Peter Apps What do you conclude from this though. What are the lessons? Don't outsource? That democratising management not only didn't work but led to a worse level of competence? That a corporate client with a lack of competence in its organsiation will result in all of the issues (and poor/misinformed decision making) that occurred at the Grenfell Tragedy? That budget pressures led to under resourcing? "The Royal Borough of Kensington and Chelsea (RBKC) owned and managed its own housing stock until 1996. At that point – amid an outsourcing policy drive from central government – it created Kensington and Chelsea Tenant Management Organisation (KCTMO), which was a unique extension of tenant management bodies present on many estates around the country. It was a borough-wide manager, with tenants forming the majority of its board, and members (residents) given a vote on new board members. From 2001 onwards, however, KCTMO legally became an arm’s-length management organisation (ALMO) – a similar arrangement to hundreds of others around the country. The arrangement was simple: it was responsible for maintenance and repairs of the housing stock, and proposing major works. The council provided its budget, and monitored its work via its scrutiny committee."

Have you heard about the newest Housing Quality inspection process National Standards for the Physical Inspection of Real Estate: Inspection Standards (NSPIRE) created by HUD? NSPIRE should new Public Housing Authorities across the US estimate a potential NSPIRE score based on the types and locations of deficiencies identified during an NSPIRE inspection. HUD’s Real Estate Assessment Center (REAC) assists in improving housing quality by performing accurate, credible, and reliable assessments of HUD’s real estate portfolio. REAC’s primary mission is to provide our customers with independent, actionable assessments that advance risk-informed decisions about the condition of the nation’s affordable housing portfolio. The new NSPIRE model prioritizes health, safety, and functional defects over appearance. It implements inspections that better reflect the true physical conditions of the property. The NSPIRE model supports the adoption of sound, year-round maintenance practices. Which is still outdated as it has 2 different companies rules and regulations that have not been amalgamated. So basically everything is passed back to the Location Manager. Who is then supposed to deal directly with the tenants, yet you cannot contact tenants freely because the Area Manager says so. His advice was to go back to admin in Bradford for them to deal with. He has not got a clue like so many at Anchor. 1 person to deal with 65 properties over 2 sites, all the compliance (which had not been done for over 4 yrs), maintenance, financial advice for the residents, especially those in rent arrears, safeguarding, local authority emergency services for ASB, and abuse. The list is endless because of Housing Association standards that need to be maintained. In all of this the person that actually lives in the property doesn’t matter, because once they are gone the Location Manager is supposed to turn the property around in less than a month to ensure revenue is maintained. The Location Manager is responsible for interviewing potential tenants along with a 93 page 2 part property document for each property. These are peoples lives that Anchor have little regard for, yet they profess to. Come on Anchor time to start treating staff and your customers in the independent living sector properly.
