Part 3: Prioritise 3 actions with justification for the selection
Suggested word counts
Moral and financial arguments for all actions: 300 to 350 words
For EACH action:
Specific legal arguments: 100 to 150 words
Likelihood AND severity: 75 to 150 words
How effective the action is likely to be in controlling the risk: 100 to 150 words

Moral and financial arguments for ALL actions

Moral, general legal and financial HMT Machine Tools Limited has moral responsiblity to protect their workers from the risk of any
arguments kind of occupational hazards that may occur in the production floor. They consider workers as their
most valuable resource and provides them all the rights to work in a hazard free safety
environment.Workers enters the production floor to perform their job to earn wages. So that they
can support their family and run the daily needs. They should not be fallen ill by any hazards as it
causes acute and chronic health effects on the worker. This leads to mental ill health also not only to
worker but also to his friends, family and among the co workers.Increased morale of workers
increases quality of work and productivity.Workers will also cooperate with the efforts of
management to follow positive health and safety culture and avoid any accidents by their
mistake.Accidents will lead to injuries and casualities which is morally unacceptable.
All companies will be having a budget set yearly for its smooth functioning,so as HMT also.HMT
have financial reasons to setup health and safety in the work place. If any accidents happen this will
overturn the set budget of the company. There will be financial costs to company associated with
accidents. This includes both direct and indirect costs.Direct cost are measurable cost arising due to
accident such as sick pay, first aid treatment, repairs to damaged equipments and building, civil
claim, loss in production time and damaged products.Indirect costs such as reduced staff
morale, cost associated with recruiting and training new staff, loss of goodwill of customers, loss of
business reputation, damage to industrial relationships.Uninsured costs will add up to the financial
burden to the company.

Learner number: 00587830 Learner name: Allen Mathew Page 24 of 30

HMT strictly follows all the national and international laws along with their own safety policies. If any
hazards occur the company will have to face the legal enforcement actions which includes fines
imposed, blacklisting of company, imprisonment of responsible authorities.Health and safety of the
industry with the ILO C167 occupational safety and Health convention, 1988(No.167). The
convention states that Article 13 (1) (a) All appropriate precautions shall be taken to ensure that all
workplace are safe without risk of injury to the safety and health of workers.

Justification for action 1

Action Purchase of local exhaust ventilation system(LEV) (Hazard category - Hazard substance)

Specific legal arguments The ILO’s convection C148 and Recommendation R156-working environment(Air Pollution, Noise,
Vibration) requires employers should take measures to protect workers against polluted air in
working environment.Convection C155 aims policies shall be made to prevent accidents and
injuries to health linked with course of work, by minimising, so far as is reasonably practicable, the
causes of hazards inherent in the working environment.Control of noise at work Regulation 2005
ensures that workers hearing is protected from excessive noise at their workplace.ILO’s Code of
Practise ‘recording and notification of occupational accidents and diseases’ requires employers to
report cases of occupational asthma to our countries health and safety regulator.
Consideration of likelihood AND severity Huge amount of dust and fumes will be produced during the machining process of various metals
and wood, heat treatment. Lack of LEV causes workers to get exposed to these dust particles. The
likelihood that workers will become ill by inhaling this dust is very high.Acute and chronic
respiratory diseases will also accompanies.Only ordinary face masks are provided and are not
mostly used by the workers.
For considering severity I classify it into 4 categories
 Minimal : no damage or injury occurred
 Minor : injury requiring first-aid and/slight damage caused to plant/equipment/building.
 Major : injury requiring hospital treatment/stay and/or significant damage caused to plant/
equipment/building.

Learner number: 00587830 Learner name: Allen Mathew Page 25 of 30

 Catastrophic : death and/or irreparable damage to plant/equipment/building.
The severity ranges from major to catastrophic.Workers doing machining activities close to the
work piece and supervisors will have major and catastrophic effects.Visitors will have minimal
effect. Inhalation of silica, lead dust and emissions like CO, NOx causes damage to nervous
system, organs like kidney and liver, causing nausea, irritation to senses.Silica dust deposited in
lungs causes silicosis and lung failure.CO in increased proportion causes coma and death.Chances
of dust explosion are also very high.
How effective the action is likely to be in
This action has major impact in controlling the dust and fumes emitted in the work place.Setting up
controlling the risk. This should include:

the allocation of fund.
This action alone wont fully control the hazard, but it eliminates a major proportion of the hazard. As
mentioned in the risk assessment on-tool extraction systems also need to be installed on possible
equipments to eliminate the hazard fully.

Justification for action 2

Action Purchase of different classes of portable fire extinguishers and smoke detectors. (Hazard category -
Fire)
As per theC130 - Medical Care and Sickness Benefits Convention, 1969 , C120 - Hygiene
Specific legal arguments
(Commerce and Offices) Convention, 1964, R102 - Welfare Facilities Recommendation, 1956 (No.
102)the ILO C170 – Occupational Safety and Health Recommendation 1990 (No. 170),

Occupational Cancer Convention and Recommendation 1974, The Working Environment
Convention and Recommendation 1977 all says that the protection of the workers from the harmful
effects of chemicals, fires, smoke also enhances the protection of the general public, the
environment and welfare for all the employees under the company.

Consideration of likelihood AND severity Machining process produces large amount of combustible metallic, wooden waste and dust.Even a
small ember will trigger the combustion and can form into a catastrophic fire if not controlled at the
initial stages of combustion itself using appropriate fire extinguishers. The likelihood of injuries and
damage occurring due to fire is very high.Due to the insufficiency of appropriate extinguishers and
smoke detectors if a fire gets triggered the likelihood of it getting spread across the production floor
is very high.Workers are doing fire control measures with their own knowledge. The existing fire
extinguishers are very less in numbers and are not periodically checked and certified.
As mentioned in justification 1 the severity ranges from major to catastrophic. The major concern
is potential harm to the entire workforce present there. The catastrophic effect of people killed in
workplace fire are not killed by flames directly.but indirectly by the smoke inhalation.Flames causing
third and fourth degree burns will be fatal for workers.Heat induced burns causes major injury
requiring immediate hospital treatment.Mostly the damages caused to property and equipments are
irreparable.
How effective the action is likely to be in
Purchase of portable fire extinguishers for various classes of fire and smoke detectors will have a
controlling the risk. This should include:
major impact in detecting any fire outbreak in the floor, controlling and extinguishing it at the
 the intended impact of the action; earliest. Also avoiding any injuries to the workforce and property of the company.
 justification for the timescale that you
indicated in your risk assessment; I have indicated a time scale of 1 month for the purchase and installation of fire extinguishers and

control the risk. action to be executed in the workplace. At any instant there can be a fire outbreak and we should be
well equipped in order to face the situation and bring it under control with very minimal loss.
Even though this action can control the risk to a major extend, some additional measures also
needed to be implemented so as to control and eliminate the risk of fire.As mentioned in risk
assessment water sprinkler system and fire alarms also need to be installed. With this additional
preventive installations we can completely control the fire outbreaks in the workplace.

Justification for action 3

Action Purchase of electric hoist (Hazard category - Manual handling)

ILO convention C127 maximum weight convention, 1967 (No. 127) and Recommendation (No.128)
Specific legal arguments
this laws stands for fixing a weight limit in the manual handling, giving enough rest times and
avoiding workers under the age of 18. Article 6 of the C127 states that, in order to limit or to
facilitate the manual transport of the loads, suitable technical devices shall be used as much as
possible. Here comes the use of electric hoist machines. Article 5 of C127 states each member
shall take appropriate steps to ensure that any worker assigned to manual transport of loads other
than light loads receives, prior to such assignment, adequate training or instruction in working
technique, with a view to safeguard health and prevent accidents

Consideration of likelihood AND severity Likelihood of hazards due to manual handling is very high.Workers are carrying heavy loads for
long distances.Loads are not lifted up by following the correct body postures and methods.Holding
of loads away from the body.Workers who are not capable to lift heavy loads trying to perform the
task. This all causing likelihood of injuries due to manual handling.
As mentioned in justification 1 the severity can be classified as major.Initially there will be pain in
back, arms and shoulders, sprains and strains. This can be cured if proper first aid treatment and
adequate rest is provided. But there is very less scope for this in between the work.So this increases
the severity of the condition of the worker.Gradually this results in major health effects such as
WRULDs,back injury.hernias, soft tissue injury, tendon and ligament injuries. This is a high risk
condition where continuing with work is impossible and the worker needs urgent medical attention.
How effective the action is likely to be in
I suggested purchase of electric hoist to eliminate manual handling by workers. This action is very
controlling the risk. This should include:
effective in controlling the risk. The human effort of handling can be eliminated by this. Also heavy

timescale.
In order to fully control the risk I suggest the purchase of pelletiser and hydraulic lift table also as
mentioned in the risk assessment. This helps the workers to move small load to destinations where
shelf stacking is done.I also suggest to have the route of movement of workers with load to be clear
of obstructions and clearly marked and separated. The uneven paths should be leveled.
Part 4: Review, communicate and check
Suggested word counts for each section:
 Planned review date or period and reasoning for this: 50 - 100 words
 How the risk assessment findings will be communicated and who needs to know the information: 100 - 150 words
 Follow up on the risk assessment: 100 - 150 words.

Planned review date/period with As per company policy the review of risk assessments is carried out every 8 months.I have done
reasoning my risk assessment on 10/04/2021.So the proposed date of next review is on 10/12/2021.Even
though 8 month time period is set as company policy I am planning to do the review after 5 months,
that is on 10/09/2021.This has arisen due to the conditions like some new machineries and
equipments are being introduced in workplace as part of the risk assessment. Also new staff
recruitment will also takes place. Also there is change in the legislation of the company to be
happening.
How the risk assessment findings will be I will arrange a meeting with department engineers, supervisors, purchase manager, medical team,
communicated AND who you need to tell worker representatives, safety officers and a board member so that the risk assessments and
further control actions could be discussed and can make more clarifications regarding this. Then the
final risk assessment signed copy will be provided to all of them.A hard copy will be made available
to the workers also.A soft copy will be e-mailed to all the members in the company in their company
mail ID.Follow up of this mails will be done. The same will be communicated to all workers through
daily tool box talks. The important topics will be published in the company notice board in the form
of poster and notices which are easily understandable.I will meet the workers and talk to them
about the current hazards and control measures. I will ensure that all the information found out by
risk assessment are properly understood by the receivers.
How you will follow up on the risk I will closely monitor that the recommended control measures are implemented within the given
assessment to check that the actions time scale. I will closely work with department engineer, purchase manager, finance manager and

supervisors to ensure that all the control measures are implemented. Reminders will be set for
upcoming actions that are due to be completed. To ensure the work is in progress I will ask reports
regarding it to the responsible person. If not properly done, he will be asked to submit explanation
for that. I will be conducting floor visits and inspections to check if workers are following the
proposed actions in risk assessment. If the actions are not completed even after 1 month from the
proposed time scale allowed, I will ask explanation from the concerned authority and will be
submitted to higher officials in the company to look into the matter.
