CIH have submitted our response to the government's open consultation on changes to national planning policy to support brownfield development. In our response we outline that we have a a pressing need for more homes in this country, and agree that developing brownfield land can help to address this. However, we point out that meeting housing need is not just about the numbers of units delivered. We must ensure that new homes are fit for purpose for people’s existing and future needs, are affordable, are well connected and meet wider climate change challenges. We are clear that the desire to develop unutilised brownfield land must not come at the expense of quality and placemaking🏘 You can find out more about the consultation ➡https://lnkd.in/exn4eB74 And read our submission to the consultation 📑➡https://lnkd.in/eFHKcHjA

Big & exciting plans for Abingdon Reservoir over an 11-year period. "...space will be needed for operational infrastructure. This will include a pumping station, a conveyance tunnel with emergency drawdown, water treatment works and a pipeline for transferring water to the Southern Water supply area." "Other key features of the Sesro are: 🏞 Naturalised landscapes: Embankment earthworks with varied and gentle slopes, combined with proposals for woodland belts and copses, hedgerows, grasslands and pasture. 🌊 Watercourses and wetlands: Watercourse diversions, wetlands and replacement floodplain storage areas, to channel and store water, manage flooding and contribute to overall biodiversity gains. 🐟 Habitats for wildlife: Extensive habitat creation and enhancement, to significantly improve the habitats available for wildlife locally. 🛣 Access: Access to and around the site for local communities and visitors, including a network of paths with access for walkers / wheelers, cyclists and horse riders, and active travel provision along a realigned Steventon – Hanney Road. ☕ Recreation and education: Nature trails, a visitor centre, cafés, a water sports centre, recreational lakes and an education centre." #infrastructure #oxford #abingdon #nature #reservoir #water #education #wildlife #pumpstation #waterpump

While I agree with the principle of a 'densification' of towns and cities, the issue with bringing forward brownfield sites for housing is rarely related to the planning process per se. Indeed, many already benefit from policies encouraging this. The issue is often the cost of remediation making them unviable and preventing the delivery of affordable housing. https://lnkd.in/eTZXRDYk

Proposals to revise national planning policy to prioritise brownfield development could “put additional pressure” on England’s largest urban areas and lead to denser schemes, say observers. #planning #development #brownfieldland #brownfield #densification #urbanplanning #urbandevelopment #planningpolicy #NPPF
Why the new presumption in favour of brownfield development is set to enable denser development in urban areas

In February, we launched a series of case studies which water companies will be submitting to RAPID to provide information around the current solutions within the RAPID programme. Today we published our second case study, which focuses on Anglian Water Services and Cambridge Water's Fens Reservoir. This reservoir, which is proposed in both company's Water Resource Management Plans 2024 (WRMP24), could store up to 55 million cubic metres of water from local waterways, securing a resilient supply to meet the needs of future generations across Cambridgeshire and East Anglia. Anglian Water and Cambridge Water are proposing to deliver the project under the Specified Infrastructure Projects Regulations (SIPR), subject to the statutory specification process, which would see the reservoir being competitively delivered by a third party Infrastructure Provider (IP). To learn more about RAPID's preferred commercial models for competitively tendered projects, you can read 'Enabling new water resources – a consultation on commercial arrangements' here: https://lnkd.in/eysjQnCd Please keep an eye out for more case studies to come in the next few weeks. Planning Reform Working Paper: Brownfield Passport 22 September 2024 This paper invites views on further action the government could take through the planning system to support the development of brownfield land in urban areas. This paper forms part of a series of working papers on different aspects of planning reform, designed to inform further policy development in collaboration with the wider sector. It proposes options for a form of brownfield passport, which would be more specific about the development that should be regarded as acceptable, with the default answer to suitable proposals being a straightforward “yes”. Includes questions a. to j. See attached.

The draft National Planning Policy Framework’s alterations around determining applications in the green belt seek to significantly expand the kinds of development that would avoid having to meet the challenging “very special circumstances” test. Practitioners expect greater potential for building on brownfield and poorer-quality land.
How national policy revisions would allow more green belt applications to avoid the ‘very special circumstances’ test

Saturday morning round-up... Bank holiday Monday bonus has been a great week for the team in the release and start of our second non-statutory consultation phase of Lincolnshire Reservoir #lincswater on Thursday. Our official landing page has interactive maps of both our primary reservoir and our proposed associated infrastructure works for you to work around and zoom in to see our proposals. Lots more details on our images with more defined outlines, indicative locations of our primary infrastructure, outlines of our proposed renewable energy installations to help drive a net positive carbon operational reservoir. Clearly the need for mitigating and enhancing the environment following the works, alongside ensuring compliance and the need for biodiversity net gain #BNG is crucial. So inclusion of new wetlands, grasslands and floating wetlands which could be incorporated into the recreation walkways with elevated walking platforms to make you feel more at one with the natural environment are integral to our thoughts and proposals. Outside the great work and effort the team have put in over the past months to make this a reality we have a number of public engagement sessions between now and the 9 August 2024 where we’d love to hear your views and feedback on the proposals, don’t worry if you can’t make the in person events as we can also take feedback digital which will help inform and shape our statutory consultation phase ahead of the development consent order (DCO) submission. #getinvoled My other highlight of the week was our ‘safe by design’ meeting where we were discussing our High Lift Pumping Station #MEICA. This is a great collaborative meeting where we run through the proposals and take on board the wider teams thoughts and feedback. This is true collaboration in a safe environment where there are no daft questions. I shared some of my learning from the US Army Corps of Engineers pump stations in Southeast Louisiana Kelli Chandler and how by realigning our vehicular access doorways we could better align our transport vehicles to load and unload plant and equipment inside in a safer many. Its these details and knowledge shared across organisational boundaries that allows us to evolve and learn from others so that we are all collectively safer and provide better assets for our #operations teams. They are one of our ultimate clients and their feedback and input is crucial. I’m looking forward to getting out in our operational patch to see some of our wider infrastructure we own and operate to help expand my knowledge and learning. Happy weekend everyone, stay safe and well and enjoy your #lifeworkbalance Anglian Water Services Institution of Civil Engineers (ICE) CIWEM (The Chartered Institution of Water and Environmental Management) Ofwat #anglianwater #waterresources #water #lincolnshire #loveeverydrop #majorprojects #infrastructure #teamAW #reservoir #unsdgs #natureandpeoplepositive #civilengineering #thisiscivilengineering

8moBrownfield sites should be adapted for decent social housing land and urgently. So much is published about lack of affordable accommodation, homeless families, overcrowding etc.
