Dear USCIS Officer,
I am writing this letter in support of Mr. Ibraheem Ali’s candidacy for “National Interest
Waiver” to attain permanent resident status in the United States. Mr. Ibraheem’s educational
background and professional interests would be a valuable asset to many industries in their effort
to Engineering, Geomatics, GIS, and Earth Science.

I have a doctorate degree from Ryerson University, Canada. I am a certified Mapping Scientist in
Remote Sensing (ASPRS) from American Society for Photogrammetry and Remote Sensing in
2020. Further, I have a Masters Certificate in Project Management from University of Northern
British Columbia (UNBC), in BC, Canada in 2017. I am currently working as NEOs Consulting\TX
DOT in Austin, TX since May 2020 in support of its endeavor to drive outcomes that keep its
clients a step ahead in this digitally dynamic world by addressing their today’s challenges
regarding cloud migration. I first met Dr. Chang while I was pursuing my education and ever
since maintained personal contact with him throughout the stay in the United States. I am
familiar with his research and professional interests through our discussions as colleagues at
the Institute as well as frequent personal conversations afterward.

Dr. Chang’s innovative approach and 10+ years’ software architecture, design, development
and maintain experience especially in Enterprise Geographical Information System (GIS) in
fields such as municipal government, utility, public safety, transportation and mineral,
petroleum and gas, ground water resources management far-reaching implications in various
technical fields. Dr. Chang’s excellent experience in designing, developing and maintaining
enterprise GIS system with ArcGIS Server, ArcGIS Map Services, ArcGIS Portal, ArcGIS Flex API,
ArcGIS JavaScript APIs for Dojo, ArcObjects, ArcFM, ArcSDE for Oracle and MS SQL Server, as
well as Google Map API, Geocortex Essential, GeoMedia, GeoMedia WebMap, etc. and his
proficiency in developing customized GIS desktop application, web GIS system and Mobile
system with C#.Net, ASP.Net, J2EE, VC++, Python, JavaScript, JQuery, Dojo, Angular7/8, CSS,
AJAX and HTML., Web Service (SOAP and REST) is remarkable. His experties in establishing,
importing, updating, migrating, maintaining and managing databases such as Oracle Spatial 9-12C and SQL
server with Python and other ETL tools along with being well versed in carrying out data modeling, spatial
analysis, designing and creating a variety of mapping products using AutoCAD, ArcGIS, ArcSDE, MapInfo, etc.
offers a great advantage to him being the referee. He is also an expert in Object-Oriented Programming (OOP),
Object-Oriented Analysis and Design (OOAD), design patterns, UML, use-case-driven development, and the full
Software Development Life Cycle (SDLC). He has obtained PhD in Geomatics specialized in GIS development
and architecture. And thus with such a diverse qualified and experience background he has developed
excellent analytical and problem solving skills.
Furthermore, the oil industry may benefit tremendously from Dr. Smith’s research contribution.
The extraction of oil involves many interconnected stages ranging drilling, chemical treatment
and pumping operations. Every stage requires extensive knowledge of oil-well characteristics
for economical operations. Dr. Smith’s sensor network could reliably monitor the ever-
changing and sometimes unpredictable characteristics of the earth formation and provide
diagnostic information alerting equipment’s departure from its optimum condition.
Subsequently, the diagnostic information could be fed to a system controller to automatically
maintain the equipment in its optimum operating condition. Dr. Smith’s method could save
economic losses that inevitably accompany work stoppage during oil extraction operations.
The savings are greater especially for an offshore oil extraction operation, which requires a
greater capital commitment and will become more common as the existing in-land oil wells are
depleted.
In addition, Dr. Smith’s research may materialize in the form of an explicit apparatus or method
deserving a patent protection. If a company obtains a patent protection based on Dr. Smith’s
research work, it would possess a significant economic advantage over competitors who are
barred from utilizing the apparatus or method described in the patent for a period up to twenty
years. After the patent protection expires, the public in general benefits because everyone who
wishes to utilize and modify the apparatus or method may do so freely.
Dr. Smith’s research has many applications in various technical disciplines. In addition to his
contribution to improving the reliability of nuclear power plants, his “Integrated Method” may
greatly enhance the efficiency of nuclear waste storage operation as well as oil extraction
operation.
It is my professional opinion that Dr. Smith’s research, professional knowledge and
extraordinary ability place him in the top 5% in the fields of nuclear system operations and
nuclear waste management, fields of critical national importance.
I believe Dr. Smith’s expertise would be of great economic value to all those industries striving
