Recently led team of 31 embedded engineers working Waveform development and maintenance (WNW,
MUOS, IW, SRW, VULOS etc.). Led the JTRS-GMR WNW SwISS (Software In-Service Support) waveform
contract which was primarily focused on eliminating potential vulnerabil ities. Agile SCRUM methodology
was employed by the team and hands-on experience for this task. Execution of the SwISS program won
kudos from the DoD and the Systems Center (SSC) Atlantic (SPAWAR) in Charleston, SC for on-schedule
or early delivery along with on or under-budget cost.
Previously led Waveform development (MUOS) for Software Defined Radio (GD HMS). Led porting team
for UHF SATCOM waveform for AMF JTR-MF (Joint Tactical Radio Maritime/Fixed Base Station form-
factor) staffing a team of 32 engineers with GPP (General Purpose processor), DSP (Digital Signal
Processor) and FPGA (Field-Programmable Gate Array) experience. Demonstrated on-schedule execution
of our contract that resulted in appreciation from the DoD program office. Grew the team from 8 to 32
engineers and contractors all of whom demonstrated superior technical ability.
Software Architect and developer for Internal Research & Development (IR&D) to integrate WIN-T
(Warfighter Information Network Tactical) and Command Post of the Future (CPoF) to support Battle
Command communications-centric information. Demonstrated successfully at AUSA in 2010.
Led Software CPT (Cross Product Team) as Prime Contractor f or Key Management Infrastructure
Capability Increment Two (KMI CI-2). Led and controlled overall system component design, software
architecture, development methodology, integration, security architecture and support for multiple
subcontractors. Also led the development of a critical Transaction Generator, to provide secure
encrypted Web-services emulation for Integration and Test (all -Python solution). Coordinated software
and hardware product submissions from subcontractors, including SDRL and CDRL
(Subcontract/Contract Data Requirement List) submissions. EVMS CAM (Controlled Account Manager) for
multiple project components. On-schedule, quality development was achieved.
Prime Integrator Software Architect and technical author for several documents in support of KMI CI-2
proposal including: (Software Development Plan (SDP), Software Design Document (SDD), Engineering
Management Plan (EMP) and Configuration Management Plan (CMP).
GDC4S Software Architect for WIN-T integration with Prime contractor (Raytheon) on Integrated Air and
Missile Defense (IAMD) proposal. Developed a feasible development plan to meet stringent performance
requirements. This required some extensive work to adapt network protocols to support multi -path IP.
Software Architect, inventor and sponsor for multiple IR&D projects. Demonstrated ability to invent
radical solutions. Led development of advanced policy-based management of complex network systems
using autonomous software agents based on COUGAAR (Cognitive Agent Architecture) framewor k
(originally developed for DARPA). Developed and conducted 3-day COUGAAR training sessions that
challenged the attendees to grasp unfamiliar concepts.
Software Architect and innovator for netMAPS (Network Monitoring and Planning System) in NETOPS
(Network Operations) IR&D. Designed a software tool to support planning, simulation and monitoring of
tactical, mobile ad hoc networks. Ultimately chosen for technical insertion into WIN-T.
Developed 3D Visualization options for netMAPS supporting STK, Open Invent or, native Open GL and
GDC4S S2Focus interfaces. Developed 3D simulated fly-over used for orientation at Ft. Huachuca
before critical field-test for WIN-T. Illustrated line-of-sight communications issues and opportunities.
Supported teams in implementation, maintenance and review of CMMI Level 5 practices and coaching
for attaining successful certifications. Drove the team to value the process not consider it a chore.

Developed new Software Architecture for Future Force Warrior (FFW) in collaboration with GDC4S Battle
Management Systems Division (BMSD), Scottsdale, Arizona. Introduced some radical ideas for team.
Software Architect for TMOS (TSAT (Transformational Satellite Communications System) Mission
Operations System) proposal (Policy-based network management subcontract with GDC4S, Scottsdale,
Arizona Raytheon as Prime). This was difficult since Raytheon were not Policy savvy at the time.
Member of the Software Architecture team for WIN-T at contract award. Worked closely with the
Lockheed Martin team who were subcontractors to GDC4S on WIN-T.
