CHAPTER 1 : PROJECT BACKGROUND

1.1 The Project


Barangay Nayong Kanluran is a low lying area in Quezon City bounded by two creeks, Mariblue and Tangue.
These shallow creeks intersect at the lowest portion of the Barangay causing it to overflow during rainy
seasons. Flooding is the greatest risk for property owners who live near the creek. The risk of flooding
increases significantly with stream of waters that have no flood control. The result from flooding could lead
to extensive property damage and expensive, time-consuming repairs.

Flood wall is a vertical barrier designed to temporarily restrict flood water from entering property. Flood gates
are adjustable gates used to control water flow in streams. We decided to design flood gates along with flood
wall because we want to protect the residents from flood near the creek intersection, while controlling the
overflow in the intersection by allowing the creeks to flow one at a time.

Therefore, the designers, with the help of barangay officials and the Department of Public Works and
Highways (DPWH) District 1, decided to design a flood wall and flood gates as an applicable solution to the
flooding problem at Barangay Nayong Kanluran, Quezon City.

1.2 Project Location


The location of the project will be at Barangay Roxas, Quezon City. Having coordinates of 14° 37' 38.19"
North, 121° 01' 16.76" East that belong to the National Capital Region. It is near to the San Juan River (left
side of the Barangay Roxas) and Lagarian Creek (right side of the Barangay Roxas). The picture below will
show the exact location of the project and its vicinity.

1.3 Project Objectives

1.3.1 General Objective


The main objective of the project is to design a flood control system that applies knowledge of flood issues
and consequent responsibilities linked to professional engineering practice. It consists of a dual framework
for the project design, which is water and structural engineering. The aim of the project is to prevent
fluctuations from floodplains at San Juan River and Lagarian creek along Barangay Roxas District during
heavy rain.

1.3.2 Specific Objectives:

● To design a flood control system with modern technology.


● To design a project that meets the client’s needs and expectations.
● To eliminate long-term flooding.
1.4 The Client

Our clients are people who wants to meet the needs of their citizens, Barangay Nayong Kanluran's local
government officials, and an agency that helps mitigate flooding, specifically the Department of Public Works
and Highways, Quezon City 1st District. The organization intends to provide a way to hand individuals
residing along mariblue and tangue creek at Barangay Nayong Kanluran to avoid any natural destruction.

Regarding the requirements of the clients are as follows below:

● Design a flood control to prevent flooding and any unnatural substances in the creeks.
● Residential security, with regard to their health and environmental safety.
● The government fund ranges from Php 80,000,000.00 to Php 100,000,000.00

1.5 Scope and Limitation

1.5.1 Scope
The following are the scope of the project:
● Plans for the retaining walls, flood gates and other modifications on the creeks are provided.
● The design’s focus is mainly on modifying the two creeks.
● The design covers only the creeks that are in the boundary of Barangay Nayong Kanluran
● Estimate quantity cost of materials used in the design.

1.5.2 Limitation
The following are the limitations of the project:
● Detailed activities of the construction of the retaining walls, flood gates, and other modifications are
not included.
● Plans other than the modifications of the creeks are not provided.

1.6 Project Development


The project must undergo different stages of development until the project is already complete. It was made
in response to the needs of Brgy. Roxas. The proposed design solution will help the community to be
protected in flood and to make the soil not eroded. The start-up to the completion of the design will be in a
systematic phase and approach as stated below:

● Identification of the Problem - Identifying the existing problem that the designers want to resolve
in order to formulate solutions that will help the people experiencing the existing problem.
● Conceptualization - The designers conceptualize the design that will help to eliminate the existing
problem with the best judgement considering its effect on the society.

● Data Gathering - All available data will be gathered and other related topics to enhance the design
of the designers in resolving the problem. Also, serve as basis to the factors affecting the area.

● Design Plans for Trade-offs - The designers identifies constraints to minimize the occurrence of
the problem at the beginning of the project and finding trade-offs for considering different solutions
to the existing problem.

● Analysis Phase - Analyzing most of the possible constraints and trade-offs that will affect the project
in order to produce the best solution. Set of criteria will be presented.

● Evaluation of Results - Results are evaluated and assessed to produce the best solution and
efficient alternative as trade-offs. Hence, the designers will get the most efficient, economical and
safe solution for the existing problem.

● Final Design Output - Final design is based on the evaluation of the most possible solution and with
compliance with the agreement of the designers and its clients. Finalizing the design and other
documentation purposes.
