To ensure budget cuts safeguard education quality, think about priorities, partners, processes, and policies: 1. Start with your institutional strategy to ensure the budget cuts reflect institutional priorities and avoid myopic cuts. 2. Identify external partners peer institutions or in the private sector who may be able to deliver the same program or service at a lower cost 3. Identify any processes that have steps you can remove to save time and money; for example, maybe some have more approvals than are really needed? 4. Examine any policies that are driving up costs; for example, maybe you are requiring staff to come to work but could save money on space if they were hybrid?

Two insights from my tenures as a consultant for higher education policy in Indonesia: 1. Reducing excessive bureaucracy steps has been helping universities get more funding outside the national budget. 2. Endowment fund for education (can be managed both by government, or institutional level by the universities) The more funding the merrier. If the government decides to cut the budget, policy should be tweaked to give universities freedom in gaining funding elsewhere.
