#ICYMI: On Wednesday, USD(A&S) William LaPlante tested before the United States Senate Appropriations Subcommittee on Defense, where he was joined by the Service Acquisition Executives from the Army, Navy, and Air Force to discuss #DefenseAcquisition. "When you're talking about acquisition, there's really three legs to the stool," he said. "One leg is acquisition, which is the contract. The second is the requirement, and this is about [...] getting what the department needs right for the warfighter. And the third is having money in the right year. Those three legs of the stool — moving across all three in an agile fashion — is the secret of really effective acquisition." He also underscored the value of countries working together to build robust defense production capabilities. "That's where this is all headed," he added. "You're going to see much more co-production, co-development and co-sustainment with allies and partners." Key excerpt from latest from NOAA NWS National Hurricane Center report [Full update here: https://lnkd.in/eSbrrcHY]: At 700 AM CDT (1200 UTC), the center of Tropical Storm Helene was located near latitude 21.1 North, longitude 86.2 West. Helene is moving toward the northwest near 9 mph (15 km/h). This motion should continue through this morning, followed by a general northward motion beginning later today and continuing through Friday.On the forecast track, the center of Helene will pass near the northeastern coast of the Yucatan Peninsula this morning, move across the eastern Gulf of Mexico on later today and Thursday, and reach the Big Bend coast of Florida late Thursday. Maximum sustained winds are now near 70 mph (110 km/h) with higher gusts. Additional strengthening is forecast, and Helene is expected to become a hurricane later today. The storm is forecast to rapidly strengthen over the eastern Gulf of Mexico and become a major hurricane on Thursday. Tropical-storm-force winds extend outward up to 175 miles (280 km) from the center. The minimum central pressure recently reported by an Air Force Reserve Hurricane Hunter aircraft is 979 mb (28.91 inches).

Reserve Component service members mobilized from FY 2019 through FY 2021 generally received sufficient dwell time – the amount of time service members spend at their home station between mobilizations – in accordance with DoD policies. However, five of the six Reserve Components could not consistently provide documentation demonstrating that service members consented to mobilization while in their dwell period because the Reserve Components either did not have a process for obtaining and maintaining dwell waivers or did not follow the established process for obtaining and maintaining dwell waivers. Proper oversight of the mobilization‑to‑dwell process should ensure that service members are not repeatedly exposed to combat and that they do not experience disproportionate deployments.
