"Across California, the companies that are trying to build charging stations for electric trucks are being told that it will take years—or even up to a decade—for them to get the electricity they need. That’s because utilities are failing to build out the grid fast enough to meet that demand. This poses a major problem for a state that’s aiming to clean up its trucking industry. California has the most aggressive set of truck electrification goals in the country, and compliance deadlines are coming up fast. Last week the California Public Utilities Commission (CPUC) issued a decision meant to set timeframes for this work. But charging companies, electric truck manufacturers, and environmental advocates are not happy with the result. They say the decision does next to nothing to get utilities to move faster or work harder to serve the massive charging hubs being planned across the state. How many times have you heard “chicken or egg”? I know I'm sick of hearing it, especially in the context of EV charging and ZE trucks. Without infrastructure, fleets don’t want to buy trucks but if fleets don’t buy trucks, charging providers can’t get the demand they need to greenlight projects or reach profitable utilization. The proposed amendments to CA’s #LCFS Program, to be voted on during the Nov 8 meeting in Riverside, crack this “chicken or egg” problem. Specifically, the heavy-duty fast charging infrastructure (HD-FCI) program addresses utilization risks and spurs the build out of infrastructure. Here’s how it works. Sites earn LCFS credits for having the capacity to charge MHD ZEVs and as utilization increases, sites earn ‘regular’ LCFS credits and fewer FCI credits until the site reaches ~30% utilization. Infrastructure now has guaranteed credit-generation from day 1 which gives investors the certainty to fund projects and gives fleets certainty that they have somewhere to charge if they elect to purchase a ZEV. Decarbonizing heavy-duty trucking is crucial to improve air quality in CA. However, the impact of these proposed changes (which also includes expanding the program past 2030 to 2045 and increasing carbon intensity reductions to 90%) goes beyond CA as other states that are considering their own tech neutral clean fuel standard programs are closely watching how things play out in the golden state.
