1. GENERAL

1.1 SCOPE

This Specification defines the requirements governing the general design, selection of materials
and installation of Plant Drainage and Sewer Systems for North Field Expansion (NFE) Project
Onshore Facilities. It shall be used in conjunction with NFEF-64-87-PR-TS-NA-001, WASTE
WATER SEGREGATION & TREATMENT, NFEF-302-87-PR-DP-NA-001 DESIGN
PHILOSOPHY OF WASTE WATER SEGREGATION and NFEF-MG-87-PR-DP-NA-601,
WASTE WATER SEGREGATION PHILOSOPHY NFE MEG PROJECT. This Specification does
not apply to closed process drains and collection systems for oils and especially waste streams.
These shall be regarded as process plant pipework and shall be designed in accordance with
Project Specification 301-00-PI-DEC-00003, COMMON NFXP3 PIPING - GENERAL DESIGN.

This document describes the minimum requirements for design, selection of materials and
installation of Plant Drainage and Sewer Systems for North Field Expansion (NFE) Project
Onshore Facilities– Package 3 (EPC-3).

The FACILITIES pertaining to EPC-3 includes the following as shown in Figure 1.1:

Junction Boxes):

Non-contact Storm Stormwater that has not come into contact with any raw material,
intermediate product, finished product, byproduct, or waste product.
Water:
Noncontact stormwater shall not contain petroleum hydrocarbons
and shall not be contaminated.

Rainfall Intensity: The amount of rainfall per unit of time [for example, mm/h].

Return Period: The average time interval between the occurrence of an event of a
stated magnitude and an equal or more serious event.

Sanitary Sewage: Wastewater from domestic sanitary sources.

Seals: A device used to isolate the potential spread of fire from one area
of a plant to another within a sewer system. Such seals shall be
a minimum 6 in. (150 mm), unless otherwise specified.

Sewer Main: A system of primary drain lines that collects wastewater from
sublaterals and laterals and conveys it to a point of
treatment/discharge.

Stormwater: Rain water runoff, firewater and condensate/blowdown that are not
normally subject to hydrocarbon/oil, or toxic chemical contamination.

Sublaterals Sewer branches collecting effluent from individual inlets such as


drains and catch basins.
(also called ranches):

Sumps: An open or covered basin that serves as a collection point for


wastewaters.

Vents: Pipes open to the atmosphere to prevent blowing of seals by


pressure buildup.

Time of Concentration The time required for a raindrop to flow from the most remote point
of the drainage area to the so-called design point in a sewer. TOC
(TOC):
consists of two components - The time required to flow overland to
the inlet to the sewer and the time of flow in the sewer to the point
under consideration. The point under consideration is the design
point, that is, the sewer line exiting a certain manhole or catch basin.

2.1 GENERAL

All plant drainage and sewer systems shall be designed to meet local laws and regulations.
Items to be considered in the design include the following: incompatibility of wastewaters,
wastewater volumes and flows, fire protection and loss prevention, area topography, depth of
excavation, pumping requirements, and final disposal.

2.2 SYSTEM DESCRIPTION

Plant drainage and sewer systems shall be designed to be free flowing, to collect and convey
all wastewaters to their final disposition, and to prevent fire hazards from spreading from one
area to another.

Different types of wastewaters shall be segregated in order to reduce the size, complexity, and
costs of any treatment facility which must be required for managing these wastewaters before
final discharge from the site. For requirements relating to segregating wastewaters, refer to
Project Specification NFEF-64-87-PR-TS-NA-001, WASTE WATER SEGREGATION &
TREATMEN, NFEF-302-87-PR-DP-NA-001,DESIGN PHILOSOPHY OF WASTE WATER
SEGREGATION and NFEF-MG-87-PR-DP-NA-601, WASTE WATER SEGREGATION
PHILOSOPHY NFE MEG PROJECT.

Sewer line inverts shall slope continuously downstream throughout the system such that no low
points or traps are created in sewer lines.

Plant drainage and sewer systems shall include the following separate systems.

2.2.1 Clean Water Sewers (CWS)

Discharges to these systems include non-contact stormwater, roadways and access area
drainage, parking lot, roof drainage, landscape areas, walkways and possibly firewater.
Diked tank farm areas that have accumulated stormwater shall be routed to a CWS unless
they are contaminated by spilled material. This system is composed of area drains, catch
basins, ditches, and piping. The treatment and disposition of CWS shall conform to local
laws and regulations.

2.2.2 Oily Water Sewers (OWS)

Discharges to these systems include contact stormwater, washdown water, tank water
drawoffs, pump gland in hydrocarbon service, equipment drips and drains, draw-offs from
sample connections, instruments, drain cocks and similar equipment fittings, other routinely

contaminated wastewater streams, and possibly firewater. This system is composed of drain
hubs, laitches, catch basins, sumps, lift stations, manholes, and piping. Oily waters shall be
collected in oily water collection pit and be disposed by pumping and/or by vacuum to oily
water treatment facility.

2.2.3 Sanitary Sewers (SAN)

Discharges to these systems typically consist of wastewaters from toilets, showers, sinks,
floor drains in washroom and locker areas, and kitchen and cafeteria operations. Sanitary
Sewers shall not receive discharges from other sources. Sanitary sewerage shall be
conveyed to sanitary collection pit installed near each building and be disposed by pumping
and/or by vacuum to sanitary treatment facility.

2.2.4 Chemical Sewers (CHS)

Discharges to these systems typically consist of wastewaters containing chemical sustances


such as acid, alkaline, or amines.

Chemical liquid spills shall be lead to the collection pits located inside of the process area
through catch basins and manholes by underground sewer system. First flush volume of
stormwater or fire water contained chemical liquid spills shall be collected by collection pit,
but stormwater and fire water after first flush shall be diverted to Clean Water Sewer
systems. Refer to Project Specification Doc. No. NFEF-64-87-PR-DB-NA-001, EFFLUENT
AND WASTEWATER TREATMENT DESIGN BASIS.

Acidic or caustic waste lines shall not discharge to Oily Water Sewers unless the waste has
first been neutralized or treated to be compatible with the Oily Water Sewer materials and
non-reactive with the industrial waste. Method of neutralization or treatment will be specified.

Corrosive chemical floor drains and catch basins shall be piped to a chemically resistant
sump or Chemical Sewers. Floor drains and catch basins shall have chemical resistant
slotted covers or grates.

Drainage in Safety shower are shall be routed to Chemical Sewers.

2.2.5 LNG / LPG Spill Containment Sewer from Pool Fire Area

Pool Fire Area is an area where liquid spill is foreseen when LNG / LPG leakage occurs.
LNG / LPG spills shall be lead to the spill impounding basin located inside of the process
area through graded (Minimum 1/100) pavement and gutters via fire water discharge pit.

One spill impounding basin may be connected with two (2) or three (3) pool fire areas by the
gutters. LNG / LPG liquid spill shall be collected in the spill impounding basin, while
stormwater and firewater shall be diverted to Clean Water Sewer (CWS) Systems. Refer to
Project Specification . 301-91-EL-DEC-00002, COMMON NFXP3 –CLASSIFICATION OF
HAZARDOUS LOCATION BASIS OF DESIGN.

3. DESIGN CONSIDERATIONS
3.1 SYSTEM DESIGN PRINCIPLES

Plant drainage and sewer systems shall be able to convey the volumes of process
wastewater, Sanitary Sewer, dike drainage, stormwater, and firewater that are expected
during the operation of the facility. The quality of each wastewater stream shall be
determined, and each stream shall be segregated in accordance with the requirements of
Project Specification NFEF-64-87-PR-TS-NA-001, WASTE WATER SEGREGATION &
TREATMENT.

Plant sewer systems receiving process wastewater only shall be sized based on the
maximum design flowrate and the minimum pipe sizes given in Section 3.3.3.

For drainage and sewer systems receiving process wastewater, stormwater, and firewater,
the size of the oily Oily Water Sewers (OWS) and Chemical Sewers (CHS) shall be based
upon the maximum flow of continuous process wastewater plus stormwater, or the maximum
flow of continuous process waste water plus intermittent process water, whichever quantity
is greater. Minimum pipe sizes shall also meet Section 3.2.2 and 3.3.3.

Open ditches are acceptable for collection of non-contact stormwater.

Natural sheet runoff is acceptable from unused plant areas that are not contaminated.

Design of Sanitary Sewers (SAN) shall be based on the maximum design flowrate.

Sewer systems shall be be designed in flood conditions. Drainage and sewer systems shall
be designed to operate principally by gravity. Pipes shall be at levels and gradients to match
with design condition.

All ditches inside the process, utility and after area where operational access is granted shall
be covered with gratings or other means for safety purposes. LNG/LPG spill ditches shall
not be fully enclosed at any point. Where hazard exists (e.g. deep ditches), open ditches
along road shall be guarded against personnel or vehicle accidental ingress .

3.2.1 Stormwater Flow

A. The Method - The method used in the design of stormwater sewer systems is
commonly referred to as the Rational Method. The Rational Formula used to determine
the design flow is as follows:

Q: the peak flowrate at the particular point in the sewer under consideration,
m3/s (ft3/s).

C: the runoff coefficient for the catchment area. This coefficient is the ratio of
the amount of runoff flowing from the catchment to the total amount of rainfall
that falls on the catchment area, dimensionless.

I: the design rainfall intensity for the calculated time of concentration, mm/h
(in./h).

A: the size of the catchment area contributing runoff to the sewer, hectares
(acres).

The Design rainfall intensity “I” shall be 21 mm/hr (25-year, 90min. duration) for
collections of contact-storm water such as oily contaminated drains and chemical
contaminated drains, and 33 mm/hr (25-year, 45min. duration) for non-contact storm
water collections as shown in TBD1108, ONSHORE PROJECT DESIGN DATA and
shall be constant without consideration of time of concentration or rainfall duration.

Exception may be allowed to downstream main line using IDF curve (Fig-1), if time of
concentration is more than 1 hour, subject to COMPANY approval. A 25-year return
period shall be used.

B. The Runoff Coefficient – Runoff coefficients vary from 0.5 to 1.0, depending upon the
following factors: slope and irregularity of the catchment, type and permeability of the
catchment soils or materials of construction, degree of soil saturation, and type
and extent of vegetation present in the catchment.

Typical values for runoff coefficients are listed below.

Roofs 1.00

C. Computations – Computations shall be set up in tabular form with values of catchment


areas, runoff coefficients and overland, and design rainfall intensity shown for each
area. Care shall be taken to ensure that the correct combination of areas is chosen to
yield the maximum flow.

D. Detention – Detention method that will reduce the flowrate into the sewer system
may reduce sewer size. Runoff discharge into sewers may only be reduced by
impounding the runoff in tank farms, impoundments, or tanks if approved by
COMPANY.

3.2.2 Firewater Flow

For firewater quantity for pool fire area, refer to 301-91-EL-DEC-00002, COMMON NFXP3
–CLASSIFICATION OF HAZARDOUS LOCATION BASIS OF DESIGN. For other
requirements refer to 999-175-SH-DEC-00001, MEG - FIRE FIGHTING SYSTEM DESIGN
BASIS, 301-83-SH-DEC-00001, RLTO - FIRE FIGHTING SYSTEM DESIGN BASIS, 320-
83-SH-DEC-00001, LPB31 - FIRE FIGHTING SYSTEM DESIGN BASIS, 315-98-SH-DEC-
00001, CO2 - FIRE FIGHTING SYSTEM DESIGN BASIS No firewater shall be overflood
from catchment area to adjacent catchment area, ditches and other units to prevent potential
flooding and spread of fire.

As a minimum:

A. Sublaterals shall be designed for a minimum of 500 gpm (110m3/h) from each catch
basin.

B. Laterals and mains within process and loading areas shall be sized to handle the
cumulative flow from the catch basins served. The cumulative flow shall be based on
the specified firewater application rate or 1,000 gpm (230 m3/h) whichever is greater.

C. Main outside process units receiving combined flow from tank areas, process units,
street drains, etc. shall be designed for the largest single quantity of firewater,
discharging into the main from any one facility or process unit, but not less than 2,000
gpm (450 m3/h). The process and/or storm water flow in combined mains may be
greater than the design firewater flow and could, therefore, set the sizing.

3.2.3 Process Water Flow

A. The design process flow shall include all continuous and intermittent (once a day or
less) process flows. These flows shall be based on maximum design flow and must
assume all intermittent process flows occurring at the same time.

B. Hydrostatic test water and turnaround drainage shall not be included in the design flow
calculation for sizing process sewers. Exceptions to this rule are large process vessels
or tanks, which shall be sized to empty the vessel filled with hydrostatic test water
within an eight-hour maximum period. Hydrostatic test water and turnaround release
rate shall be controlled within the hydraulic capacity of the sewer and wastewater
treating system

3.2.4 Sanitary Flow

A. The preferred method in determining sanitary sewage flowrates shall be based on the
flow and usage or duration rates of the plumbing fixtures installed. Fixture unit values
and durations shall be obtained from plumbing handbooks or from local codes and
ordinances, where applicable.

B. When plumbing fixtures cannot be used, a minimum average design flow of 25


L/person – hour shall be used unless changed by more accurate data or regulatory
requirements. Using this basis, laterals shall be designed for a peaking factor (ratio of
maximum flow to average flow) of 4.0, and sewer mains shall be designed for a peaking
factor of 2.5.

3.2.5 Tank Dikes Flow

In tank farms, runoff from diked areas is normally impounded therein because the diked area
outlet valve is normally closed. The valve is opened after a storm has subsided or as water
level in the diked area dictates. The design flow of the tank dike drainage system shall be
based on the greater of (a) drainage of all accumulated rainwater within the dike in less than
four (4) hours, or (b) continuous drainage of firewater without submerging the tank base.

3.3 PIPE SIZING

3.3.1 Size of Sewer Pipe

To determine the size of sewers required, the Manning experimental formula and the
continuity equation shall be used as follows:

3.3.3 Minimum Pipe Size

Minimum pipe sizes shall be as follows:

A. For drains and sublaterals that do not receive surface runoff when length of run does
not exceed 75 ft (20 m) – NPS 4.

B. For drains and sublaterals that do not receive surface runoff when length of run exceeds
75 ft, and for any lateral sewer containing flow from two or more sublaterals – NPS 6.

C. For sewer mains and lines carrying surface runoff – NPS 8.

D. For firewater discharge – NPS 8.

Oily water sewer (OWS), Chemical sewer (CHS), and Clean Water Sewers (CWS) shall be
designed to settle and trap solids as close to their source as possible. Sanitary Sewers shall
be designed to keep solids suspended and transported to the treatment facility or local sump
without stagnant pockets where can settle out and collect.

3.3.4 Velocities

Sewers shall be sized to operate within its minimum self-cleansing and its maximum
velocities at design flows. The available slope shall be the determining factor in selecting
pipe size. If grades permit, the maximum velocity shall govern. Maximum velocities shall not
exceed 3.0 m/s and minimum velocity shall not be less than 0.75 m/s at 20% of design storm
flow rate for sewers handling storm water or firewater with negligible dry weather flow or 1
m/s for the average daily flow rate. For sewers in flat areas where minimum velocities cannot
be achieved, provision shall be made to minimize solids entering to underground network
(i.e., sand trap) at each point where surface runoff will be discharged to underground network,
and shall be made to clean out settled solid during dry weather period.

3.3.5 Head Loss

Head losses through culverts and at all entrances, exits, and bends shall be included in
system head loss calculations. These losses will be dependent upon the detail design using

standard industry values. Actual friction head loss at manholes or catch basins shall be less
than 0.03 m (0.1 ft) for each. In certain cases, the hydraulic profile shall be plotted to
determine if a backwater, drawdown, or hydraulic jump condition will result.

3.4 SEWER MODELLING

Computer programs proposed for modeling of drainage systems shall be notified to COMPANY
for approval prior to their use.

3.5 DITCH SIZING (SEE ALSO 4.8)

The Manning Formula shall be used for the determination of ditch size. Drainage ditch size shall
be calculated on the basis of flowing full plus 50 mm (2 in) of free board.

The slope of the ditch shall be 0.04% as minimum and 0.3% as maximum subject to approval by
COMPANY.

Roughness coefficients for open ditches shall be as follows:

3.6 IMPOUNDMENT RETENTION SIZING

Site layout and sewer flow volumes may make treatment of design stormwater / firewater
flowrates impractical. In these cases, a stormwater / firewater diversion system shall be provided
at the inlet to the central wastewater treatment plant to restrict the flow into the treatment plant
to its design limits. All wastewater flow in excess of the design flow shall be diverted to a lined
stormwater / firewater impounding retention basin or tank. The wastewater in this basin shall be
returned to the central treatment plant after the rain or fire event has subsided. The impounding
retention basin or tank shall have sufficient capacity to retain the design volume of stormwater
or the design volume of firewater, whichever quantity is greater. For design purposes, it shall
be assumed that these are independent events.

The design stormwater volume shall be calculated using the following equation:

V = 10 CIA (SI Units)

or

V = 27154 CIA (Customary units)

Where:

V = the 24 hour stormwater volume, m3 (gal).

I = the design 24 hour rainfall intensity, mm (in.).

A =the size of the catchment area contributing runoff to the impoundment,


hectares (acres).

Total storm water accumulation for retention pond (first pond(s) plus second pond) design shall
be based on a 25-year return period with 24 hour duration. This value corresponds to 62.1mm
at the Ras Laffan Industrial Complex. First retention pond shall be sized to accumulated storm
water of first 20 min of 10 year storm (take 15.1mm) or actual TOC whichever larger. Ditch,
upstream of retention pond, can retain the storm water in case of emergency.

3.7 INFILTRATION / JOINTS

Sewer joints shall be to Computer programs proposed for modeling of drainage systems shall
be notified to minimize infiltration / exfiltration. The leakage outward or inward (exfiltration or
infiltration) shall not exceed 0.2 m3 per cm of NPS per km per day (200 gal/in. of NPS per mile
per day) for any section of the system.

Pipe joints shall be suitable for the service and wastewater properties. Where zero leakage over
the life of the sewer is required, welded/fused or flanged / mechanically locked gasket joints
shall be used compatible with the type of pipe selected. Where normal infiltration / exfiltration
over the life of the sewer is permissible, push-on compression gasket joints may be used.

Rubber gaskets gaskets for push-on joints shall be natural rubber, synthetic rubber, a blend of
both or a thermoplastic elastomer as follows:

A. For Sanitary Sewer (SAN) and Clean Water Sewers (CWS), gaskets shall be
according to ASTM C 443 for concrete pipe, ASTM D 1869 for cast-iron and ductile
iron pipe, and ASTM F 477 for polyethylene, polyvinyl chloride and “fiberglass” pipe.

B. For Oily Water Sewers (OWS), gaskets shall be according to item a. above, and shall
be oil resistant according to ASTM D 471 tested using ASTM Oil No. 3 and Reference

Fuel C as a minimum which represent light lubricating oil and motor gasoline
respectively. Additional hydrocarbon resistance for solvents, additives, etc., shall be
as specified.

C. For Chemical Sewers (CHS), gaskets shall be suitable for the chemicals anticipated
and subject to approval by COMPANY.

3.8 TIE-INS TO EXISTING SYSTEMS

All tie-ins to existing drainage systems shall be subject to COMPANY approval. The existing
downstream drainage and sewer system shall be analyzed to ensure that it is adequately sized
to convey additional flows that would be created by the tie-in.

4. DESIGN AND SEWER SYSTEM COMPONENTS


4.1 DRAINAGE AREA LAYOUT

4.1.1 General

Drainage systems and seals shall be arranged to prevent the spread of fire or vapor from
one area to another. Stormwater for the paved process and non-process units shall be
collected through surface drainage and open ditch. The minimum slope of finished grade
shall be as follows.

A. LNG/LPG spill containment area = 1.0%

B. Non LNG/LPG spill containment area with catch basin = 1.0%

C. Non LNG/LPG spill containment in process/utility area = 0.5%

D. Other area = 0.25%

Arrangement shall be made to discharge water away from process equipment, vessels,
buildings, furnace and pipeways. Grading shall be used so as to segregate adjacent
LNG/LPG spill containment drainage areas from each other.

Other slope requirements, refer to Section 3.3 of 301-00-CL-SPC-00019, NFXP3

4.1.2 Process Unit

Drainage layout in process area shall be designed either 1 or 2 below.

1. Paved process units shall be subdivided into smaller drainage areas. Catch basins
shall be located near the center of the drainage area wherever possible. Each catch
basin shall be sized to accommodate a maximum flow of 120 m3/h. The drainage
area shall be maximum 280 m2 for one catch basin. The maximum travel of liquid to
a catch basin shall be 30 m. The paving of each area shall slope to a catch basin
located at the low point of each drainage area. Minimum slope shall be 10 mm/m.
Maximum slope shall be 40 mm/m.

2. Paved process units, stormwater shall be collected through surface drainage and
open ditch. Oily Water Sewer (OWS) and Chemical Sewers (CHS) shall be subdivided
into smaller drainage areas by curb (H=150mm). Catch basins shall be located near
the center of the drainage area wherever possible. Each catch basin shall be sized to
accommodate a maximum flow of 120 m3/h. The drainage area shall be maximum
280 m2 (3,000ft2) for one catch basin. The maximum travel of liquid to a catch basin
shall be 30 m (100ft). The paving of each area shall slope to a catch basin located at
the low point of each drainage area. Minimum slope shall be 10 mm/m. Maximum
slope shall be 40 mm/m.

4.1.3 Drainage, Catch Basin and Manhole

The paving shall be designed for high points of grade down the center line of the pipeways
so that liquids do not collect beneath the pipeways. Drainage shall be directed away from
the pipeways to area catch basins or ditches.

Catch basins shall be sized to permit hand cleaning.

Catch basins shall have a minimum 12 in. (300 mm) debris pockets below the bottom of
their outlet, or the bottom of the seal where seals are installed.

Catch basins shall be covered with gratings in accordance with BS EN 10025 Grade S275
or equivalent as per standard drawing 301-43-ST-DWG-00005, NFXP3 COMMON
STEEL STRUCTURE GENERAL NOTES.

Permanent hand hold facility shall be provided for sump pits, manholes and u ditches with
ladders required if it does not interfere traffic access. Ladder shall be at the edge of the
opening cover periphery.

4.1.4 Non-Process Unit

For non-process units, stormwater shall be collected through surface drain and open
ditch and Oily Water Sewer shall be collected with catch basins and underground piping.
Catch basin drainage areas shall be a maximum of 280 m2 (3,000ft2) for paved areas
and 930 m2 (10,000ft2) of unpaved area.

For C3 BOG Compressor and Condenser, stormwater on concrete pavements around


equipments shall be collected with catch basin and underground piping and lead to oily
water collection pit.

4.1.5 Provision of Block Flow Valve / Gate

In order to protect the retention ponds from contamination during shutdown or spill
incidents, block flow valve shall be provided to Clean Water Sewer (CWS) outlet from
following area:

- Process train 8 / 9 / 10 / 11 area.

- Area for Oily water treatment unit and Sanitary treatment unit.

- Sour water treatment unit area.

- Water recycle reduction area.

4.2 DRAINS

4.2.1 Equipment Drains

A. Sewer connections with open hubs shall be provided for all equipment drains. Hubs
shall be one standard size larger than the equipment drain. Hubs shall project about
50 mm (2 in.) above pavement and 150 mm (6 in.) above soil or gravel grades. Each
sewer hub shall be connected directly to a manhole and shall be sealed at the manhole
by submerging the inlet pipe a minimum of 150 mm (6 in.) below the water level in the
manhole. The distance between the manhole and the drain hub shall not exceed 15
m (50 ft).

B. Closely grouped equipment at grade may be drained with multiple hubs to a header.
There shall be a maximum of four hubs in series. Greater than four hubs may be used
in cases of high equipment density where the hubs are kept local to each other. If hubs

are not directly sealed into a manhole, each individual hub inlet shall be sealed (150
mm minimum).

C. Each drain from elevated equipment shall be provided with an open break at the hub
and shall be visible from the drain valve. The hub shall be sealed in a manhole at
grade.

D. Floor drains in buildings housing pumps and compressors or in shop areas shall be
used only for wastewater and shall be equipped with strainer plates. The drainage
area shall be a maximum of 185 m2 (2,000 ft2) for each floor drain. The floor drain
shall be sealed directly into a manhole, or sealed immediately at its inlet.

4.2.2 Drains from Pumps

Drip-type bases shall be provided under hydrocarbon-service pumps to facilitate good


housekeeping and drainage. Drainage from pump bases and glands shall enter an
equipment drain hub. The drain line from a single drain hub shall be sealed at the inlet of
the downstream manhole (minimum 150 mm water seal). A maximum of four individually
sealed hubs may be joined into one drain line before entering a manhole. Greater than four
hubs may be used in cases of high equipment density where the hubs are kept local to each
other. If more than 1 line is connected before entering a manhole, they must all be
individually sealed at their inlets.

4.2.3 Drains from Heaters

Contact stormwater of Oily Water Sewers (OWS) around heaters shall be arranged to
provide dry catch basins adjacent to the heaters. Dry catch basins shall not be located
directly under fired heaters. For conventional horizontal heaters, four dry catch basins shall
be provided. For smaller vertical heaters, two dry catch basins shall be provided. The lines
from dry catch basins shall be individually sealed (minimum 150 mm water seal) at the inlet
to a downstream manhole at least 9.1 m (30 ft) from the heater.

4.2.4 Drains from Diked Areas

Where provision is made for draining water from diked areas, drainage shall be provided
at a uniform slope not less than one percent away from the tanks toward a sump or catch
basin located at the farthest practical distance from the tanks. For very large tank areas,
lesser slopes (minimum 0.5 percent) will be acceptable if approved by COMPANY. The
catch basin shall be sealed on the outlet (minimum 150 mm water seal). The outlet piping

from the sump shall be provided with a means of isolation (e.g., sluice gate, knife gate
valve) that is kept in a normally closed position. The valve box shall be located outside of
the tank dike wall and be accessible to an operator. The discharge shall be to the Clean
Water Sewer system (noncontact stormwater only) or to the Oily Water Sewer system.

4.2.5 Drains from Storage Tanks

Water drawoffs from storage tanks shall be piped to an open sump located under each
drawoff valve. A drain line shall be provided from the sump to a manhole located outside
the tank dike wall. The inlet to the manhole shall be sealed (minimum 150 mm water seal).
The sump wall elevations shall be designed to prevent impounded stormwater from entering
the sump during the design rainfall event.

For atmospheric, pressurized or refrigerated storage tank dike areas, all discharge shall be
provided with a valve according to Section 4.9 – Valves located such that it is accessible for
operation from outside the enclosure.

4.2.6 Drains from Buildings

Wastewater from toilets, kitchens, ablutions and showers in buildings shall be discharged
to Sanitary Sewer system without any treatment.

Oily Water Sewer (OWS) from transformer yards in substations and VFD control houses
shall be connected to Oily Water Sewer (OWS) system. Drain from fabrication and welding
workshop/ machining workshop/ rotating workshop/ workshop & field washing area in
workshop and fire truck garage in fire station shall also be connected to Oily Water Sewer
(OWS) system. Oily Water Sewer (OWS) shall be sealed (minimum 150mm water seal) at
the inlet to downstream manhole.

Chemical Sewers (CHS) from laboratory rooms and secondary warehouses shall be
connected to collection pit.

4.3 CATCH BASIN

4.3.1 General

In pool fire area, catch basins are not allowed to collect LNG/LPG spills. The fire water
discharge pit shall be provided for LNG/LPG spills so that the spilled liquids can be
drained first to the fire water discharge pit and then held in the spill basins. For details

4.3.2 Clean Sewer System

In the case of drainage layout that Clean Water Sewers (CWS) corrected by catch basin,
no more than five catch basins shall be arranged to flow in series before discharging
into a manhole and open ditch. No fire seal is required on inlet lines to catch basins. In
or near LNG / LPG handling areas, fire seals are required on inlet to catch basins or
manholes.

4.3.3 Oily Sewer and Chemical Sewer

Catch basins shall be designed to collect and convey the full catchment area design flow
without flooding of the pavement area. Catch basins shall be kept open to collect spills
and storm or firewater inside of curb (H=150mm). Openings shall allow maximum flow of
fire water or rain water (minimum 120 m3/h) without restriction. Removable gratings shall
also be provided flush to low points of paving and grading and designed to carry a
minimum load of 16,000 lbs. (7,260 kg).

4.3.4 Catch basin to Catch basin

One catch basin shall not be connected to or flowed through another catch basin. Fire
seals shall be provided on all inlet lines from catch basins to manholes if a catch basin is
not sealed at its inlet. Grating-covered catch basins shall not be located beneath pipe
rack, process equipment, instrumentation or controls, stairways or ladders including
their landings or pipeways. They shall be spaced horizontally at least 0.8 m (2.5 ft) away
from pumps and 1.5 m (5 ft) from compressors and uninsulated vessels containing
hydrocarbons. Catch basins for Oily Water Sewer shall not be located closer than 9.1 m
(30 ft) to fired heaters or similar constant ignition sources.

4.4 MANHOLE

4.4.1 General

Manholes shall be provided as follows:

B. Where laterals connect to a sewer main if required for cleaning and/or fire seal
purposes.

C. Where sewer size change.

D. Where there are abrupt changes in elevation.

E. Manholes shall not be located beneath equipment, pipeways/racks or major piping,


instrumentation or controls, structures, stairways or ladders, as much as practically
possible.

F. Manholes serving more than one integrated process unit or integrated plant area shall
not be located inside a process unit.

G. Manholes shall not be located inside tank dike areas except when they receive
drainage only from the tank and dike area within which they are located.

4.4.2 Manhole Space

Manholes shall be located at spacing intervals to facilitate maintenance, inspection, and


cleaning.

Manholes or cleanouts shall be provided at changes in horizontal direction.

Maximum spacing of manholes shall be 60 m for sewers less than or equal to 12 inches
(300mm) in diameter and shall be 150m for sewers larger than 12 inches (300mm) in
diameter.

4.4.3 Sealed Manhole

Sealed manholes shall also be provided as follows:

A. Integrated plants or large process areas shall be subdivided into process areas of not
more than 60,000 ft2 (5,600 m2) each separated by a sealed manhole.

B. The sewer for an individual process unit or part of a unit located within an integrated
plant but designed to operate separately from the entire plant shall be separated by a
sealed manhole from other units and shall discharge to a main that is isolated from
other process units by seals.

C. The plant main sewer shall pass through a sealed manhole before entering a separator
to prevent a separator fire traveling back up the sewer into the plant.

4.4.4 Minimum Diameter

The minimum diameter of manholes shall be 1.2 m (48 in). Manholes shall be sized to
permit access for cleaning, inspection, and repair.

4.4.5 Concrete Works and materials

Manholes shall be of the pre-cast concrete or poured-in-place concrete type.


Alternatively, other product compatible with pipe material may be used, subject to
COMPANY approval. Manholes shall be waterproofed on the exterior and interior. Inlet
and outlet pipes shall be joined to the manhole with a flexible watertight connection
arrangement.

Chemical sewer catch basins, manholes, etc., shall be made of materials resistant to the
wastewater constituents subject to COMPANY approval or lined with acid resistant brick
or tile according to ASTM C 279 Type III and potassium silicate mortar according to ASTM
C466 or equally resistant mortar.

4.4.6 Offsite Manhole

Offsite manholes with single inlets shall be provided with fire seals at intervals of 244 m
(800 ft). To meet the 152 m (500 ft) maximum spacing limitation for manholes, intermediate
manholes shall be located between the ones that contain fire seals.

Offsite manholes with two or more inlets shall be fire sealed on the inlet lines or by an
isolation baffle.

4.4.7 Manhole Cover

Removable solid cast iron type manhole covers (500 mm minimum diameter) and frames
are required and shall be designed for a truck wheel loads of 16,000 lbs (7,260 kg). In
paved areas, manhole covers shall be set flush with grade. In unpaved areas, manhole
covers shall be a minimum of 50 mm (2 in.) above grade.

The cover shall be vapor tight. A gasket, o-ring or sealant between the cover and frame
is acceptable for this purpose. Vapor tight shall be provided for the only manhole having
a vent pipe.

4.4.8 Manhole Vent

Manholes shall be equipped with a NPS 4 vent to prevent the accumulation of flammable
gases. The vent pipe shall run to a safe location in accordance with Paragraph 4.7.

4.5 PUMPING STATIONS

Pumping stations shall be provided where complete routing of gravity sewer systems is not
possible. The pump station shall consist of a concrete sump and either vertical or submersible
pumps. These pumps shall be sized for the maximum design flow A minimum of two pumps
shall be provided. If only two (2) pumps are provided, the pumps shall have the same capacity.
The sump shall be readily accessible for maintenance and removal of accumulated grit and
separated oil. The sump shall be covered and include tight seals around the pump entry points
The sump shall be vented with a NPS 4 line size to prevent the accumulation of flammable
gases. The vent pipe shall run to a safe location in accordance with Paragraph 4.7.

4.6 CLEANOUTS

Requirements for cleanouts are as follows:

A. Cleanouts shall be provided when the sewer turns through 90 degrees. They shall
also be provided when the sewer turns through 45 degrees and is preceded by a
straight run of 15.2 m (50 ft) or more.

B. Cleanouts shall be installed to facilitate cleaning in the direction of flow.

C. Drain hubs may be considered as cleanouts if the run to the drain header is less than
6.1 m (20 ft) and total turns do not exceed 135 degrees. This includes the 90 degree
turn from vertical to horizontal.

D. In the absence of a manhole or catch basin, a cleanout shall be provided in every 31


m (100 ft) of straight sewer run in lines NPS 12 and smaller.

E. Cleanouts shall be the same as the line size in Sanitary Sewers and shall not exceed
NPS 6 in all other sewers.

4.7 VENTS

Manholes and sumps shall be provided with sealed covers and shall be vented to a safe
location in order to avoid hazards to personnel. Vents shall be NPS 4 in line size and carbon

steel pipe. For Oily Water Sewers where flammable vapors may be present, the vent pipe shall
terminate:

A. Vent discharge shall be at least 10 feet (3 m) above grade in a safe, open area.

B. Vent discharge shall be at least 10 feet (3 m) above any platform, elevated


road/access way, etc., located within a horizontal distance of 25 feet (7.5 m).

C. Vent discharge shall be above any equipment, building or pipeway/rack located within
a horizontal distance of 25 feet (7.5 m).

D. Vent discharge shall be at least 50 feet (15 m) above grade when less than 100 feet
(30 m) from a fired heater, substation, switch rack, or similar ignition source, and shall
in no case be less than 50 feet (15 m) from such ignition sources.

E. Vent discharge shall be at least 3 feet (1 m) from any other sewer vent of different
sealed section of sewer.

F. Vent discharge shall be protected from accidental damage by mobile equipment and
vehicles.

G. Vent pipes shall be vertical at the discharge end and cut horizontal to discharge
upward.

All sealed sections of a sewer system shall be vented on both sides of the seal to prevent
blowing of seals by pressure build-up.

A. Manholes with baffle type seals be vented on both sides of the seal by separate vent
pipes discharging to locations at least 3 ft (1 m) apart.

B. Where manholes seals are established by submerging inlet connections, a vent shall
be provided on both the sealed manhole and the next manhole upstream.

The highest manhole or highest point in each branch of each sealed section of the sewer
system shall be vented.

For Sanitary Sewers and sumps, the vent line shall be NPS 2 and meet the above
requirements.

Vent pipes shall be designed to drain condensation back to the manhole or sump without low
points. Pressure / vacuum vents shall be installed to control odors from manhole vents in Oily
Water Sewer service.

Vent pipes shall have at least one flanged joint above and near grade to allow for cleaning
access and extension / replacement without welding.

Vent pipes shall be marked as specified by COMPANY for easy field identification as a sewer
vent.

4.8 DRAINAGE DITCHES

Drainage ditches used to collect stormwater and firewater shall be subject to the following
limitations:

A. Drainage ditches used in process unit battery limits shall be for LNG / LPG spill
containment ditches (as defined in 4.8 (E)) and Clean Water Sewer (CWS).

B. Drainage ditches shall not be used to Oily Water Sewer (OWS) and Chemical Sewer
(CHS).

C. The location and design of drainage ditches relative to process equipment and piping
shall be determined to prevent the spread of fire. Fire stops shall be provided at
intervals not greater than 213 m (700 ft) and at road intersections in tank farm areas.
Each fire stop shall consist of a sewer pipe with access sumps at each end for
cleaning and removal of silt and debris. The pipe shall be at least 9.1 m (30 ft) in
length. A fire seal shall be provided at the upper end sump. A flooded closed pipe
under a road crossing may also be used as a fire stop.

D. Drainage ditches shall be separated from pipeways by a minimum horizontal distance


of 4.6 m (15 ft) and from process equipment by 9.1 m (30 ft) minimum. Where
overhead and above grade hydrocarbon, firewater, or utility lines cross over or are
within 4.6 m (15 ft) of open drainage ditches, the overhead lines shall be continuous
pipe or welded joints. Pipe flanges or threaded connections or fittings are prohibited.
Pipeways crossing or within 4.6 m (15 ft) of drainage ditches shall be protected from
fire by a concrete slab, culvert, or by fireproofing the pipe rack or piping.

E. For LNG / LPG spill containment ditches, reinforced concrete ditch with 1% gradient
shall be used. The ditches shall be sized based on maximum LNG / LPG spill flow
volume. Minimum size shall be 0.3 m wide and 0.3 m deep.

F. Unlined earthen ditches shall not be used except for future area. Ditches shall be U
type reinforced concrete or lined ditches or combination of them. Lined ditches shall
be of trapezoidal cross section with a concrete lining of 75 mm FRC underlain by 0.25
mm polyethylene sheeting to facilitate cleansing and to prevent erosion. Minimum
bottom width of the ditches shall be 600 mm. The recommended longitudinal bottom
slope is specified in Section 3.5.

4.9 VALVES

Valves shall be as follows:

A. Valves shall be of an end of pipe style that attached on only one side and completely
free on the opposite side.

B. For in-line service, valves shall be installed in a manhole or similar structure which
provides the means for continuation of flow, and which provides access for
maintenance and replacement.

C. Valves installed in manholes or other structures shall be a position indicator visible


from outside the manhole or structure.

D. Valves shall be bolted in place and shall be removable without cutting or burning.

E. Valve components shall be of corrosion resistant materials such as cast iron, stainless
steel and galvanized steel.

F. Moving parts shall be designed to be non-binding and made of materials that do not
require frequent lubrication such as brass.

G. Valve sterns shall have a suitable closure and packing to prevent vapor escape at
penetrations through lids or covers in closed sewer systems.

H. Valves which may be subject to an unseating pressure shall be capable of resisting


that pressure.

I. Valve handle shall be above ground level by extending arm. Valves inside pit shall
not be acceptable.

4.10 HYDRAULIC SEALS

Hydraulic seals and sediment traps shall be at catch basins, manholes, or similar structures
providing direct access for clean out.

Catch basin seals, where applicable, shall be as follow:

A. Seals shall provide a minimum 6 in. (150 mm) hydraulic seal at zero flow level.

B. Seals shall be gas tight and accessible for cleaning.

C. Seals shall be bolted in place or otherwise installed so as to replaceable without


demolition of the drain or catch basin.

D. Material shall be equal to or better than the sewer line and resistant to atmospheric
conditions and the wastewater constituents.

E. Seals shall include provisions for clear, easy opening to allow direct, full diameter in-
line access to the sewer line for periodic cleaning.

F. The seal shall be at either the outlet of the catch basin or the inlet to the manhole, and
shall preferably be located consistently throughout the plant.

5. MATERIALS SELECTION
5.1 GENERAL

All materials to be used for the works shall be approved by COMPANY prior to placing the
purchase order. Selection of materials for underground sewers and drainage pipes shall take
into account such factors as the temperature, chemical composition, physical properties of the
wastewater, soil conditions, seismic potential, pipe joint integrity, durability, cost, and
availability. Piping materials shall be limited to cast iron, ductile iron, carbon steel, high density
polyethylene, fiberglass reinforced epoxy and reinforced concrete pipe and PVC pipe.

5.2 PIPING MATERIALS

5.2.1 Oily Water Sewers

CONTRACTOR may select either of below materials considering the characteristics of liquid
as stated in Section 5.1.

A. Ductile iron pipes and fitting shall comply with ANSI/AWWA C151/C 110, JIS
G5526/5527, ASTM A 746 or Approved equal by COMPANY. Polyethylene
encasement (minimum 0.2mm thickness) for ductile iron pipe shall be in accordance
with ANSI A21.10/AWWA C105 or approved equal by COMPANY.

B. Fiberglass (Glass-Fiber Reinforced Thermosetting-Resin) sewer pipes and fittings


shall comply with ASTM D 3262. CONTRACTOR shall prepare a method statement
for pipe installation complying with ASTM D 3839 and the manufacture’s
recommendations.

C. Polyethylene (PE) (HDPE) pipe and fittings shall comply with ASTM D 3035, F714
and F894. CONTRACTOR shall prepare a method statement for pipe installation
complying with ASTM D 2321 and the manufacture’s recommendations.

D. Pipe material for (OWS) shall be double wall corrugated polyethylene (PE) (HDPE)
according to indicate in subparagraph 5.2.1.C.

5.2.2 Clean Water Sewers

Ductile iron pipe and fitting with polyethylene encasement, Fiberglass sewer pipes and
fittings or HDPE pipes and fittings as defined in subparagraph 5.2.1 shall be used within
process unit battery limits.

Outside process unit battery limit, reinforced concrete pipe with external protective
coating may be used. Reinforced concrete pipes and fittings shall comply with ASTM
C14 for NPS 4 to 15 and C76 for NPS 18 and larger. In addition, all the requirements of
Project 301-00-CL-SPC-00017, NFXP3 COMMON CONCRETE MATERIALS
SPECIFICATION, shall be strictly adhered to. Protective coatings shall also be in
accordance with the Project Specification.

Pipe material for (CWS) shall be (HDPE) according to indicate in subparagraph 5.2.1.C.

5.2.3 Chemical Sewers and Sanitary Sewers

PVC pipes and fittings complying with ASTM D2729 or equal Approved by COMPANY
shall be used. Operating temperatures must not exceed material limits.

Pipe material for (SAN) shall be (PVC)

6. INSTALLATION
6.1 GENERAL

Installation of underground piping for sewer systems shall address the following:

A. Bedding/support for pipe in its trench.

B. Required depth of cover (especially under roadways).

C. Backfill material and compaction (if required).

Carbon steel shall be installed in accordance with Project Specification NFEF-60-00


MP-TS-NA-001, PIPING – FABRICATION, ERECTION AND TESTING.

Jointing methods used for installing PVC piping shall be approved by COMPANY.
Personnel involved in the installation of PVC piping shall be tested and qualified to
confirm their capability to install leak-tight joints.

6.2 COVER

Sewer lines shall have a minimum depth of the smaller of 3 ft (900 mm) or one pipe diameter
within process unit battery limits. Additionally, in no case shall the minimum pipe cover be
less than 0.5 m (18 in.). The cover shall be measured from the finished surface to the outside
top of pipe. For offsite areas, sewer lines shall have minimum depth of cover of the larger of
0.9 m (3 ft) or one pipe diameter. CONTRACTOR shall verify minimum cover depth provisions
with respect to pipe strength, trench detail and loading conditions.

Pipe trench selection shall be based on a superimposed wheel load of 16,000 lbs (7260 kg)
and a 50% load increase for impact unless otherwise specified.

For rigid pipe, a bedding factor based on the method and class of bedding selected, pipe
crushing strength based on the three edge method, and a safety factor of 1.5 for the
applicable ASTM pipe material standard shall be used to establish the safe supporting
strength (design load) of the pipe.

For flexible pipe other than ductile iron, a bedding constant and modulus of soil reaction based
on the method and class of bedding, a pipe stiffness based on a parallel-plate loading test,
and safety factor of 2 applied to the critical deflection limit for the applicable ASTM pipe
material standard shall be used to establish the design deflection limit of the pipe.

For ductile iron pipe, the minimum pipe thickness/strength shall be according to ASTM A 746
or AWWA C151/A21.52 for the laying condition selected, or shall be based on a maximum
design deflection of 3 percent and design ring bending stress of 48 psi (330 Mpa) using the
modulus of soil reaction, and deflection and bending coefficients based on the method and
class of bedding selected.

Under roadways and vehicle-trafficked areas, sewer lines requiring protection shall be
encased in a concrete envelope or in a sleeve providing a 75 mm (3 in.) minimum total
clearance. Subject to COMPANY approval, these lines may be covered with a load-bearing
steel plate or concrete slab as an alternative to concrete envelope or sleeve. Verification of
such alternative means of protection shall be the responsibility of CONTRACTOR.

6.4 TESTING

6.4.1 General

All sewer systems shall be water tested before backfilling for water tightness.
Backfilling shall only proceed after COMPANY approval of sewer tests has been
obtained by CONTRACTOR.

Testing shall be carried out from manhole to manhole. Short branch drains connected
to a main sewer between manholes shall be tested as one system with the main sewer.
Long branches shall be tested separately from manholes.

6.4.2 Water Test

CONTRACTOR shall prepare a method statement and program for all drain and sewer
water tests and obtain approval of COMPANY prior to proceeding with such tests.
CONTRACTOR is responsible for the supply of all water required for tests and for its
disposal on completion of testing.

Drains and sewers shall be subjected to an internal pressure test with a head of water
at least 3 m (10 ft) above the crown of the pipe at the high end, but not more than 6.1
m (20 ft) at the low end. Steeply graded sewers shall be tested in stages if the 6.1 m
(20 ft) maximum head limitation would be exceeded shall the whole section be tested
at the same time. A standpipe shall be employed to ascertain that the specified head is
obtained.

Since some piping materials absorb more water than others, and some piping
configurations trap more air at the joints than others, an allowance can be made by
adding water to maintain the test head for appropriate periods. The test shall commence
approximately one hour after filling the pipe with water.

The loss of water over a period of thirty (30) minutes shall be measured by adding water
from a measuring vessel at 10-minute intervals and noting the quantity required to
maintain the original water level. For this test, the average quantity added shall not
exceed 0.98 liter per an hour per a hundred (100) meters linear distance per centimeter

of nominal internal sewer diameter (0.2 gallon per hour per 100 linear feet per inch of
nominal internal sewer diameter). However, if local codes are more stringent, they shall
be followed.

Pipe leakage that causes a drop in the test water level will be apparent by the change
in the water level in the standpipe. Any leaks visible during water testing shall be
corrected. Defective parts of the sewer system being tested shall be removed, replaced,
and re-tested.

Sewers failing leakage testing shall be repaired to the satisfaction of COMPANY.
