During a three-week effort, Future Vertical Cross Functional Team (FVLCFT) partnered with U.S. Army DEVCOM C5ISR Center, U.S. Army DEVCOM Aviation & Missile Center and the U.S. Army Redstone Test Center (RTC) at Eglin Air Force Base, Florida to advance Launched Effects (LE) behaviors and characteristics for the #warfighter. FVL completed Phase 3 of the advanced networking waveform characterization during the experimentation. The team collected data on multiple radios and waveforms during multi-ship flights at extended operational ranges against both contested and uncontested environments. Data gathered will be used to inform future aviation modernization; and to validate, modeling and simulation efforts. The intent was to learn about the trade space of long-range air to air; and air to ground communications. The emphasis is increased range and endurance for future LEs combined with a low probability of detection, and a low probability of jamming from perceived threats. LE surrogates successfully demonstrated teaming behaviors, characteristics, and attributes against both contested and uncontested conditions as they negotiated the test area. Matt and Pete nail the analysis of Congress-DoD budgeting activity again. But they might have under-examined one key trend... This budget markup shows serious concern about #ContestedLogistics. Although the Navy took serious cuts to many programs, budget lines for logistics platforms tell a different story. Logistics platforms that received plus ups: - CH-53 (Heavy Lift Helo) - KC-130J (Tanker) - V-22 Osprey (Troop Transport) - Fleet Oiler - Towing, Salvage, and Rescue Ship - Ship to Shore Connector Non-Logistics platforms that received plus ups: - F-35 Missiles and surface combat capabilities received severe cuts. To me, the essence of how we do logistics is very important. Our proficiency, culture, and experience will serve us well. But there is no substitute for sheer mass. Recent findings from Steven Quay MD, PhD , The CCP BioThreats Initiative , and the Hudson Institute have revealed that the Chinese Communist Party (CCP) and its military branches, including the People’s Liberation Army (PLA), were conducting high-risk research on the Nipah virus. These efforts included gain-of-function experiments with the Bangladesh strain of the virus—known for its high transmissibility and lethality—at the Wuhan Institute of Virology (WIV). In fact, the team identified Nipah virus sequences in raw RNA-Seq data from patients as early as December 2019, coinciding with the emergence of COVID-19. This discovery raises serious concerns about biosafety breaches, as the research involved synthetic vectors specifically designed to assemble infectious Nipah clones. The Bangladesh strain is considered highly dangerous, which makes these findings particularly alarming. In addition to these experiments, the PLA’s Academy of Military Medical Sciences (AMMS) has been actively patenting therapies for various lethal viruses, including Nipah, SARS-CoV-2, and Ebola. These patents, which include advanced monoclonal antibodies with broad-spectrum neutralization activity, suggest that the PLA's efforts are aimed at developing countermeasures not only for public health purposes but also for potential military applications. The existence of these patents indicates that the research is part of a broader dual-use agenda, wherein therapies could be administered to immunize specific groups, such as military personnel, in advance of deploying biological weapons. This raises concerns about the potential for these therapies to be weaponized as part of a larger biowarfare strategy. The findings, combined with the PLA's documented interest in developing treatments for highly pathogenic viruses, highlight the urgent need for international scrutiny and intervention. The combination of gain-of-function research on Nipah, the development of viral therapies, and China’s broader military objectives suggest that bioweapons could become a critical tool in future conflicts. WHAT IS FEDERAL CAPTURE? I recently had someone connect with me who is an expert in Federal Capture. I decided to do some more research on what is involved in federal capture and I found it to be fascinating and potentially very valuable for a company I am advising. Here are three different definitions and explanations of federal capture: A.) Essentially, capture is the equivalent of presales for commercial companies that deal with complex sales, albeit even more regimented. Complex sales is when you have to go beyond a handshake and a contract, have to position to win ahead of an RFP issuance, and then write a fairly complex proposal. B.) Capture Planning is the process of identifying the opportunities, assessing the environment, and devising and implementing winning strategies oriented toward capturing a specific business opportunity. Consistently successful capture planning requires a written, action-oriented capture plan. C.) What is the difference between BD and capture? Business development focuses on the broader aspects of identifying opportunities and building relationships in federal government contracting, while capture management is a more targeted process that concentrates on pursuing specific contracts and maximizing the organization's chances of winning them. I am an advisor to a company in the space technology field. This company is doing groundbreaking research into a new way of traveling into space that is potentially less dangerous and less expensive than rocket technology. They may be pursuing government grants and government contracts and having a federal capture consultant could be very helpful. Remember that the US government buys almost every type of goods and services. If you or your company are thinking big and are going for a federal contract, you may want to hire a federal capture consultant. The biggest contract that one of my companies ever received was a contract from the state of California. From that personal experience, I learned that some government entities and the people who work for them think in dollar amounts that can be life changing. Of course, they also award small and medium sized contracts that even very small companies can apply for. And remember that the government buys almost everything. Fully agree with Pete Modigliani and Matt MacGregor in their analysis of winners and losers in the House Appropriations Committee's FY25 Defense Appropriations Bill. Pay raises for service members are great, but prioritizing aircraft (many which are already delayed) over missiles is a poor signal to industry. "Yet at a time when our aircraft, ships, and munitions inventories are at historic lows, while the CCP churn out massive quantities of new systems, this is the worst time to cut procurement budgets. This does not enable production at scale. This does not incentivize new entrants into the industrial base to compete for production contracts."
