Session 4 - Round table discussion on reducing flood risks in Durba at the #WISA2024 Conference Mike Weise from Royal HaskoningDHV points out that -The damage in the 2022 floods far exceeded the estimated R17 billion in damage. Ethekwini and Toyota had reached out to the Dutch DRRS in order to seek mitigation strategies to prevent further damage to economic, socio-economic, environmental and technical sectors. -Our current worry isn't when disaster will strike, rather, the frequency at which they are currently occurring. -Are more floods and damage necessary for South Africa to wake up and take action in terms of enforcing prevention strategies and speeding up recovery processes? Recovery from the 2022 floods are still to be conducted in some areas due to policies and procedures currently in place. -Collaborative governance is essential since compartmentalizing is causing us to ignore the bigger economic and socio-economic issues. -How do we use what we know in order to plan better? Use the lessons everyone has learnt in order to take a step forward and improve. Not only should future plans be looked at, but solutions should be in place for current residential and industrial zones. -The number of people affected by floods will double worldwide by 2030. We cannot fight water, rather we should adapt and learn to float.

The Environment Agency is urging the public to ensure they are prepared for a flood as the nation marks the annual ‘Flood Action Week’, which this year runs from 14-20 October. This year’s awareness campaign coincides with the one-year anniversary of Storm Babet, which brought significant flooding across the country. According to the Met Office, Storm Babet saw the third wettest three-day period in a series for England and Wales since 1891. Nearly 96,900 properties were protected by the Environment Agency during Storm Babet, though sadly around 2,150 were flooded. As climate change brings more extreme weather, there has already been flooding this autumn. Only last month, heavy rainfall led to the first major incident of the season with almost a thousand properties flooded. It followed the wettest 18 months on record in England up to February 2024. This campaign is all about showing people that they can easily take a few steps to reduce the devastation caused by floods to their homes and businesses, with around 5.5 million properties in England at risk from flooding. Recent data suggests that nearly half the country is unsure of how to find information on local flood risks, making this campaign all the more important. Food security threatened by extreme flooding, farmers warn (BBC) ~ An Ark was built and it rained for 40 days & 40 nights as the parable goes...... Floods/flooding is nothing new and in fact we have become apathetic to its very presence which is alarming given its consistency as if there is nothing we can do, at the very least mitigate the effects. Well there is, and thankfully its not too late, but we have to start a long term investment strategy into our canals and waterways namely: Dredging existing canals and waterways. Building new canals and waterways which will add to our transport infrastructure that will help reduce carbon emissions. Building flash flood spillways and flood diversion canals. Water is the earth's most precious resource, what we can't use, capture, store and export it to where its needed. Stop building roads (just maintain the ones we have for once) that add to flooding and divert the investment into our waterways system. It can be done, all that's required is the will to do so and now rather than later when the situation is far worse. With dynamic drive, innovation, commitment and the will to succeed and unity amongst all the counties to work collectively to end the largely unnecessary devastating effects of flooding can reduce it to manageable levels. We shall wait and watch with interest....

**From the Latest Security & Resilience Update: Severe Flooding Impacts in Texas** The recent severe weather events in Texas have not only claimed lives but also challenged critical infrastructure systems, including water and wastewater utilities. As reported by WaterISAC, the extensive flooding affected at least 88 counties, with numerous water systems disrupted and boil water notices issued in several communities. Key Highlights: – Widespread Impact: FEMA reports ongoing moderate to major river flooding, with millions still under flood warnings. – Infrastructure Damage: Significant overflows reported at wastewater treatment facilities, including a major incident in Waco, leading to over 3.5 million gallons of overflow. – Community Response: State and local authorities have conducted over 600 rescues, and Governor Greg Abbott has issued a disaster declaration for 91 counties. This event underscores the importance of understanding and preparing for flood risks, especially as climate change intensifies the frequency and severity of such natural disasters.
