Our Mission at COP 29: Leading the Global South’s Voice for Climate Justice At COP 29 in Baku, the Climate Hub Forum (CHF) stood as a beacon of advocacy for the Global South, championing the rights of those disproportionately affected by climate change. Representing vulnerable nations and communities, CHF actively participated in high-level meetings, workshops, and collaborative dialogues, emphasizing the urgent need for equity, climate justice, and actionable commitments from global powers. Climate Justice: A Call to Responsibility: Our message was clear: the people and regions that suffer most without contributing significantly to climate change must be at the heart of global decisions. With the Global North responsible for over 75% of historical emissions, it is imperative that they take accountability through fair financing, technology transfers, and transformative policies. Climate justice demands actions that go beyond pledges—rooted in reparations and support for adaptation, resilience, and sustainable development in the Global South. Strategic Collaborations at COP 29: CHF took a leading role in convening critical sessions at the Pakistan Pavilion, fostering dialogues on sustainable development, climate finance, and innovative approaches to climate resilience. Our partnerships with global stakeholders, including Pakistan’s Ministry of Climate Change, further strengthened these initiatives, demonstrating how collaboration can drive meaningful progress. By creating inclusive spaces, CHF ensured that voices from vulnerable communities were heard, and practical solutions were shared globally. Our mission transcends national or institutional boundaries. As an independent advocacy platform, CHF calls for powerful and unified collaborations that prioritize people, the planet, and nature above political or economic interests. Key priorities include: Fair Climate Finance Mechanisms: Accessible funding for vulnerable nations, aligned with their needs. Equity in Policy-Making: Centering the Global South in global climate strategies. Nature-Based Solutions: Highlighting biodiversity preservation as a cornerstone of climate resilience. Strengthening Our Global Role: As our journey at COP 29 concludes, CHF reaffirms its commitment to empowering the Global South to become a unified and powerful voice in climate negotiations. By leveraging our partnerships and leadership, we aim to inspire global action rooted in justice and sustainability. 🌍 Key Highlights from #COP29 - Day 8: 🌍 The Day 8 of COP29, Human Development / Children and Youth / Health / Education Day, witnessed significant climate action: 1. The COP29 Presidency has officially recognized 11 countries for their leadership in submitting their Biennial Transparency Reports (BTRs) ahead of the December 31st deadline. Additionally, the Presidency acknowledged the efforts of all Parties committed to ensuring the timely submission of their BTRs, underlining the importance of transparency in global climate action. 2. COP29 has successfully concluded negotiations on Article 6.8 of the Paris Agreement, which promotes international cooperation through non-market approaches to implementing national climate plans, including mitigation, adaptation, and sustainable development. With this milestone, the full operationalization of Article 6 is closer, with only parts of Articles 6.2 and 6.4 remaining for final agreement. 3) The COP29 Presidency has collaborated with global leaders, multisector partners, and UN agencies such as World Health Organization, UNICEF, International Labour Organization, and UNESCO. While progress was made, it’s clear that the road to achieving global climate goals remains challenging. In a world marked by turbulent transformations, every step forward is crucial. 📌 Key Agreements at COP29 Azerbaijan: Progress Amid Challenges 1️⃣ Enhanced Climate Finance: Developed nations pledged $300 billion annually by 2035 to support vulnerable countries. While this falls short of the $1.3 trillion annual need for adaptation and mitigation, it is a critical step toward addressing funding gaps and keeping the dialogue on climate finance alive. 2️⃣ Collective Goals and Capacity Building: The emphasis on education, skills development, and innovation reflects a growing recognition that capacity building is essential for achieving a just green transition. 3️⃣ Climate Transition Finance Standards: The introduction of global standards informed by Article 6 of the Paris Agreement and carbon markets was an important move to enhance consistency and ambition in climate finance. 📌 Bulgaria at #COP29: Powering up Regional Cooperation and Climate Diplomacy At #COP29, the Bulgarian Pavilion stood as a dynamic hub of collaboration, innovation, and impactful dialogues. The last fifteen days at #COP29 were full of mixed experiences, including negotiations, meetings, and side events. Each day brought new challenges and opportunities, from engaging in discussions to connecting with diverse stakeholders and sharing work and ideas. The outcomes of #COP29 have been met with varied reactions. The outcomes of COP29, held in Baku, Azerbaijan, have flashed significant discussion regarding the effectiveness of the Paris Agreement. Key highlights are: ◆ The most prominent outcome was a climate finance deal that is inadequate to meet developing countries' needs. Despite calls for substantial increases in climate financing, the agreement fell short, committing only $300 billion annually by 2035, which many parties argue is insufficient given the scale of climate challenges developing nations face. A last-minute addition proposed a roadmap to scale up funding to $1.3 trillion for developing countries, yet skepticism remains about whether this target will be met or not. ◆ After nearly a decade of negotiations, COP29 successfully aligned Article 6 of the Paris Agreement on the final building blocks that set out how carbon markets will operate under the Paris Agreement, making country-to-country trading and a carbon crediting mechanism fully operational. ◆ Progress was made on operationalizing the loss and damage fund. The agreement was made between the loss and damage fund board with the World bank and the Government of the Philippines to host the secretariat. These agreements create an enabling environment for the operationalization of loss and damage funds with pledges of worth of USD 730 million. However, further contributions are necessary to cover the loss and damage cost in the developing nation. ◆ COP29 made steps in advancing the Global Goal on Adaptation by focusing on indicator development and increasing financial support mechanisms to meet 2030 goal. However, significant challenges remain in ensuring that these frameworks are effectively implemented and supported by adequate resources. ◆ Parties have agreed on a decision on gender and climate change, extending the enhanced Lima Work Programme on Gender and Climate Change for another 10 years. Parties also agreed to develop a new gender action plan for adoption at COP30. ◆ In COP 29 for the first-time dedicated spaces were created to ensure the meaningful participation of children within the Youth-led Climate Forum highlighting the importance of inclusivity and intergenerational collaboration in driving climate action. However, there remains a need for increased participation and representation of youth and children in climate action initiatives. Furthermore, the COP29 Presidency introduced a series of Declarations and Pledges aimed at enhancing global action on climate issues. These initiatives include commitments to reduce methane emissions and promote green energy zones and water for climate action where fifty parties signed the agreement.

Why am I joining COP 29? Why should it matter to us? In a day, I will head to Baku, Azerbaijan, the birthplace of the oil industry, where the 29th Conference of the Parties (#COP29) will take place. This event will bring together world leaders, negotiators, scientists, and various stakeholders to advance global efforts in addressing climate change. Hosting COP 29 in Baku, a country with a rich history in the oil industry, underscores the critical intersection of energy and climate policy. The decisions made at COP 29 will directly influence whether future generations inherit a world of abundance or one plagued by scarcity. It is essential that the voices of youth and children’s aspirations are woven into this critical dialogue, as they stand to face the consequences of our actions today. My upcoming participation in COP 29 as a Sri Lanka National Delegate holds significant importance for advocating Youth-centered Climate Action. COP is a multifaceted negotiation platform that extends beyond carbon emissions. This broad scope of negotiations reflects the interconnected nature of climate action and the diverse priorities of participating nations. By participating in this high-stakes game, I aim to enhance the voices of young generation, ensuring that their needs and creative solutions are not overlooked amid these negotiations. I hope to inspire discussions that not only acknowledge the climate crisis but also empower young people to take active roles in driving resilience and sustainability in their communities. Together, we can push for a future that prioritizes the rights and well-being of children and youth while addressing the global challenges of climate change. The effectiveness of COP is often contested due to several reasons. There are gaps between the ambitious targets set and the actual implementation of policies. Political and economic interests can hinder consensus, and the lack of binding enforcement mechanisms can undermine accountability. Additionally, disagreements over climate finance can create tensions between developed and developing nations. Despite these challenges, maintaining hope and support for collaborative dialogues like COP 29 is crucial. COP 29 provides a unique global platform for almost every country to come together and discuss climate action. It facilitates the exchange of knowledge, best practices, and technological innovations, which can accelerate solutions to combat climate change. While progress may be slow and incremental, each COP builds on the previous ones, gradually moving the world closer to achieving climate goals. By supporting and participating in COP 29, we can continue to push for stronger climate action, foster international cooperation, and work towards a sustainable future.
