For three decades, the Community Development Financial Institutions Fund (CDFI Fund) has provided financing to transform underserved communities by expanding access to affordable housing, creating jobs, and providing the financial tools needed to thrive. As Secretary Yellen highlighted during the 30th anniversary event, CDFIs are uniquely positioned to deliver critical financial services to areas traditional banks often overlook, catalyzing $8 in private sector investment for every $1 invested by the CDFI Fund. With more than 1,400 CDFIs nationwide, this year alone the CDFI Fund awarded a record amount of funding to help build stronger, more inclusive communities. Last week, the BlueHub Loan Fund joined The NHP Foundation and community partners to celebrate the ribbon cutting for Blue Mountain Apartments, a historic, 217-unit affordable housing community in Boston's Roxbury neighborhood. Attendees heard from serval speakers, including Loan Fund President Karen Kelleher and a resident who has proudly called Blue Mountain her home for 35 years. Featured speakers highlighted the vital role stable, quality housing plays in strengthening communities. This $100+ million rehabilitation project was supported by a $4.59 million State Historic Tax Credit (HTC) bridge loan from BlueHub Loan Fund, with additional support from MassHousing. For homeowners like Rose Webster-Smith, SUN offers a second chance. After facing foreclosure, SUN worked with her family to buy back their home, reduce their mortgage by $50,000 and cut monthly payments by $400. By buying homes in foreclosure and selling them back to the homeowners with mortgages they can afford, the SUN program helps homeowners build equity from day one and regain financial stability. This would not be possible without a shared appreciation mortgage--a second mortgage the homeowner pays when they decide to sell or refinance out of the program, and they owe it only if the home increases in value; this allows for equity and fairness among neighbors. Programs like SUN are essential to stabilizing families, neighborhoods and communities. ✨ The Impact So Far in MA: ▪500+ families saved from foreclosure. ▪$45M in home equity restored to homeowners. ▪Average savings of $730 per month on mortgage payments. BIG NEWS: BlueHub Loan Fund successfully secured $86.8 million in Sustainability Bonds through its second public debt offering! Rated ‘A+’ by S&P Global Ratings, the bonds provide critical scale capital that enable the Loan Fund to meet borrower credit demand and maximize impact across the communities it serves. The bonds were issued in two tranches, a $60.5 million Series A municipal taxable bond, and a $26.3 million Series B municipal tax-exempt bond—the first ever issued by a CDFI. The Series A taxable bond proceeds will be used to fund community development projects that support low-income areas. The Series B tax-exempt bond proceeds will provide long-term financing to existing public charter school borrowers within BlueHub Loan Fund’s portfolio. This innovative “forever financing” product will help these schools stabilize facility costs for up to 20 years, while enabling our credit rating and balance sheet to deliver cost-saving interest rates and fill a gap in the marketplace. This tax-exempt bond sale is impactful not only for the continued development of the CDFI sector in capital markets but also for diversifying the lending products that CDFIs can offer to borrowers.
