About us
The Broadband Commission for Sustainable Development is a public-private partnership fostering digital cooperation and developing actionable recommendations for achieving universal connectivity. Established in 2010 by ITU, UNESCO, H.E. President Paul Kagame of Rwanda, and Mr. Carlos Slim Helú of Mexico, our mission is to boost the importance of broadband on the international policy agenda and expand broadband access to every country. Today, the Commission comprises around 50 Commissioners who represent a cross-cutting group of top CEO and industry leaders, senior policy-makers and government representatives, and experts from international agencies, academia and organizations concerned with development. The Commission acts as a UN advocacy engine for implementing the UNSG’s Roadmap for Digital Cooperation, leveraging the strength of our membership and collective expertise to advocate for meaningful, safe, secure, and sustainable broadband communications services that are reflective of human and children’s rights. The Commission brings together top global leaders and visionaries in ICT, representing all sectors and interests, to reach a consensus on inclusive and sustainable recommendations for achieving universal broadband connectivity. Commissioners are invited to serve as members, attend collaborative meetings, contribute to Working Group research, provide insight into policy recommendations and actively lead the creation of, and advocate for, the outcomes of the Commission.

Improving connectivity for micro-, small-, and medium-sized enterprises (MSMEs) is essential for economic growth, yet a significant challenge remains: the lack of comprehensive data on MSME internet access, particularly in low- and middle-income countries. Broadband Advocacy Target 6 aims to improve MSME connectivity by 50%, by sector, by 2025. However, to achieve this, we need reliable data to inform progress. The ITC Digital Transformation Survey is a critical step in closing this data gap, building on the findings and recommendations of the Broadband Commission Working Group's report, "Making Connectivity Work for MSMEs." The multistakeholder Broadband Commission for Sustainable Development Working Group on Data Governance convened in New York to tackle the pressing challenges of creating inclusive and interoperable #datagovernance frameworks. The group advanced work on the Data Governance Toolkit: A Roadmap for the Digital Age, aimed at providing governments and regulators with practical guidance to address gaps in capacity and implementation, ensuring effective data governance at the national level. Key points discussed: 🌐 The need to establish clear definitions and a comprehensive taxonomy that encompasses processes, policies, and stakeholders. 🌐 The importance of equity, inclusivity, and #datajustice to empower and protect vulnerable groups, including children, and ensure accountability. 🌐 The role of trust and data quality in fostering confidence in governance frameworks. 🌐 Recognizing the diversity of global #data governance approaches and the need for harmonization. The newly launched Handset Affordability Coalition is a global initiative aimed at advancing innovative solutions to make smartphones more affordable for low- and middle-income countries in Africa and Asia.
