As we continue to get updates on the impact of Hurricane Helene in the United States, I keep thinking about the article from Thomas (Tom) Henkey, CEM, that appears in our October Security Technology (ASIS International) issue. ✍ Henkey wrote that there is not one single challenge that poses the greatest problem for emergency management professionals—instead, the speed of emerging challenges is the greatest hurdle that emergency managers and homeland security practitioners are faced with. 📣 "Ultimately, it is the pace and tempo of these evolving and metastasizing challenges which represents the greatest strain on our national emergency management and homeland security enterprises," Henkey wrote. "Rather than a single hazard emerging as the clear and present danger which must be addressed, it is rapidly emerging patterns of change which pose the greatest strain on the current structure." Old datasets can sometimes throw a curve ball at you ⚾! ⚾I usually receive datasets that are CSV (meaning they have comma separated values). But I have received very old datasets that use other delimiters – such as pipes, dashes – and even spaces! I do not recommend 😦! ⚾Most datasets I receive have “headers”, meaning the first row of the dataset has the column names in it. But some do not – and then you have to figure this out when you are importing the data into your program! Better go get your offline documentation 😬! ⚾Believe it or not, I have seen old datasets with columns that are little 255 characters long! They often contain full sentences. These sentences unfortunately tend to include special characters that like to give import engines indigestion 🤢! Nakasone makes some large assumptions which highlights the problem. 1. Age = intelligence. Being over 50 is NOT an excuse for not understanding technology. Being 30 does not mean you understand technology. Gov’s highly structured advancement system and defference to leadership means Gov types associate age with intelligence. IRL that is not the case. IRL people learn or get fired. 2. DOD/IC = Cutting edge cyber. It isn’t. Govs are generaly tier 2+ tech. The top tech is tied to momey and companies that benefit from it. Govs buy on accountability NOT on price or efficacy. = Youngins don’t want to work in a highly structured system playing in Tier 2 and run by 50 year olds who don’t understand tech.

This is mostly the result of insufficient or incomplete running estimates. Staffs often present raw, unrefined data without analysis and are unable to provide the knowledge commanders need to make decisions. Staffs across the Army need to better facilitate commanders’ decision-making during large-scale combat operations by focusing running estimates on assessments, conclusions, and recommendations along with associated risk and opportunities. Army Doctrine Publication (ADP) 5-0 The Operations Process (2019) defines a running estimate as “the continuous assessment of the current situation used to determine if the current operation is proceeding according to the commander’s intent and if planned future operations are supportable.” Field Manual (FM) 6-0 Commander and Staff Organization and Operations (2022) warns, “Failure to maintain running estimates may lead to errors or omissions that result in flawed plans or bad decisions.” Doctrinal publications emphasize the fact that running estimates must be current and relevant, must include analyzed information that is of value to the commander, and must provide recommendations for future decision. Most important, by providing accurate, relevant, and timely running estimates, a staff can assist their commander in identifying opportunities for exploitation which will be crucial to success in large-scale combat.

It's encouraging to see an expert and leader like General Paul Nakasone (USA, Ret.) advocate for younger people to have a seat at the national security table. Recent comments by the former Commander of the U.S. Army Cyber Command and Director of the National Security Agency at the DEF CON hacking conference touched on the fact that "Gen Z will be the number one sector within our workforce."
