were issueD to all the sectoral
officers

 Contingency Plan:

All the Tehsildars and Naib Tehsildars of


Tehsils Dhansal, Nagrota, Jammu & Mandal were directed
to make plan for evacuation by identifying suitable
locations/buildings where people can be shifted, providing
of essential commodities like eatables, tents, torches etc.
Panchyat members and VDC members shall also needed to
be consulted in order to seek their help. There is need to
work out a plan in which role of Police and Civil
departments should be clarified.

Action: All Tehsildars and Naib Tehsildars of District


Jammu.
 Constitution of flood monitoring cells:

Flood Monitoring Cell will be constituted by Tehsildars


Dansal/Nagrota/Jammu/Mandal at Tehsil levels. Order
copies of the teams so constituted will be provided to all
concerned officers along with important contact numbers.
XEN Flood Control is also required to make arrangement of
rescue ropes, PA systems, torches etc that will be used
during rainy season.

 Arrangement of transportation for shifting


people:

Tehsildars Dansal / Nagrota / Jammu / Mandal and BDOs


Dansal / Nagrota / Jammu / Mandal will keep with
themselves the lists of owners/drivers of
trolleys/matadors with their contact numbers and also list
of village Numberdars / Chowkidars whose services can be
utilized for shifting of peoples to safer places. Tehsildars
will furnish lists of Village Numberdars and Chowkidars
alongwith their contact numbers to this office at the
earliest.

and BDOs Dansal / Nagrota / Jammu / Mandal.

 Constitution of Village Level Committees:

Village Level Committees will be constituted by BDOs


Dansal / Nagrota / Jammu / Mandal and the copies of
same will be furnished to this office at the earliest. They
are further directed to make detailed lists of total number
of cattle of each nomad family (Gujjar Bakarwal residing at
the banks of River Tawi ) has.

 Arrangement of Wireless Systems and


Hooters:

SP North/SP Rural/SP South will provide wireless systems


in the flood prone areas of their respective jurisdiction in
order to communicate with the concerned about any danger
in consultation with SDRF Jammu. They are further
directed to install hooters at various places to create
awareness among the public about the flood.
Action: SP North/SP Rural/SP South

 Speedy Communication:

All arrangements like landline phones/Fax


machines/Internet will be made well in advance by all
officers concerned for speedy transmission of information
related to flash flood. All concerned Exchange Officers are
also required to provide all assistance in this connection
well in time. All officers shall contact/inform PCR Jammu &
EOC DC Office Jammu immediately about surge in water
levels beyond danger mark.

Action: General Manager BSNL

 Timely restorations of services:


Sectoral Officers of Health, Electric, PWD(R&B),
PHE,PMGSY etc. departments will remain ready for speedy
and timely restoration of services. Reports regarding
damages and restorations of services should reach this
office well in time.

Action: All Above


 Arrangement of essential medicines:

CMO Jammu is required to ensure arrangement of all


essential medicines that are required during rainy season
and also a mobile van should kept ready for health
checkup of people of flood affected villages.

Help from Civil Defence & SDRF:

Role of Civil Defence & SDRF is very crucial flood affected


areas such as providing of vehicle for evacuation,
arrangements of boats and manpower to rescue people,
providing food to affected people. One official from flood
control department has to assist the Civil Defence & SDRF
team so as to make proper assessment of water levels and
to identify the spots where immediate help would be
required.

Treatment of Cattle:

Chief Animal Husbandry Officer Jammu is directed to


constitute teams of doctors for check up of cattle in flood
affected areas. Lists of centres and staff to be furnished in
this office well in time.
Action to be taken by the Revenue and Police
Authorities

The Revenue and the Police Authorities will brief the


committee about the steps taken in formulating the
contingency plan for rendering effective help in case of
any emergency to Evacuation of the people maintaining
the ‘Law & Order’ and other points/touched in the Anti
Flood Measures Plan already circulated. One room within
the police office complex at Parades Ground Jammu is to
be allotted to the Irrigation & Flood Control Department
Jammu (Executive Engineer, Flood Control Division
Jammu) for setting up Flood Control Room there, further
the progress in installing the police wireless set(s) need
also to be intimated.

Action to be taken by the Mechanical Wing of the


Irrigation & Flood Control Department

The Executive Engineer Mechanical Irrigation Construction


Division and the Mechanical Irrigation Jammu respectively
will inform the committee about the steps taken in
installation and making functional all the Dewatering
Stations, as brought out in the Anti Flood Measure Plan
and also the steps taken to keep additional pump sets
ready for its deployment as per need.

Action to be taken by the Jammu Municipal Corporation


Jammu.

Progress on account of clearance of all drains and removal


of debris from the streets, lanes as well as arrangements
made for their regular clearance during the monsoon
period be intimated to the committee.

Action to be taken by the U.E.E.D. Department

The Executive Engineer Town Drainage Division Jammu


and the Executive Engineer Sewerage & Drainage Division
(West) Jammu will inform the committee the steps taken
in the clearing and making free from debris all major
drains in the City and its surroundings well before onset of
monsoon as brought out in the Anti Flood Measures Plan.

Progress of outfall of the Krishna Nagar drain into the


River Tawi as well as steps taken on account of
restoration/repair of its outlet portion on the Right Bank of
River Tawi need to be reported by the Executive Engineer
concerned.
Action to be taken by the Electrical Department

The Executive Engineer Electrical M&RE Division Gandhi


Nagar Jammu well please provide
Flood Lights at River Tawi Gauge Site (s) and will also keep
arrangements ready for its use as per need.

Action to be taken by the Food and Supplies Department

The Department will inform the committee the steps


taken in respect of ensuring sufficient stocks of food grains
and the K. Oil in Pargwal Island and in the Tawi Island well
before onset on Monsoon season.

Action to be taken by the Sate Road Transport


Corporation

The SRTC will keep sufficient number of Trucks available


during monsoon period for its deployment as per need
and will inform the committee of the corporation is
prepared for it.
Action to be taken by the Regional Transport Office
Jammu

The R.T.O. Jammu shall keep a list of sufficient number of


Trucks and Buses available during monsoon period for its
deployment as per need and will inform the committee of
the corporation prepared for it.

 Zone-A
Left & Right Banks of Waddi Tawi comprising of areas Bapu Aasa Ram
Ashram, Bhagwati Nagar, Amar Colony, Ambika Vihar.
Left & Right Banks of Nikki Tawi upto Sure Chak Bridge comprising of areas
Gujjar Basti, Firing Range, Belicharna, Raipur Sarwari, Karnala Chak &
Ganeshu Chak.

 Zone- B
Left & Right Banks of Nikki Tawi comprising of areas Khandwal, Lalyal,
Nandwal, Chak Nawale, Mukhra, Chak Habib, Khullah, Chak Jogi, Malkey
Chak and Jawalapur.

 Zone- C
Left & Right Banks of Waddi Tawi comprising of areas Nandpur, Channi
Nanak, Gandu Chak, Thalwal, Swanjana, Prambali, Nandni, Trilokpur,
Khiyarian, Khanpur Bhawan.

 Zone- D
Left & Right Banks of both Nikki Tawi & Waddi Tawi comprising of areas in
between both Nikki & Waddi Tawi upto L.O. Makwal, Kukrian, Sandwan,
bhagatpur, Haji Basti and Murarpur.

 Zone- E
Right Bank of River Tawi D/S City Bridge comprising of areas M.A.
Stadium, Jewel chowk, Company Bagh and backside of Ware House.
