A critical question for our times: how can local governments be more — more effective, more adaptive, more ambitious for residents — at a moment when the legitimacy of the State is called into question? Today, I joined our partners LSE Cities and Eurocities at European Parliament to discuss our new report on the innovation capacity of European municipalities. I’m not talking about economic innovation, or “urban innovation,” whatever that means. Instead, we asked: Are these public organizations—these local institutions—capable of undertaking innovation to improve services? Can they innovate around resident experience to bring joy, or operating models to achieve efficiencies? Can they hatch governance innovations that bring more partners in to help solve big city challenges? Alongside municipal leaders and policymakers in the region, we discussed where European cities are today — and opportunities to take their leadership, analytical, creative, and partnership capacity to the next level.
