This procedure covers the requirements on PT Linde and PT Asuka Engineering Indonesia that
must be implemented to Java LG Project – TSF and Civil Construction Work. And the scope is

3. Definitions
COMPANY : PT. Linde Indonesia
CONTRACTOR : PT. Asuka Engineering Indonesia
SUB-CONTRACTOR : The company that manufactures or supplies equipment and services
to perform duties specified by CONTRACTOR. "VENDOR" covers
Manufacturer/ Supplier/Sub-vendor.
4. Responsibilities
Group / person who will be responsible in the site is listed bellow :
1) Project Manager
2) Construction Manager
3) Project Engineer
4) QA/QC Inspector
5) Safety Officer
6) Foremen / Work Supervisors
7) Equipment Operators
8) Skilled and unskilled labourers

4.1. Project Manager


1. Ensuring that the project works in his zone are carried out in accordance with
Company policies and in accordance with the requirements of this Quality plan.
2. Ensuring the full compliance of subcontractors with Company Quality policies and
with the requirements of this Quality plan.
3. To ensure that all the equipment required to execute the works according to the
construction programme are available, in good condition, and provide any
additional equipment that might be required.

4. To co-ordinate with the Construction Manager, Project Engineer, Safety Engineer,


Foreman and Surveyor for a safe and proper execution of the works.
5. To guide specific attention to all safety measures in co-ordination with the safety
officer/engineer.

4.2. Construction Manager


1. Ensure area is ready and safe to start the works.
2. Set up required equipment and plant through discussion with the Project Manager
and Project Engineer/Works Supervisor.
3. Ensure the works are carried out according to the specification, quality and
approved shop drawings.
4. Liaise and co-ordinate with the Project Manager for the agreed sequence of works
with respect to the construction programme.
5. Allocation of required manpower through co-ordination with the Project Manager.
6. Provide the risk assessments for the works in hand.
7. Provide sufficient and safe access for operatives, trucks and pumps.
8. Take precautionary measures with regards to protecting works from hot weather,
wind, rain and sun.

4.3. Site Engineer


1. The engineer shall carry out his duties in a manner that shall be co-ordinated by
the project manager on a daily basis, and shall ensure proper distribution of the
workforce and equipment at required locations.
2. To be aware of test frequencies related to the formation level.
3. To control disposal of waste excavated material according to the instructions
received from the Project Manager.
4. To co-ordinate with the Safety Officer to maintain safe working and proper
housekeeping of the site. To comply with the safety measures and ensure that all
Safety Officer Teams are aware of the same to prevent accident and loss.
5. To monitor and check all activities and ensure that works shall be carried out
according to specifications, quality and approved drawings.
6. To inform the QC Inspector of the areas ready for inspection.

4.4. QA/QC Engineer / Inspector


1. Ensuring that Consultant/Client inspection requests are implemented.
2. Compilation of all necessary quality control checklists
3. Assisting Consultants during the Inspections.
4. Coordinating with the third party lab regarding tests and results.
5. The control of work performance by means of checking the work before
consultants’ inspection and issuing RFIs & punch lists as necessary.

6. Completion of documentation to verify the work performed.


7. Controlling all inspection activities on-site in line with ITPs.
8. Ensuring that all test equipment including surveying equipment is calibrated and is
suitable for use on-site.

4.5. Surveyor
1. To establish benchmarks from agreed reference points, provide required
setting out and level markings and follow up with regular checks.
2. Co-ordinate with the Project Engineer / Foreman and ensure the approved
shop drawings/construction drawings shall be implemented properly.
3. Maintain survey details and reports, periodically check the progressing
works and advise the project manager of any deviation from the drawings.

4.6. HSE Engineer/Officer


1. To ensure implementation of all safety measures related to the nature of works
being carried out, and in accordance with the Project Safety Plan.
2. To ensure that all the persons involved in the works are aware of their
responsibilities, and that they have enough understanding of the safety procedures.
3. The safety officer in co-ordination with the Project Manager shall ensure that all the
implemented safety measures are effective enough to maintain safe working on the
site.
4. To maintain continuous inspections of the site activities, advise and train persons
on a daily basis to prevent accidents and personnel injury.
5. To give special concern to housekeeping, and ensure that the site is maintained
clean and tidy.
6. To ensure all the relevant safety sign boards for different works are in place.

4.7. Foremen/ Works Supervisor


1. Ensure the works are progressed in the sequence as agreed with the Project
Manager.
2. Liaise with the Project / Construction Manager for the allocation of the work force,
ensuring adequate manpower is available.
3. Liaise with the site manager to ensure all the required plant / materials are available
to construct the works.
4. Full time supervision shall be required to ensure the works are carried out in
accordance to specifications, quality and approved drawings.

5.3. Procedure / Method Implemented


1) In Setting Out and Preparation,
a. Do the staking and plotting the boundaries of working areas, with Total Station, Optical
Plummet, and Long Measuring Tape.
b. Make the difference between people working area and heavy equipment working area
for workability and safety issue. Line up the boundaries with warning tape.
2) In Concrete Block Wall,
For the installation of brick walls there are several ways of installation that need attention.
a. Supporting Materials

 Setting up a starting point for installation


 Use a Jidar made of wood or aluminum which functions to measure alignment in
vertical installation & horizontal alignment using a threads that weighted
 For measuring the height of bricks, you can use a waterpass
b. Concrete Block Wall,
 Arrange brick masonry in the proportion of ½ brick, with the proportion of pasta 1
PC : 3 Sand and 1 PC : 5 Sand for waterproofing.
 Then make plaster dough with the same proportion as the previous paste then
flatten it.
3) In Plastering and rendering work,
 Make sure the brick wall installation is complete.
 Make sure the installation part (plumbing, electrical work, etc),
 Preparation of materials and tools (sand, cement, water, mixing equipment,
hammer, nails, thread, trowel, bucket, cement paper, jidar, plywood.
 Flush the walls with water.
 Make a guide for the thickness and boundaries of the working space by using a
thread that is installed vertically, repeated with thread spacing every 1-2 meters.
 Make pasta with mixing ratio of 1:3 -1:5. Make sure the mixture is completely
homogeneous.
 Make a sample thickness or according to the reference line. Plaster thickness 1,5
cm – 3 cm. leave the sample for a few moments to harden.
 Start plastering by sticking or throwing pasta on the wall with an overlapping
system.
 Make sure the wall is completely dry. The ideal age for plaster to be rendered is 1
day after the plaster finished.
 Clean the plaster surface from dirt, dust, and oil,
 Flush the surface with water.
 Mix cement and water to produce a thin dough but with sufficient thickness.
 Perform smoothing by layering the cement mixture and applying pressure so that
it sticks perfectly and evenly.
 Good smoothing thickness is 1 mm – 3mm.
 Refine the surface by rubbing the surface using a steel trowel in the same
direction, so as not to show joints

4) In Painting work,
a. Interior painting
 Sanded and cleaned wall surface, traces of cement.
 Wall surfaces that are not good enough to be repaired locally.
 First coat of rolling Alkaline Primer (prime coat) wait until it dries
 Second layer of inner wall paint roll (layer 1)

 Last layer of inner wall paint roll (finish)


b. Exterior painting (weather-shield/similar)
 Sanded and cleaned wall surface, traces of cement.
 Wall surfaces that are not good enough to be repaired locally.
 First coat of rolling Alkaline Primer (prime coat) wait until it dries
 Second layer of inner wall paint roll (layer 1)
 Last layer of inner wall paint roll (finish)
5) In Ceramic tiles,
a. Soak ceramics in the water.
b. Apply cement water at the bottom of ceramic.
c. The mortar and floor to be installed must be clean of gravel, stones, or other
obstructions that will create cavities under ceramic tiles.
d. Tap the newly installed tile and make sure there area no cavities in the base
e. Make sure the elevation level is the same as the plan
f. Leave it for two days. So that the remaining precipitated air will come out.
g. Close the gap between ceramic tiles with grout filler.
6) In Epoxy Coating tiles,
a. Floor Surface Preparation
b. Clean the floor from dust using a broom
c. Floor Coating with Primer Paint
d. Application of First Coat of Epoxy Paint
e. Applying Epoxy Paint with a Roller
f. Applying the Final Layer
7) In Floor Hardener,
a. Level the floor Surface before Spraying Floor Hardener
b. Carry out the compaction process between the concrete and hardener powder using
a steel trowel
c. Wait up to 28 days for it to dry and remove all kinds of dirt and dust
8) In Raising Floor
a. Preparation the work floor must be protected with plastic and plywood when carrying
setting material
b. Cleaning
c. Marking
d. Levelling the Pedestal
e. Installation of Pedestals
f. Preparation of raised floor panel installation
g. Installation of raised floor panels
9) In Railing Platform
a. Submit Approval of Working drawings and materials to be used
b. Check the suitability of the material to be installed with the approved material.

c. Mark the position of the railing pole and check the slope of the stairs in the field
against the working drawings.
d. Check its connection with other works such as stairs, position against
embankments, walls and others.
e. Installation of railing to the floor can use anchors that have been prepared
beforehand or use dyna-bolts or be welded to ring beams.
f. Installation of stair railing pipe/plate connections by welding or bolts
g. Inspection of the results of the installation
h. Clean up the welded joints or bolts with a grinder then caulking and sanding them
until they are even and smooth
i. Railing is painted with zinc-chromate, after it is dry then do the finishing painting
10) In Grating
a. The top of the Grating must be installed flush with the concrete beside it
This is so that the load that passes through it does not occur shock
b. The foundation concrete at the bottom of the grating must be level or the same
height. The concrete foundation of the grating is made sturdy so that it can
withstand grating loads and also the loads that pass through it
11) In Ledder
a. Prepare Outdoor ladder w/ cage material
b. Drill the point that has been marked
c. Then install Ledder and strengthen it with dyna-bolts
d. Outdoor Ledder is ready to use
12) In Ceiling work,
a. Install ceiling hangers
b. Make sure all hanger are securely fastened and in a safe position to be afraid to be
in the room.
c. Hanging load test using ballast
d. Measuring the level of the hanging pole with a waterpass.
e. Installing the ceiling frame.
f. Installation of ceiling according to the material used
g. Recheck the level of the ceiling that has been installed.

5.4. Procedure / Method Inspections


1) All activities to be inspeted regularly
2) All materials to be approved prior to usage
3) All materials to be store properly to avoid direct expose to sun light and bad weather
4) All works to follow as per approved ITP
