Lynk Signs Satellite-to-Cell Contract with US Dept of Defense. Lynk Global signed a contract with the Defense Information Systems Agency (#DISA) to provide commercial satellite-to-cell services to the U.S. Department of Defense (#DoD), the Department of Homeland Security (#DHS), and other U.S. government agencies. Lynk Global announced the contract on April 25.  Under the contract, the DoD, DHS, and other U.S. government agencies can commercially purchase satellite-to-cell services for the next five years, with possible extensions to the contract of five more years. The award is part of DISA’s Proliferated Low-Earth Orbit (#PLEO) Satellite-Based Services program, which announced a number of awards last year to establish commercial communications for military use. The full program value, including all vendors, is worth up to $900 million. Services available under the contract include SMS text messaging, emergency cell broadcast alerts, and LynkCast weather & information broadcast services. AT&T has proposed to relocate the CBRS band and hold a reverse auction to evict PAL licence holders. As is expected, this has been bet my fierce opposition from CBRS users who are outraged at the plans. Full details in Mirva Villa's story below. IMO it is an odd proposal. The CBRS band is now well established in the US, and there have not been any hints that the FCC is interested in a radical change. In fact, the regulator often boasts about CBRS internationally and has actually been working to make a series of minor improvements to the regime, hinting at its long term commitment to the idea. That being said, measuring the "success" of CBRS is difficult. Yes, the band is providing value to thousands of licensees, but it is also possible that if we are measuring success by the number of sites, mobile operators could make more extensive use of the band. (Although this is likely a flawed measure of success). It will be up to the FCC to decide what is a better use, but evidence so far does suggest they are committed to maintaining a diverse cohort of users in CBRS.

The Federal Government recognizes the role that the private and nongovernmental sectors play in preventing, preparing for, responding to, and recovering from terrorist attacks, major disasters, and other emergencies. The number of Islamic jihadist terrorists in Africa has increased tenfold, according to the head of U.S. Africa Command (AFRICOM). On Islamic terror, AFRICOM has been monitoring and identifying indications and warnings for a number of years. Just for statistics, back in 2008 Islamic jihadists on the global scene, only 4% was on the African continent. Now that number is up to 40%. So, in executing AFRICOM's mission of being able to provide indications and warnings, monitor and respond, is all for protection of the homeland. AFRICOM is charged with executing its mission, which expands from deterring threats on the African continent, gaining access and influence and being able to respond to crises. There is specific concern over Chinese operations in Africa. The threat of the People's Republic of China, is that they are exploitative and even coercive when necessary. Sometimes it appears they have aspirations of military capacity and capability. China already has a base at Doraleh in Djibouti. Time will tell what their overall aspirations are. Will it be power projection, or will it be air denial in defense? Right now, China says it's to counter piracy. So AFRICOM is monitoring all the time what the PRC's overall global intentions are in the strategic realm. A few thoughts on OSINT professionalization… Wholeheartedly agree that OSINT needs to be professionalized as an intelligence discipline with a heavy focus on a career path, tradecraft and education/training development for collectors and analysts. That human factor in the equation, however, needs to be enabled with technology.
