1. General
DDSY283 single-phase prepayment watt-hour meter complies with IEC 62053-21,
and is designed to measure AC active energy with the frequency of 50Hz or 60Hz. By
adopting advanced microprocessor to handle data collection, delivery and storage, as
well as using shielded and sealed meter case, the meter features high metering
accuracy, high overload, good electromagnetic immunity, low power consumption,
and long service life.
The user has to purchase credit before using electricity. The maximum allowed power
can be set by the utility within the rated current range. The user card delivers data in a
two-way mode and one user card is used with one meter only. There will be alarm by
LED or by power disconnection when the meter is running out of credit. In addition,
certain anti-tampering can also be achieved with software configuration.
The meter shall be installed indoor or outdoor in a meter box, with working
temperature -25~+55 and relative humidity 25%RH~95%RH. The meter shall
be protected from the influence of dust, salt mist, dew, and any caustic element.

4. Main Functions
4.1 One card works for one specific meter only. In the case of card loss, the user can
go to the utility (credit vending station) to replace one. The old card then becomes
invalid.
4.2 Newly bought credit is accumulated to remaining credit

displayed in turn.

4.3.2 Example: Total energy consumed is 0.
4.4 Over-power alarm: The meter can be set as disconnected when the user consumes
energy over the limited power. In this case of energy overusing, the alarming LED
flashes swiftly and the meter will be disconnected in 60 seconds. After that, the LCD
will show a 180 seconds count-down. The meter will be connected after the user
inserts the user card, or connected automatically after 180 seconds. Power limit can be
set by the software.
4.5 Maximum credit limit: If newly bought credit + credit available > maximum
credit limit (default 9999kWh), the newly bought credit will not be added and the
LCD indicates 9999kWh and LIMIT. The credit purchased remains valid. Credit limit
can be set by the software.
4.6 Precaution: When credit available is less than twice of alarming credit, the

alarming LED flashes every second to remind the user to buy credit. In this case,
when the user card is inserted into the meter, the flash interval of the alarming LED
will change to every other second to avoid disconnection. Alarming credit can be set
by the software.
4.7 Disconnection alarm: If the user does not insert user card in the case of
precaution, the meter will be disconnected when the credit available reaches alarming
credit and the LCD indicates CUT. The meter can be connected by inserting the
user card. In case that the meters own card cannot be found, the user can borrow
another card and insert into the meter to resume power supply.
4.8 Credit purchasing reminding: When credit available is less than alarming credit,
the alarming LED keeps on to remind the user to buy credit.
5. User Instruction
5.1 One card works for one specific meter only. In the case of card loss, the user can
go to the utility (credit vending station) to replace one.
5.2 Before buying credit, the user shall insert the card into the meter to bring the
meter data back to the computer database.
5.3 To load credit to the card, insert the card into the card reader/writer, and at the
same time run the computer software to write encrypted data such as user ID, credit
bought, alarming credit, power limit pattern and limit level into the card.
5.4 To use the card, insert it into the meter. If it is a valid card, the data will be
automatically transferred into the meter. The LCD displays following information in
turn.

After that, only total energy consumed and credit available will be displayed in turn.
Note: Withdraw the card and keep it properly.
5.5 When an invalid card is inserted, the LCD will display an error code as below:
5.6 When LCD displays zero credit or negative value, and CUT sign, if the meter is
still working, the user shall buy credit immediately, and report the failure to the utility.
meter will be disconnected and the LCD will show CUT once a second as well as an
error code E=08. In this case, the meter can only be connected by the utility with
management card after they come to check and make sure that there is no any failure
or tampering behavior.
There are two types of disconnection alarming display:
1. Disconnection in cases of low credit, overload, account cancellation, inserting
check card twice, and meter reset: the sign CUT keeps on.
2. Disconnection in case of opening terminal cover: the sign CUT flashes once a
second.

8.3 The meter shall be wired as shown in the wiring diagram below. Copper wires are
recommended. Screws in the terminal box shall be screwed down tightly.
8.4 The meter will start to work properly after being wired correctly.
8.5 Due to the function of disconnection upon opening the terminal cover, the
terminal cover must be fixed before opening account and inserting user card.

11.3 The meters shall be kept on shelves with maximum pileup of 5 cartons. Once
unpacked, maximum 10 single meter boxes can be piled up.
