (Appendix A)

Appointing a specialized first aid officer, or one of the


workers residing in the residence who has received an
accredited training course in first aid to provide the
necessary first aid care for those with suspected and/or
confirmed exposure.
In accordance with the aforementioned Ministerial
Decision.
Accommodation

Division of working hours and meal times to reduce


overcrowding on departure and return and to limit
movement in common spaces. When Social distancing
cannot be met, ensure that masks are worn to help
prevent spread.

Seats should be kept at least one and half meter away


in the dining areas and all the common areas. In any
location, physical or social distancing must be practiced.

Putting signs on the ground separating them for at least


one and a half meter inside the places designated for
eating and other common places where the workers
arrive in large numbers.

Paying attention to providing a healthy environment


inside the housing by committing to not increase the
number of workers in the room (not more than four
workers as possible), and that a space of at least six
meters should be allocated for each bed.

The housing/accommodation should be provided


periodically with suitable disinfectants and detergents,
and all rooms should be well ventilated.

The housing/accommodation should be provided with


first aid kits, with medicines and antiseptics, in
proportion to the number of workers residing in the
housing.

The necessary means are available to dispose of


housing and hazardous waste in a healthy and regular
manner.

Appointing workers to clean the housing, and a


supervisor for each building of workers housing to
supervise and guard the housing, inform the residents
of the housing on health and safety, and notify the
Contractor of the facilities and equipment for which
periodic maintenance must be performed.

The contractor must perform routine environmental


cleaning and disinfect all frequently touched surfaces,
such as bathrooms, handrails, doorknobs, coffee/water
equipment etc. This should also be considered for work
equipment unless gloves are constantly utilized.
Transportation

The transportation of worker from accommodation to


site and vice versa should be reduce the number of
worker into 50% seating capacity either by Bus or by
Van. (Bus Seating Plan Appendix B)

Body Temperature of all workers boarding the


transportation vehicle must be check prior reporting to
site. (Example in Appendix C)

Adherence to strict respiratory (mask) and hand


hygiene control measures while on the transportation
vehicles. Periodic disinfection of the bus is a must.

All workers with flu-like symptoms (e.g. Cough, Runny


Nose, Fever, Shortness of Breath) must NOT be allowed
to board the transportation vehicles and shall seek
immediate medical advice from a nearby QCHP
Clinic/Hospital.

The contractor must follow MoPH transportation


protocol of suspected case worker in the event that the
Health Authority may not able to pick-up suspected
worker into his accommodation.
Suspected COVID-19 Case Determination, Isolation
and Transportation Guidelines should be obtained by
calling the local health authority/site clinic telephone
number.
Home Quarantine of Workers

Upon notification of possible exposure, the contractor


should ensure that the worker must be immediately
isolated in a separate room with sign placed outside the
door to prevent unauthorized entry.

Ensure that the Isolated workers must adhere to strict


isolation protocol and to avoid socializing with anyone
until quarantine period is over as designated by medical
exam/testing.

Arrangement of food for the isolated/quarantined


worker must be provided separately and advise worker
to consume food in their rooms. Trays, plates, utensils,
cups and left over food should be placed near the door
inside until collected by dedicated/protected staff.
Designated staff should be trained and provided PPE to
allow delivery/collection of food to people in
quarantine/isolation.

After completion of the quarantine period, the


contractor shall secure a MoPH approved facility
negative test document/green EHTERAZ app screen
shot, then a fitness to Work certificate from an
approved MoPH Clinic or Hospital. The certificates
must be sent to Contractor medical focal point for
review/approval.

Any person that has COVID-19 signs/symptoms must


call the Medical Doctor or Hotline Number 16000 Hotline
Number if workers develop common symptoms of
COVID-19 for additional guidance. Call the emergency
number (999) if experiencing severe sign/symptoms
such as shortness of breath.

9.2 Appendix 2 : Return To Work Policy

CONFIRMED CASE [COVID-19 POSITIVE]


• Upon completion of medical exam/treatment, personnel must submit the medical
clearance certificate from an approved MoPH facility and provide a green EHTERAZ
app screen shot to Contractor Project SHES Manager/Medical Doctor for review.
• Contractor Project SHES Manager will send email notification to quarantined/treated
personnel/or representative to receive an MoPH approved facility Fit to Work exam
before Return to Work clearance is given.

SUSPECTED CASES
Tested by MoPH but Result is “Negative”
• Personnel must secure a copy or at least a screen shot of the document and/or green
EHTERAZ phone app, SMS from MoPH approved facility notifying their result is
“NEGATIVE”
• The copy or screen shot must be provided to the Project SHES Manager/Medical
Doctor for review.
• Contractor Project SHES Manager will send an email notification to quarantined
personnel/or representative to progress to the Fit to Work exam (if required) and then
for the clearance to Return to Work in consultation with Medical Doctor.
Suspected Case but Not Tested
Personnel must self isolate and contact their medical rep or MoPH for further instructions.
Notification of their Supervisor/Manager of instructions/results is mandatory.
• Upon completion of the required quarantine, personnel must visit or be visited by staff
from a MoPH approved clinic or Hospital and secure a negative Covid-19 result.
• Personnel must then follow steps as described above in TESTED but NEGATIVE.

HOME QUARANTINE FOR CLOSE CONTACTS

• Personnel Upon completion of the MoPH approved facility instructed quarantine,


personnel must visit or be visited y staff from a MoPH approved clinic or Hospital and
secure a negative test result document and green EHTERAZ phone app.
• Personnel must submit the medical clearance certificate from an approved MoPH
facility and provide a green EHTERAZ app screen shot to Contractor Project SHES
Manager/Medical Doctor for review.
• Contractor SHES Manager in consultation with Medical Doctor will send an email
notification to personnel or representative to receive an MoPH approved facility Fit to
Work exam (if required) before a Return to Work clearance is given.

Note:
Quarantined personnel must disclose to Contractor Project SHES Manager and Medical
Doctor if they or any of their family members experience COVID-19 symptoms during the
quarantine/isolation period. Personnel must adhere to instructions provided by medical
authorities including extended quarantine period and / or testing / medical exam by MoPH
approved facility and or personnel. Personnel will inform the Project SHES
Manager/Medical Doctor of instructions and / or outcome of local medical authority
requirements/decisions.
