Great to see the European Court of Auditors examining the implementation of the CAP at the EU level. There is certainly room for improvement, and their recommendations should be considered for the 100-day vision paper for the EU agricultural sector. The European Court of Auditors confirms CONCITO’s insights on EU agricultural policy The CAP strategic plans (CSP) made by EU member states for 2023-2027 do not match the EU’s climate and environmental ambitions. This is the key message of the European Court of Auditors’ special report on the implementation of the CAP. The message mirrors the findings in CONCITO’s report, Impact and Opportunities of the 2023-27 CAP Reform in Denmark https://lnkd.in/dvNP3GZS. Agriculture is responsible for 13% of the EU’s total GHG emissions and drives biodiversity loss while consuming 31% of the EU budget. A performance oriented agricultural policy, offering public goods for public money, could justify such a substantial allocation of resources. Yet, the Auditors special report highlights that key elements for assessing environmental performance are missing in the green architecture of the CAP. The Auditors recommend decisive action from the European Commission: ➡ Promote exchanges of “green” good practice between EU member states to enhance efforts on long-term climate and environmental challenges ➡ Make a quantified estimate of the plans’ contribution to the EU’s environmental and climate targets by 2025 ➡ Strengthen the monitoring framework in the post-2027 CAP by incorporating quantified targets for environment and climate These recommendations should inform the vision for EU agriculture which the European Commission will present after the first 100 days. #cap #eu #eudk

Last week’s release of the 2024 OECD Agricultural Policy Monitoring and Report coincided with the US Presidential Election and likely flew under many people's radar. The report provides authoritative up-to-date information on agricultural trade protection and farm subsidies, which many people do not realise because of the official terminology of "support" and central measure of producer support, which combines both elements. There is a huge trove of policy information to digest. In the attached note I provide a quick guide to the numbers.

As the European Council 'endorses' changes to the EU's Common Agricultural Policy, I've heard from investors who say the move is 'irresponsible' and raises questions over the long-term trajectory of the EU's climate policy. Impax Asset Management has said the move is merely to satisfy short-term political gains and puts the long-term resilience of the agricultural sector at risk. However, they said - along with SLM Partners - that the move has already been factored in by the market and so unlikely to lead to major movements by investors involved in sustainable agriculture.
