7 Minutes of the Quarterly Meeting of the Barangay Nutrition Council (BNC) of Barangay Liwayway, Diffun,
8 Quirino on November 20, 2020 at Barangay Session Hall, Liwayway, Diffun, Quirino.

11 I. Call to Order
12 The presiding officer, Punong Barangay Edgar Rodriguez, called the Quarterly Meeting for 2020 of
13 the Barangay Nutrition Council to order at 10:00 in the morning at the barangay session hall, Liwayway,
14 Diffun, Quirino.
15 II. Roll Call
16 The secretariat, Mrs. Marlyn U. Arbasto checked the presence of the Council Members by hand
17 raise. Having 18 out of 20 members present, a quorum was declared.
18 III. Routinely Activities
19 Mrs. Benilda dela Cruz, Liwayway Child Development Worker led the opening prayer.
20 IV. Confirmation of the Minutes of the Previous Regular Session
21 The first reading of the minutes of meeting of the previous meeting was done by silent reading. The
22 second reading was read aloud by the BNS. There being no corrections noted, the minutes is hereby
23 approved by the body after being moved by Kgd. Hermogenes Balbin, BNAO.
24 V. Business Proper:
25 A. BNAP FORMULATION
26 The presiding officer, Hon. Edgar Rodriguez asked the BNS, Mrs. Marlyn U. Arbasto to give
27 an overview of the problems needed to be addressed upon regarding health and nutrition.
28 Mrs. Arbasto presented the following data as the present situation on health and nutritional
29 status of the barangay:
30  The latest OPT conducted last January to March 2019 shows that there were 279
31 estimated PS and were weighed. Out of total the weighed there were 5 identified to be
32 stunted, 1 severely stunted, 1 were overweight and 1 underweight leaving 272 Normal
33 PS.
34  In the school OPT result, there were 413 enrolees from the three (3) existing schools
35 and 411 of which were weighed. Five (5) among them were identified as Severely
36 Wasted, 20 was wasted, 16 were overweight and 1 was obese.
37  No case of micro-nutrients deficiency was recorded. The most susceptible group
38 affected are the pre-school children, school children and pregnant and lactating
39 parents.
40  The most affected area is Purok 4.

42 After thorough deliberations and as per survey conducted, the malnutrition problems are
43 caused by variety of socio-economic factor which includes:
44 1. Insufficient Food Intake- Kurang ti taraon
45 2. Frequent Illnesses
46 3. Insufficient health services/unhealthy environment
47 4. Poverty/ Not enough income for food allowance.
48 5. Presence of Fund to support the implementation of health and nutrition program
49 6. Presence of different line agencies, private and people’s organization
50 7. Local Government Unit- barangay, municipal and provincial.

52 To improve the nutritional status of the barangay was formulated as the general objective
53 and the specific objectives as follows:
54 1. To improve the nutritional status of One (1) underweight PS at the end of 2020.
55 2. To eliminate one (1) case of underweight PS at the end of 2020.
56 3. To eliminate one (1) case of overweight PS at the end of 2020.
57 4. To eliminate one (1) case of severely stunted PS at the end of 2020.
58 5. To reduce the no. of stunted PS by 60% (from 5 to 2).
59 6. To reduce the no. of wasted SC by 75% (from 20 to 5) at the end of 2020.
60 7. To reduce the number of severely wasted SC by 60% (from 5 to 2).

62 B. Monthly Visitation to Malnourished Children
63 PB Rodriguez recalled that monthly visitation is scheduled for the families with
64 undernourished children during last Fridays of each month. Since the COVID-19 pandemic is still
65 present, the visitation will only be limited to be done by the sector kagawad, BHW and BNS.
66 C. Updates of Supplementary Feeding for CDC
67 On behalf of the four Child Development Workers, Mrs. Benilda dela Cruz (Liwayway), Mrs.
68 Jellyn Salinas (Liwanag), Mrs. Evelyn Benico (Lower Pallutan) and Mrs. Mary Joy Garcia (Upper
69 Pallutan), Mrs. Salinas reported that there is a total enrollees of seventy two (72) who are all
70 beneficiaries of the supplemental feeding from the DSWD. The feeding program is a continuous
71 activity in the SY 2019-2020 until the Enhanced Community Quarantine (ECQ) due to COVID-19
72 commenced. For the school year 2020-2021, the supplemental feeding was said to be funded by
73 DSWD since the school year started in October but as to date, there is still no allocation received.
74 Instead of hot meal, dry rations will be distributed.
75 D. Adoption of National and Local Laws and Policies
76 Kgd. Hermogenes L. Balbin, aware of the need to adopt national laws and policies for the
77 implementation of health and nutrition programs presented Resolutions Nos. 009-014 adopting the
78 following national and local laws to wit:
79  RA 11148: Kalusugan at NUtrisyon ng Mag-Nanay Act of 2009;
80  RA No. 11037: Masustansiyang Pagkain para sa Batang Pilipino Act;
81  Executive Order No. 51: Milk Code;
82  Republic Act No. 8172: Asin Law; and
83  Republic Act No. 8976: Philipppine Food Fortification Act of 2020.

85 All the aforementioned resolutions were approved by the body.

87 VI. Adjournment
88 There being no other matters to be discussed, Kagawad Bernaldo Cabilangan moved for the
89 adjournment of the meeting which was seconded by the body at 12:40 in the afternoon.
