Army targets mission command data as it refines data stewardship roles By Anastasia Obis; 18 Nov 2024 As the U.S. Army is refining data stewardship practices by clearly defining who is responsible for the management of data across the service, the current focus is on mission command data as no single entity within the Army has clear ownership over that data. In April, Army Chief Information Officer Leonel Garciga issued the “Army Data Stewardship Roles and Responsibilities” memo, formalizing data management roles and responsibilities across the Army, so there’s “no questions of who does what — it’s you,” said David Markowitz, the Army’s chief data and analytics officer. Assigning data stewardship has been pretty straightforward and intuitive for some areas within the Army. For instance, the Army G-1 — the service’s personnel branch responsible for developing and implementing policies and programs to build personnel readiness, is the data steward for human resources data. “We want to put people in charge that were naturally kind of in charge but didn’t really know it. Core Values: Honor | Courage | Commitment Many of you will recognize NAVMC 11341, Marine Corps Values Card, or what we called the Honor Courage Commitment Card in the 90’s. A wallet-sized piece of plastic that was expected to be on your person during inspections and especially during Mess Night shenanigans, but the idea was to carry it at all times. I’m sure most young Marines did, but I doubt it was pulled out and read very often. It was a simple reminder of what was expected at the basic core level, and you won’t meet a Marine that can’t remember Honor Courage Commitment as the core values of the organization. I usually kept mine with my ID card, rifle card, and my meal card, so I saw it often. I guess the employment method worked in my case. Now as a civilian, I enjoy learning about other company’s core values, codes of ethics, and guiding principles. I’m also fascinated in how those methods are employed and communicated. What are your organizations core values? How do you make sure your team knows and understands them as a whole? Do you ever evaluate and modify your core values, or are they set in stone like Honor Courage Commitment has been for 30 years? 💭 Regarding the Dept of Veterans Affairs and DoD Defense Health Agency, now that the OEF and OIF wars have drawn down, what trends do you anticipate seeing over the next 4 years? 📉 Tighter federal budgets mean competitive health care missions between the VA and DoD. Expansive services for injured service members within DoD will begin to shrink and those rehabilitative medical services will be under more demand and pressure at VA VAMCs and polytrauma centers. 📊 Mental health, resiliency, and substance abuse services will be increasing in the Department of Veteran Affairs. 🏡As youger Americans choose to move to rural communities and away from high density urban areas, VA Community Based Outpatient Clinics will be assuming bigger roles by providing more care to our nation’s veterans. 👨‍⚕️ As more veterans, especially female veterans, choose to seek care outside of the VA system because of lack of speciality services provided at VA centers in rural areas, ensuring medical records, medicines and points of intervention are accurately and timely captured in VA records will require more focus on interoperability and fraud, waste and abuse prevention. 📚 Veterans and their Dependents going to trade schools to learn vocations or off to colleges to earn degrees will need more support and require more oversight of the VA to ensure colleges are not taking advantage of veterans and their dependents. 🇺🇸 Curious to hear your thoughts.

The Friday Few Observations for Week 18 of 2024 15 years ago, I interviewed an intelligence officer from the military for a non-profit role and as we were talking about his tour in Iraq he talked about their goal of a “frictionless transfer of information”. I just loved that phrase and we both chuckled how hard it is to achieve. In most human systems one of the obstacles is when power is involved, which it almost always is. You work for someone so there is power involved. You coach a team so there is power involved. You have an older sibling, at least one of you thinks there is power involved 😊 What if you were an enlisted man on a nuclear submarine in front of the captain? This power and the problem it presents in frictionless communication is exactly what Captain David Marquet addresses in the following Whiteboard Art video. https://lnkd.in/gK6ciT27 Captain Marquet realized that with almost 200 submariners in his care he needed to get the power out of the room and empower his people to communicate as freely as possible. If he didn’t, his one brain would be trying to outthink 200 brains which is really bad math. He accomplished this by changing the way everyone spoke up and down the chain of command. “I intend to” was the prefix for all actions. These three small words took Captain Marquet and his crew from one of the poorest performing submarines in the pacific to the top. As the book he wrote says, they “Turned This Ship Around”. Modernizing Army Software Acquisition: With DASA (SAR) Margaret Boatner and PEO IEW & S BG Ed Barker Center for Strategic & International Studies 19 Apr 2024 The Defense-Industrial Initiatives Group (DIIG) will host a roundtable discussion with Ms. Margaret Boatner, Deputy Assistant Secretary of the Army for Strategy & Acquisition Reform (DASA(SAR)), and Brigadier General Ed Barker, Program Executive Officer for Intelligence, Electronic Warfare, & Sensors (PEO IEWS), on modernizing Army software acquisition. The Army recently released a policy that reforms a number of institutional Army policies and processes—from requirements through sustainment—to accelerate the adoption of modern and agile software development approaches in line with industry best practices. The discussion will focus on the historical approaches the Army used to develop software, the key principles of the new policy and how it seeks to disrupt the status quo, and the measures the Army will take to successfully implement the policy. The discussion will be moderated by Dr. Alexis Lasselle Ross, a Senior Associate (Non-Resident) at CSIS.

My Dad told me.. When he was hired at a prominent waste disposal company to do accounting... He spent the first week on the truck. His boss at the time said... Appreciate the great collaboration between PEO IEW&S , Army Futures Command (ACM-IS), Mass Virtual and the ISR Task Force to discuss virtualized training options that will enhance human performance in an affordable and scalable way. The Intelligence enterprise is faced with a unique challenge in support of the US Army. We employ low density systems, we maintain them with low density military specialties, and we are expected to integrate cutting edge technology faster than our institutional training processes can keep pace. So how do we conduct relevant training quickly, effectively and affordably in the 21st century? We virtualize the training. Yesterday I asked the team to get a little uncomfortable and find a way to demonstrate this capability during our flagship intelligence experiment in September. I want our senior leaders to immerse themselves in a virtual world to see how a 35-series Soldier will interact with component-level parts without ever touching the system. Imagine the possibilities we create if we can certify our back-shop support without ever pulling capital assets out of the fight.

Tactical Brilliance, Strategic Blindness The Surge & The Limits of Counterinsurgency in Iraq This article will examine the U.S. COIN efforts in Iraq from late 2006 to 2011 and, to a lesser extent, in the subsequent fight against ISIS from 2014 onward. We will assess the successes and limitations of these efforts, highlighting how COIN operations have often achieved short-term tactical successes but struggled to deliver long-term strategic outcomes, chief among them being stability. Additionally, we will consider the regional impacts of these counterinsurgency and counterterrorism efforts, particularly on Middle Eastern geopolitics and internal dynamics. This article is dedicated to everyone who served in Iraq. If only effort yielded positive results, the Middle East would be a different place.
