Due to the lockdown period being implemented by the government, people cannot go to work and
perform the tasks needed for the circulation of our economy. This proves that the presence of Covid-19
has impacted the lifestyle of everyone.
Currently, this pandemic is causing a hard time to people. It affects not just our businesses, but most
especially our education system. As members of the academe, this scenario is even harder for we cannot
conduct our lessons in a regular classroom set up. For this reason, giving instructions to our students
becomes more challenging.
Thus, since we are living in a modern world where everything is possible with the presence of
technology, it is a must that we get to apply what we have learned in school. This is where the learning
from the National Service Training Program course should be maximized.
As we all know, the Republic Act 9163 or the NSTP Act of 2001 aims to promote the role of the youth in
nation-building. Further, its goal is to encourage the youth to become civic leaders and volunteers whom
could be called upon by the nation in case their services are needed. Evidently, the teachings of NSTP
course are relevant and applicable during these times.
 One of the most important lessons that our students have acquired in the said course is the value of
volunteerism. It is very timely to extend help to the members of the community who are experiencing the
Enhanced Community Quarantine (ECQ). This is the best time to reach out and ask the LGUs and other
public and private sectors about the help they need in order to monitor and control the spread of this

these are just some of the many things we can offer to the people.
Truly, the real situation that we are facing right now is the most fulfilling experience for those who have
taken the NSTP course because this is the time they will understand the significance of the subject matter
and the importance of their involvement in community extensions which contributes to the welfare of our
nation.

The COVID-19 pandemic created a tremendous impact to the education sector around the world. From
the traditional face-to-face, in-classroom classes, professors have to shift to virtual learning abruptly,
making good use of the available technologies in their locality. Working, and studying, from home has
become the new normal. While there are still a lot of debate about its viability, educators and learners do
not have much choice in the upcoming school year. Physical distancing is a must, and governments are
strict in the implementation of safety measures to avoid contracting the virus. Many universities have
already begun their shift to online classes and blended learning. In this scenario, students and professors
need not come to their classrooms but instead, modules will be given online to facilitate the learning of
the students and meet the courses’ objectives.

With such predicament, there is a bigger challenge to schools and universities that are subscribed to
Service-Learning – If we are not allowed to physically meet our students, how do we engage them to
Service-Learning activities in the new normal? How do our students complete their community-based
learning experiences if they will be prohibited to render services to partner communities?

Many universities around the world have adopted the pedagogy of Service-Learning in the teaching of the
courses they offer. Service-Learning is the integration of the service component aligned with the
objectives of the course to communities who have the need for such service. Reciprocally, communities
informally educate the students through sharing of local knowledge and practices which may not be
taught in the classrooms. Students also learn from their service experiences which are vital to their
personal development (Bringle and Hatcher, 1995). The integration of the service component in the
academic teaching improves the students’ higher-order cognitive skills, such as analytical reasoning and
critical examination of issues and ideas (Eyler and Giles, 1999), and a deeper sense of civic responsibility
which prepare them to become more caring and responsible citizens of their countries (Larson-Keagy,
2002). In most universities, Service-Learning is embedded in their Mission and Vision.

Normally, in a regular semester before this pandemic, students enrolled in Service-Learning courses are
prepared for service engagement in a partner community at the start of classes. Throughout the semester,
they are guided to plan, organize, and lead a program or project that is anchored to the needs of chosen
community. These include several visits to the partner communities and developing relationships with the
residents. At the end of the semester, they implement the program or capstone project to the community
and are evaluated by both the teacher and community leader or coordinator. A reflection, usually in a
form of writing, is submitted to gauge the learning of the students based on the objectives of the course.

In the new normal, this may not be possible anymore. Learners may be prohibited to visit communities,
more so render physical services to them. Interaction among students and teachers is also limited online,
thus logistics may also not work. And if they decide to the Service-Learning activities virtually, there will
be questions on the readiness of both the server and the served, particularly the latter, to the relevantly
new technology because of the digital divide especially in less developed countries.

So how do we conduct Service-Learning in the new normal? First, we have to acknowledge that not all
courses are the same. There are some courses where direct service is vital to the teaching of the course,
say Community Health Nursing (CHN) and Clinical Duty for the B.S. Nursing program or the
Community and Public Health (CPH) for the B.S. Medical Technology program. There are also some
courses which can be more relaxed in the implementation of Service-Learning, like Development
Communication of the B.A. Communication program and the National Service Training Program
(NSTP), which is a General Education course taken by students from all programs.

CHN, Clinical Duty, and CPH cannot do away without the service component. While teachers can
provide videos and lecture guides to help the students understand concepts in their respective fields, there
is no guarantee that they will acquire the necessary skills and the confidence needed in the performance of
tasks in clinical laboratories. In these courses, the conventional face-to-face interaction is important. If
students were to be sent to the field, their safety should be prioritized. Wearing of Personal Protective
Equipment (PPE) may be a must for students who are rendering clinical duties and serving the
communities.

Development Communication, NSTP, and similar courses, on the other hand, may utilize the other forms
of Service-Learning such as indirect service, advocacy, and research. These types of services have
minimal or no physical interaction with the community they are serving. For example, Broadcasting
students can produce a Public Service Announcement (PSA) or a video related to a particular advocacy
and share it in social networking sites. Business Management students can organize Facebook groups to
give micro-entrepreneurs in partner communities a venue to sell their products. Education students can
develop learning materials and distribute to parents of pre-school and elementary pupils who have
difficulty accessing the internet in the blended learning scheme. These are already considered as a form of
service and does not need direct contact with the ‘served.’

Second, there is no hard rule in the implementation of Service-Learning. Each course can be flexible in
the integration of the service component in their lessons. In the planning stage, the teacher and the
students can decide on how much weight they are going to give to the service component. It could be the
culminating or final project of their course, or it could also be just a “quiz.” It can also be a class project
(which may not be possible in Flexible Learning Option), group, or an individual requirement. In many
universities abroad, this flexibility is brought by the relative freedom given by the teachers to let the
students drive the direction of the course. Both the teacher and the students should feel free to explore the
wonderful world of Service-Learning.

Lastly, the definition of community may be tweaked to include not just the formal communities the
universities partnered with, but also the immediate environments of the students. These may include, but
not limited to their family and neighborhood, non-government organizations, minority groups, online
groups, people with similar needs, and the like. Just a word of caution to teachers and students, it is
important to know the needs of their “community” and how the course is aligned into it. It shall be the
responsibility of the teacher to validate the “community” their students are serving. Projects may also be
short term in the meantime, while we are still in transition, unlike in the old normal where there is
continuity in project in partner communities.
The pandemic may have changed the landscape of how we learn but the purpose of education remains the
same – that is for the students to be able to apply what they have learned for the greater good of the
community. It is a must that teachers and learners adapt to the new normal. As Charles Darwin said, it is
not the most intellectual and the strongest of the species that survive but the one that is able to adapt and
adjust to the environment in which it finds itself.
The primary purpose of this study is to as certain the benefits of the National Service Training Program
(NSTP) implementation and to identify the problems encountered by its implementers. Results showed
that the benefits derived from the program were topped by enhancement of skills on basic leadership
with emphases on the ability to listen and ability to communicate which were rated very important and
very much benefited among other training aspects of the program. Results also revealed that students
are aware of the importance of physical, mental and social health as well as the observance of proper
hygiene for overall sense of well-being. Although recreation is one aspect that the respondents find
important, appreciation of it underscores the need to have more time for assignments and projects as
most of the respondents are enrolled in their respective courses with 29 units, making them unable to
appreciate the perks of involving themselves into various recreational activities. Problems in the
implementation showed lack of provision of materials and equipment and of budgetary allocation which
rendered full implementation weak as students and faculty involved in the community immersion have
to rely on their own resources, in addition to the indifference and passivity of the local government
officials. Based on the findings, the researchers recommended that: the school administrators need to
allocate adequate budget for materials and equipment; periodic faculty development trainings and; to
look into the passive attitude of the local officials to ensure that implementation NSTP projects will
benefit both clients and implementers.

The COVID-19 crisis is already having and will continue to have devastating consequences for individuals
and communities across the globe, which must not be underestimated. At the same time, the crisis also
provides a critical opportunity for us to learn more about the essential principles underpinning large-
scale transformative change, as is needed in many education systems around the world. The hope is that
we can come out on the other side of this pandemic with more evidence and lessons learned about how
to expand the impact of effective social interventions and introduce new ways of working within our
education systems to provide quality learning opportunities to all. In future posts, we will share stories
from our scaling lab partners from around the world on how they are innovatively coping during this
crisis to ensure that millions of children continue to receive an education.

NSTP-CWTS: A WAY TO SERVE THE COMMUNITY

Serving while we are still students, usually for the community welfare which we all belong in is the true
essence of NSTP-CWTS. This means that NSTP-CWTS is more than just about fulfilling the academic
requirement.

Here are simple ways that CWTS students can do to serve the community.
 Participate or initiate cleanup drives in the community.
 Join any tree planting activities and encourage fellow students or youths
 Volunteer yourself in teaching out-of-school youths
 Donate books you do not use already or any educational materials

NSTP-CWTS students are well trained to become an active members of the community to serve with
moral values and being responsible. So, with the meaning provided, NSTP-CWTS students can serve the
community by means of actively participating in community programs that aims to provide good service
and essential benefits to the people within the community. Example of this are green programs like
planting trees and plants that will serve as food sources of the people, different health programs to
ensure health safety of the community, general welfare and improving facilities, entrepreneurship
programs to help those people in starting their own businesses to have another source of income,
ensure safety of each and everyone, and being respectful and responsible at all times.

To help achieve the mission-vission of CWTS-NSTP in our school, as a student I should actively
participate in different activities provided by the school that aim to develop our sense of leadership with
integrity, competence, and commitment to fully serve the community. Being a NSTP-CWTS student I
should possessed the values of patriotism, discipline and hardwork, integrity and accountability, and
volunteerism as valuable and effective members of National service corps of CWTS, as stated in NSTP-
CWTS vission. Aside from that, me as one of the students in this course, should also develop the sense of
initiative in rendering services for the community, become more knowledgeable in socio-economic
progress as one of its innovators, and being physical, spiritual, social, and intellectual developed
student. Being responsible and obedient with the mission-vission of CWTS-NSTP in our school, I can help
them achieve their main goals or objective and that is to produce a well-equipped NSTP-CWTS students
that will soon contribute an essential services for the community.

3. Use your voice to combat misinformation online or to advocate for the individuals and
organizations that need our help
Because we live in a digital age, news about the coronavirus and misinformation about the outbreak is
spreading nearly as fast as the virus itself. Fake tips on how to prevent or even cure coronavirus have
gone viral and so have hoaxes aimed at spreading confusion. After the initial outbreak of COVID-19,
conspiracy theories and misinformation emerged online regarding the origin, scale, and various other
aspects of the disease. Get informed from trusted sources like the World Health Organization, local
health authorities (Ministry of Health of N. Macedonia), or your doctor/hospital. That way you can be a
voice for how people can help each other in this time of social distancing while staying safe. Remind
people to support the charities they care about. Share local volunteering opportunities and other ways
of how people can help those impacted. As you’re learning about how people are being affected and
what the needs are, share that information—and tell people what you are doing to make a difference.
Witting your example will help those in your network to realize that they can take action too.

Civic Welfare Training Service (CWTS) helps students to be aware of their importance to the
society. Along with Military Science and Literacy Education, CWTS was instituted by the
Republic Act 9163. These programs promote patriotism and nationalism to our youth. According
to Jose Abueva, we must possess specific traits that will help build a good society. Love for our
country, responsive, God-centered and working for common good of all Filipinos are among
them for us to obtain our goals. Values are part already of our life as Filipinos. We are trying to
eliminate poverty for the longest time. High population growth and employment issues are
among the causes. We should be aware of our rights as a citizen of our country. Strong leaders
are needed to implement the changes we need to improve the situation we have now in our
society. The most important criteria for me are the transparency and rule of law. If we will be
able to resolve the graft and corruption in our government officials, there will be hope for a
better Philippines. Parents should also be responsible in proper upbringing of their children.
What they learn at home shows up in the society and reflect the type of discipline imposed to
them while they were young. Sustainable human development aims to secure lives. People must
be socially active for their own development. There should be equal access for everyone to
opportunities that will help maximize their capabilities so they can use it in their lives. The
changes that we need in our society are our responsibility. If we want something to happen, we
must start planning for it and do the necessary steps to achieve it. Being socially active
must begin at home wherein parents teach their kids to be aware of the community they belong
to and the environment. If the right values are not taught at home, the educational institution thru
CWTS will do its part so the youth can be fully equipped with the knowledge on how to help
the community. With the leaders we have today, we cannot fully rely with them in community
development. We must not wait for the government to act if we can do it ourselves. We are
responsible of our own development.
